2. On or about 12:00 PM of November 27, 2023, a theft incident occurred in Camarag Village,
San Fabian, Echague, Isabela. The victim, identified as Desiree Saladino, 18 years old, a resident of San
Agustin, Isabela reported the incident at Echague Police Station. The stolen bag reportedly contained
personal belongings, including a wallet, identification cards, cash, a mobile phone, and other personal
items.

3. Echague Police Station Investigation Group immediately go the reported location. Upon
arrival, the officers secured the scene to prevent any tampering with potential evidence. Statements from
any potential witnesses were recorded to build a comprehensive understanding of the circumstances
surrounding the theft. Also, it was found out that the crime was captured by a CCTV camera and
subjected for review.

1. Reference:

2. Investigators reviewed the CCTV footage to identify the suspects and establish the sequence
of events leading to the theft. It was identified that the suspects involved are Joshua Gumpal, 20 years old,
a resident of Sinabbaran, Echague, Isabela and Mark Jester Bicarme, 24 years old, a resident of Gucab,
Echague, Isabela.

3. It was found out the the suspects are riding a Mio Sporty Motorcycle following the victim at her
house. While waiting for the right time they are found hanging around in front of victim's house. The CCTV
footage captured that Joshua Gumpal was the one who entered the house, while Mark Jester Bicarme was
waiting for him in front of the victims house. Joshua Gumpal leave the house holding the bag of the victim
and fastly ride with Mark Jester Bicarme and leave.

4. The Echague Police is actively pursuing the case, and efforts are underway to locate and
apprehend the suspects, Joshua Gumpal and Mark Jester Bicarme. Coordination of Echague Police with
the community is ongoing to gather additional information that may aid in the fast resolution of the case.

2. On or about 12:00 PM of November 27, 2023, a theft incident occurred in

Camarag Village, San Fabian, Echague, Isabela. The victim, identified as Desiree
Saladino, 18 years old, reported the incident at Echague Police Station.

3. The investigation into the theft incident at Camarag Village, San Fabian,
Echague, Isabela, has led to the identification of the suspects. Suspects involved
namely Joshua Gumpal and Mark Jester Bicarme, have been successfully
apprehended. The suspects were arrested at Busilelao, Echague, Isabela following the
diligent efforts of Echague Police. The arrest was conducted in accordance with legal
protocols, ensuring the safety of both the suspects and the arresting officers.

5. Following the suspects arrest, Joshua Gumpal and Mark Jester Bicarme were
immediately placed in police custody. They are now detained pending further legal
proceedings related to the theft charges filed against them. The stolen property has
been recovered and returned to Desiree Saladino.
