Job Descriptions:

Position Service Marché Manager Reports to Chief Operating Officer

Division Service Marché Department Subordinate Sr. Quantity Surveyor

Job Summary:
Manage and control payments of Client, local / foreign suppliers and subcontractors, in accordance
with respective contracts, subcontracts, work orders and any other binding agreements or
undertakings.

Duties & Responsibilities

Subcontractor:
 Support procurement department by reviewing contract terms & conditions, and highlight important issues
and recommendations before the approval of work orders/contracts.
 Review and approve payment certificates of subcontractors and suppliers.
 Review and approve invoices of moving, packing and handling services.
 Review and approve all debit & credit notes, penalties, site retention, wages related to the subcontractors.
 Prepare all insurance claims for any damaged materials losses caused by either natural disaster or human
error.
 Review, approve and follow up letter of credits (opening, modifications and payment).
 Coordinate and follow up with Internal Audit on all related findings and discrepancies
 Manage and control subcontractors’ related billings.
 Meet with subcontractors to resolve issues such as payments, invoices and claims.
 Prepare subcontractors and suppliers’ payments schedule and submit to Financial Control Department to
assess future cash outflow.
 Prepare cash flow for Subcontractors. Prepare the evaluation of all Subcontractors. Study all Subcontractors
claims from sites.
 Supervise all administrative matters concerning the department.
 Supervise all Quantity Surveyors on different sites and arrange continual visits.
 Advise and assist the PM on the contractual issues.
 Coordinate with other services on all Subcontractors issues from Transport, Cost Control, and Accounting
etc….

Client:
 Agree with consultant how the progress payment will be submitted and reviewed.
 Generate/update payment certificate.
 Administer the final account by cross checking the BOQ against the final payment request to ensure all due
items are claimed.
 Participate in the negotiation of final account and provide all supporting documents and price breakdown.
 Ensure that contract requirements during defect liability period are provided. Check warranty terms to
determine if damage repair is covered by warranty or not.
 Prepare the list of variations and submit the priced variations to the Client.

Qualifications:

Bachelor of Business Administration or Civil Engineering.

Experience:

Minimum 10 years of Experience in Contract Administration of Construction Projects

Senior Quantity Surveyor


Position (Head Office)

Job Summary:
Perform Contract Administration Activities and hold related responsibilities according to the
agreed boundaries with his superior position; whether in the Division or in a specific Construction Project.

Duties & Responsibilities

 Support estimating department if needed by reviewing contract terms & conditions, and highlight important
issues and recommendations.

 Receive contract documents prepared by the client.

 Request to issue performance bond indicating amount, effective date and expiry date.

 Notify procurement of payment terms, advance and relations, payment of material, performance &
advance bonds; variations & claims, delay fine and defect liability period.

 Performs all works of Senior Contract Administrator.

 Record the contract into project contract system after completing new project definition in project
management system.

 Check contract before agreement of price; and duties of the contractor in the connection of utilities.

 Agree with consultant how the progress payment will be submitted and reviewed.

 Prepare & sends the deliverable list to the concerned parties.

 Generate/update payment certificate.

 Administer the final account by cross checking the BOQ against the final payment request to ensure all due

Job Summary:
Providing support in the preparation of claims and the implementation of procedures of controlling
of Major Variations / Claims.

Duties & Responsibilities

 Provide support in the study and analysis of Contract and Post-Contract Documents in order to identify potential
claims.

 Provide support in the verification of the validity of identified claims, based upon the contract documents.

 Prepare and compile documentation required for formal submission to client / consultant / etc.

 Assist in the preparation and calculation of financial aspects of Extension of Time and Financial Claims.

 Collect support documentation for potential claims (by liaising with other departments when required.)

 Prepare comparative analyses on cost & quantity between items based on IFC drawings, contractual scope of
work, issued work orders / purchase orders and any other project document permissible as per the claims
process.

 Provide assistance and suggestions to the Service Manager in the preparation of Variations / Claims against
Client, particularly for technical matters.

 Research trends and obtain information relevant to identified variations / claims in order to provide additional
support and eliminate ambiguity.

Qualifications:

Bachelor of Business Administration or Civil Engineering.

Experience:

Senior Quantity Surveyor


Position Quantity Surveyor (On-Site) Reports to (Head Office)

Division Service Marché Department Subordinate Asst. Quantity Surveyor (On-Site)

Job Summary:
Work out all quantities requested by Project Management. Check, verify and process the progress payments
to Subcontractors and ensure that these payments comply with the signed contracts and the Company’s
contract policies & regulations.

Duties & Responsibilities

 Review, register and update Subcontractors’ contracts issued by the Procurement Division and validate
regularization forms for works done on site.
 Perform quantity take off for payment applications to client, variation orders, and claims with the client as well
as check quantities submitted by subcontractors in their payment applications and request for variation orders.
 Verify and compile value of work completed by Subcontractors’ but not yet paid for by Built Contracting
Co. and submits to Accounts Department for inclusion in the forecasted budget.
 Check, prepare and process Subcontractors’ debit & credit notes, penalties, site retention, wages, payments
on site and any other agreed services executed by Subcontractors to be paid for by Built Contracting Co.
 Verify progress billing and prepare the final settlements in order to close the contracts (involve checking
site documents, reviewing contracts terms, comparing them to the bills of quantities and generating payment
certificates with specific value dates and payment terms).
 Update subcontractors on the status of their invoices and expected payment date, debit/credit retentions
and provide full explanation and supporting documentation for value of processed payment.
 Conduct site visits to assess, verify and reconcile quantity surveying work prepared by others.

 Coordinate with Site Management to confirm the receipt of ordered supplies and resolve pending
contractual non-compliance issues that impact the payment processes.
 Coordinate with other Senior Quantity Surveyors in the Head Office to compile payments and deductions
owed to a Subcontractor across the different projects that Subcontractor is involved in.

Qualifications:

Bachelor’s Degree in Civil Engineering.

Experience:

Minimum 5 years of Experience in related field.

Position Asst. Quantity Surveyor (On-Site) Reports to Quantity Surveyor (On-Site)

Job Summary:
Assist the quantity surveyor in verifying the quantitative measurements taken for the executed
work of Subcontractors and preparing the progress payments or debit notes to Subcontractors.

Duties & Responsibilities

 Verify the quantitative measurements for executed work of Subcontractors at the assigned project.

 Prepare the forms needed to follow up the progress of Subcontractors’ work.

 Ensure that work executed by the Subcontractors is as per established budget and forward results to Head
Office after getting approval of supervisor.

 Check the sufficiency of submitted documents needed to finalize the progress payments of Subcontractors.

 Reconcile the claimed executed work with the contractual documents.

 Prepare the needed summary reports and submit to Senior Quantity Surveyor.

 Coordinate with Subcontractors for issuing of material requests and submitting of missing invoices.

 Prepare the site work orders for verification of any deductions from Subcontractors’ payment.

 Issue the debit notes to be applied monthly on subcontractor’s accounts.

Qualifications:

Bachelor’s Degree in Civil Engineering.

Experience:

Minimum 3 years of Experience in related field.

Skills and Knowledge:

 Fluent in written and spoken English

 High level of proficiency in Arabic is a plus
