individualized reading plans for non-readers, outlining specific goals and strategies to address their reading challenges. 3. Intensive Reading
Intervention: Provide targeted and intensive reading intervention programs for non-readers, including small group instruction, one-on-one tutoring, and
specialized reading programs. 4. Access to Reading Materials: Ensure that non-readers have access to a wide range of reading materials, including
leveled books, picture books, and engaging texts that cater to their interests and reading levels. 5. Reading Buddies Program: Implement a reading
buddies program where proficient readers are paired with non-readers to provide support, guidance, and encouragement during reading activities.
