SCHOOL READING PROGRAM IMPLEMENTATION PLAN

SY 2023-2024

PROJECT SITIO (Strengthening Intervention towards Improved

Outcomes) in Reading

Rationale:
The development of reading skills is crucial among students, as it plays a
fundamental role in enhancing literacy, communication, and listening abilities.
Teaching reading not only fosters comprehension but also cultivates a genuine
interest and love for books among our learners.

Sitio Dam Elementary School recently conducted a pre-reading assessment

for students ranging from grade 1 to grade 6 to identify those encountering difficulties
in reading. The findings for Grades 1-3 revealed that, out of 118 students assessed,
55.08% struggled with Letter Decoding, 43.22% with Letter Sound Knowledge,
39.83% with Beginning or First Letter Sound, 38.13% with Middle Letter Sound,
38.13% with Ending Letter Sound, 39.83% with Familiar Word Reading, 25.42% with
Inverted Word Decoding, 27.11% with Oral Passage Reading, 22.03% with Reading
Comprehension, and 22.88% with Listening Comprehension and Dictation.

Specifically, the results indicated that 53 out of 118 learners faced challenges
in decoding letters, 67 struggled with letter sounds, 71 had difficulties decoding
words, and 92 experienced comprehension issues.

Meanwhile, in the Phil-IRI results for Grades 4-6, among 124 learners,
16.12% were classified as Independent, 18.54% as Instructional, 61.29% as

Frustration, and 4.03% as Non-Decoders. This data reflects an increase in the
number of students falling into the categories of non-comprehenders and non-
decoders, posing a significant challenge for Sitio Dam Elementary School.

In response to the identified challenges, Sitio Dam Elementary School has

initiated the School Reading Program Project SITIO (Strengthening Intervention
towards Improved Outcomes) in Reading. This program is aligned with the Division's
Project Rescue 2.0 and adheres to the guidelines outlined in DM No. 173s. 2019.
The overarching objectives of these projects are to rescue students grappling with
reading deficiencies, reduce the prevalence of non-decoders and non-
comprehenders, and empower learners to enhance their overall reading proficiency.
The implementation of these initiatives reflects the school's commitment to
addressing and rectifying the identified issues in literacy among its students.
