OVERVIEW

This proposal is for the Bicycle Parking Area at Changi Airport terminal 2. CAG requires the
following works to be undertaken:Temporary relocation of existing bicycle racks, Pave the marked
area to match existing pavement level, Cut and install floor tiles, Painting of the new kerb to match
existing, Installation of bicycle racks.

SCOPE OF WORK

To construct the bicycle parking area at Changi Airport Terminal 2. The work should be completed by
31 Mar 2024.

CAG requires the following works to be undertaken:


- Temporary relocation of existing bicycle racks
- Pave the marked area to match the existing pavement level
- Cut and install floor tiles (floor tiles to be provided by CAG)
- Painting of the new kerb to match existing
- Installation of bicycle racks
- Authorities’ submission(s), if required

PROJECT MANAGEMENT

1. Project Management Framework

The detailed work that Asiapac will carry out for the construction of the bicycle parking area
at the key project phases is demonstrated below.

Planning Handover
Delivery Installation

a) Planning
• Attend kick off meeting with CAG.
• Create project contact directory. This will ensure that we contact the correct person to
schedule installation date and for access into their premise on the day/night of the work.
• Conduct site survey to check interfaces with existing equipment and services.
• Conduct on-site surveys to identify safe and appropriate material delivery route(s) into the
work site.
• Work with CAG to plan alternative route and signages for airport users when areas in CAB is
hoarded up for the works.
• Refine method statement and develop risk assessment for CAG’s review.

b) Manufacture and Delivery Phase


• Ensure that the equipment are manufactured according to specifications.
• Arrange for factory testing by CAG where CAG representatives will be able to verify
workmanship, functionality and compliance to specifications prior to delivery to site.
• Co-ordinate manufacturing/delivery schedule with installation schedule to ensure that the
materials is available by installation date.

c) Construction / Installation Phase


• Temporary relocation of existing bicycle racks
• Pave the marked area to match existing pavement level
• Cut and install floor tiles (floor tiles to be provided by CAG)
• Painting of the new kerb to match existing
• Installation of bicycle racks

d) Handover Phase
• Submit the document in a ring file (2 sets of paper-print and 3 CD copies) which comprises
approved shop drawings.

The project delivery team will be responsible for the following key areas of the project including:

i) Project Management – The Project Manager makes sure that the construction of the bicycle
parking Project is planned and implemented according to requirements, managing suppliers,
and coordination with CAG’s project team, in-house term maintenance contractors. He is
accountable for the project to be delivered on time;

ii.) Safety Management – All safety controls will be reviewed for compliance to the company’s
safety policies and Singapore’s workplace safety and health regulations;

iii.) Site Management – The Site Manager is responsible for overseeing the site works,
coordinating the site activities including installation, interfacing and integration works. He
will also coordinate with CAG’s representative on daily deliverables and submission of all
required permits to relevant parties.

INSTALLATION / CONSTRUCTION PLAN

1 Workflow Overview

To construct the bicycle parking area at Terminal 2. The work should be completed by 31 Mar
2024.

The Construction/installation sequence is as follows:

 Installation of 3m height hoarding


 Relocation of bicycle rack
 Site Layout Hacking work; preparation before paving to match the existing level of
pavement
 Installation of forms in preparation for concrete pouring
 Cut and install floor tiles to match the existing tiles (floor tiles to be provided by CAG)
 Painting of the new kerb to match existing
 Installation of bicycle racks
 Removing the hoarding and Cleaning the Area

2 Machinery and Equipment for Installation Work

We will provide the following essential machinery and equipment that will be required for
the construction of the bicycle parking area at Terminal 2.

2.1. Electric Power Tools


 Angle Grinder will be used for cutting that part of the concrete flooring for the
hacking guide.
 Electrical concrete breaker will be used for hacking off that part of the floor that
supports the existing sports equipment.
 It will be ensured that this tool will be for any cable or body damage
 Only 230 volts properly tagged power tools will be used for drilling and grinding
operation.
 Only trained operators will be allowed to operate these tools.

2.2. Palletjacks
 There will be minimum 2 pallet jacks on site.
 Used to transport materials within the installation areas
 Plywood will be laid for the movement of palletjacks to protect the
finished surface.

2.3. Self-levelling Line Laser


 Used to identify datum points from the finished floor to ensure
consistency during installation
 Used to check horizontal and vertical level of roller shutters

Annex A – Project Schedule and Resource Allocation

It is estimated that the entire work for the construction of the bicycle parking area at Terminal 2 can
be completed within 1 month from the contract award. Please see attached for the proposed
project schedule and resource allocation.
