ii. All work incidental to the project including any modification to be carried
out in accordance with the conditions and Specifications of this contract
and compiled with the requirements of Jabatan Bekalan Air,
b. The Contractor shall provide at his own risks and expense all such plants, tools,
labour, transport, water light, materials and everything else necessary for the proper
construction of the work as described.
iii. Large scale drawings shall take precedence before small scale drawings.
a. All works shall be carried out only by Jabatan Bekalan Air registered mains-laying
Contractors. The Contractor shall assign an efficient experienced Site Supervision
to this project. He shall co-ordinate the work with the other trades and supervise
the work to the satisfaction of the P.R and Jabatan Bekalan Air.
17.3 DRAWINGS
a. The drawings accompanying this specification together with those noted thereon as
reference drawings, shall form part of the Contract documents. Any item covered
in any one shall be binding, such items does not necessarily have to be duplicated.
a. This Specification has been drawn up with all possible care and (except as
otherwise provided in this Specification) is intended to cover supply of all materials
and the execution of all works necessary to complete the works. In case there are
any details of construction or Drawings or which are usual or essential to the
completion of all works in all trades, the same shall be deemed to be included in the
Contract price named by the Contractor.
a. The Contractor shall be deemed to have read the Tender Table Documents for the
works and have visited the site before tendering and acquainted himself with any
item or contingency liable to affect his tender price. No claims for extra
remuneration or extension of the Contract time on the ground of ignorance of the
working conditions or of his contractual obligations will be entertained.
a. Materials and workmanship throughout the work shall be of their respective kinds
and by "best" shall be understood that no superior class of specified materials or
workmanship is available in Malaysia.
b. Unless otherwise specified all materials and workmanship shall comply with
Malaysian Standards and Codes of Practice where applicable and unless these are
not available British Standards and Codes of Practice shall apply. The Contractor
shall as far as possible deploy labour, materials and plant available in this country in
the execution and completion of the work under this Contract.
a. The Contractor shall place orders for specified materials at the earliest possible date
after the acceptance of his tender.
b. If the Contractor's failure to supply any material causes any interruption or delay in
the progress of the work, the Employer may supply any portion or all of the
materials and the cost borne by the Contractor shall be either as calculated at the
current market rate or the actual cost to the Employer at the date of supply,
including overheads and any other charges whichever is the greater.
c. Any cost incurred under the preceding paragraphs shall be deducted from the
Contract Sum by means of a Variation Order and no claim for loss of profit under
the conditions of this contract shall be deemed to have arisen. No action taken
under these clauses shall in any way affect or modify the right of the Employer to
claim for damages in the event of the Contractor's failure to complete the work by
the agreed date.
17.9 SAMPLES
a. The P.R shall be at liberty to call for submission of samples of materials or the
execution of samples of workmanship for approval, and for further samples as are
required until the samples submitted or executed are, in his opinion, in accordance
with this Specification.
a. The Contractor shall submit with his tender a preliminary programme outlining his
method of working, expected times of completion for the various parts of the work,
details of any temporary structures he proposes to use and a schedule of plants and
equipments (see Schedule of Plants & Equipment).
b. As soon as possible after the acceptance of his tender, the Contractor shall if
required submit to the P.R for his approval a detailed programme showing the
method of working, full details of any temporary structures and expected dates for
completion of the various parts of the work.
c. Alternatively, the Contractor and the P.R may jointly work out an agreed
programme. Such approval by the P.R shall not relieve the Contractor from any
liabilities, duties or responsibilities under the contract.
d. Once a programme have been approved or agreed, the Contractor shall make every
effort not to let the work fall behind schedule.
a. The Contractor shall provide all necessary superintendence during the execution of
the works and as long thereafter as the P.R may consider necessary for the proper
fulfilling of the Contractor's obligations under the contract.
b. The Contractor shall appoint a Site Agent who must be having sufficient relevant
experience and he shall be approved by the P.R in writing (whose approval may at
any time be withdrawn). He shall have an aptitude for organising and controlling
men, be able to think quickly and decisively and deal courteously and tactfully with
other members of the construction team. He shall be constantly on the works and
shall devote whole of his time to the Superintendence of the same. If such approval
is withdrawn by the P.R, the Contractor shall as soon as is practicable after
receiving written notice of such withdrawal shall remove the agent from the site and
shall not employ him again on the site in any capacity. Another site agent approved
by the P.R shall replace him to take over his duties.
a. The Contractor shall submit to the P.R for his approval 2 copies of all working or
shop drawings including all such drawings made by the sub-contractors of steel
work, iron work, reinforced concrete, Mechanical and Electrical Services, Special
Equipment and fittings and any other articles and things to be supplied in
connection with the contract.
b. Should subsequent to the drawings being approved by the P.R, they be found not to
comply with the terms and conditions of the Contract Documents or that the details
do not agree such modifications and additions as may be deemed necessary by the
P.R shall be made by the Contractor and the work shall be carried out accordingly
without entailing extra payment to the Contractor on account thereof.
c. Should the P.R require further copies of drawings submitted by the Contractor,
these shall be supplied at the Contractor's expense.
a. Before the works or any part thereof are commenced, the Contractor shall verify the
dimensions and levels shown on the drawings and shall notify the P.R's
representative of any discrepancy which may effect the dimensions or levels of any
part of the works. Such notifications by the Contractor shall be given in sufficient
time to allow the P.R to prepare drawings or schedules showing his amended
requirements.
b. Site datum levels shall be taken from the nearest survey Department Datum
benchmarks. Where this is not possible a datum shall be agreed upon between the
Contractor and the P.R before works commence on site.
c. All temporary benchmarks and reference markers on the site shall be checked by
the Contractor at his own expense and agreed upon by the P.R.
d. The Contractor shall in particular verify the levels of the existing ground surface
and also areas where earthworks are to be performed and the locations and bed

levels of watercourses. These may differ from the locations and levels shown on
the drawings depending on the extent of erosion of the banks and beds which has
taken place during the interval between survey and construction.
e. The levels and dimension taken by the Contractor and agreed by the P.R's
representative shall form the basis of measurements for the P.R's certificates.
Failing such verifications and agreements the dimensions and levels shown on
drawings or as otherwise determined by the P.R shall be final and binding on the
Contractor.
a. The Contractor shall be responsible for the true and proper setting out of the works
and for the correctness of the position, level, dimensions and alignment of all parts
of the works as stipulated in the condition of contract.
b. The Contractor shall give the P.R's representative not less than 24 hours notice of
his intention to set out or give levels for any part of the works in order that
arrangement may be made for checking.
c. The Contractor shall provide for the sole use of the P.R's representative and his staff
such instrument, equipment and chainmen as the Employer's representative may
require to enable him to check accuracy of the Contractor's setting out. The
chainmen shall be selected for their intelligence and knowledge of the English
Language and as far as possible the same men shall be provided throughout the
contract period.
d. The instruments and equipments to be provided are listed in the Schedule of Survey
Instruments & Equipment.
e. The Contractor shall be responsible throughout the contract period for all such
instruments and equipments are at all times in good repair and adjustment. All
instruments and equipment shall remain the property of the Contractor on
completion of the works.
f. All instruments and equipments shall be of types or makes approved by the P.R.
The Contractor shall have in readiness near the P.R's site office, pegs, poles,
stringlines, paints, site rails, spirit level and other tools necessary for the purpose of
setting out and measurements.
g. Payment for complying with the requirements of this clause shall be deemed to be
included in the tendered rates and prices.
a. The Contractor shall provide and maintain as long as required temporary road
deviations, access roads, culverts, bridges, etc., as required to facilitate the transport
of materials and for the smooth construction of the works.
d. On completion, of the whole work and as directed by the P.R such temporary
culverts, bridges, etc., that may have been constructed shall be removed by the
Contractor and he shall make good any work disturbed during their removal.
e. All cost involved in complying with the requirements of this clause shall be deemed
to be included in the Tender Price.
a. Where public services such as underground cables and pipes and overhead lines
exist along or across or adjacent to the formation the Contractor shall notify the P.R
immediately and shall obtain from the P.R detailed instructions in regards to the re-
siting of such services before the execution of the work. Any damages that may
occur to such services due to negligence on the part of the Contractor or his
employees, or improper execution of the instructions of the P.R shall be
responsibility of the Contractor, who shall pay all cost for making such damages.
The Contractor shall indemnify the Employer against all claims arising out of such
damage.
b. Should the Contractor require additional land, outside the site for his workyards,
workshops, stores, offices, temporary haul roads or any other temporary structures
he shall make his own arrangements to acquire or rent so much as he may need
subject to the approval by the P.R.
c. The Contractor shall cause as little inconvenience to the general public as possible
in the execution of the work, and shall execute the work in such manner as to cause
the minimum disruption of access to properties adjacent to road formation.
a. The Contractor shall not cover up, cast over, backfill or otherwise put out of view
any work without the permission of the P.R and where directed by the P.R he shall
take finished levels of the work and record. These drawings to be signed as agreed
by the Contractor and the P.R.
b. The Contractor shall give due notice to the P.R whenever such work or foundation
are ready for examination and the P.R shall attend without unreasonable delay for
the purpose of examining and measuring unless he considers it unnecessary and
advice the Contractor accordingly.
c. The Contractor shall uncover or make openings in any part of the work as and when
directed by the P.R for the purpose of examination and shall reinstate and make
good those parts to the satisfaction of the P.R.
d. Should the work be found to be defective or if works have been covered up not in
compliance with the specification, then the cost of uncovering, opening, making
good and reinstating shall be borne by the Contractor.
a. The Contractor shall provide at his own cost all things necessary for the proper
protection and storage of materials to be used in the works and shall comply with
manufacturers instructions and such directions as may be given by the P.R in this
respect.
b. The Contractor shall also at his own cost provide all things necessary for the proper
protection of completed works and works in progress and shall comply with such
directions as may be given by the P.R in this respect.
a. The Contractor shall provide at his own water, lighting and electric power as may
be required for use during the construction of the works and shall pay all
installation costs, fees and charges and comply with all safety regulations and
statutes in connection therewith.
b. Provide and maintain temporary water storage together with any distribution piping
which may be necessary and subsequently remove all installations to the approval
of the P.R.
a. The Contractor shall cause as little inconvenience to the general public as possible
in the execution of the work, and shall execute the work in such a manner as to
cause the minimum disruption of access to adjoining properties.
b. The Contractor shall be responsible for any damage caused by his contruction
traffic to any existing roads or culverts from whatsover caused arising and shall
repair and reinstate same to their original condition to the satisfaction of the P.R and
in addition shall keep such roads clear of slurry, boulders and loose earth resulting
from the works.
c. Should the Contractor not maintain, repair or reinstate the affected roads, the cost of
such maintenance and restoration shall be deducted from any monies due or to
become due to the Contractor under this Contract.
d. The Contractor shall arrange for the conveyance of materials, plant, etc., so as to
cause minimum damages to existing roads and culverts. The Contractor shall be
responsible for any damage caused by his lorries or workmen to any existing roads,
culverts, etc., from whatsoever cause arising and shall maintain repair and reinstate
same to their original condition to the satisfaction of the P.R or alternatively shall
bear the cost of such money or to become due to the Contractor under this Contract.
a. The Contractor shall comply with all local and national regulations and safety codes
for roadworks and shall phase the work in a manner acceptable to the P.R and as
agreed by him.
b. When the operation of a single-way traffic becomes necessary for any particular
length of the road on the site and when such operations has been approved by the
P.R, the Contractor shall maintain a through traffic lane of not less than 4 metres
wide. An electrically operated signal for traffic control at each end shall be
provided, and such traffic signals shall be of the automatic operation
type, with provisions for change over to manual operations when required.
Manually operated "Stop/Go" signs shall only be used when the P.R is satisfied that
the situations permit such an alternative and that he is fully satisfied that it will be
efficiently operated. Such manually operated "Stop/Go" signs must be of the type
and design approved by the P.R.
c. At least fourteen (14) days advance notice in writing must be given to the P.R of the
Contractor's proposal of any one-way traffic system or any temporary road
diversions.
d. The cost of such sings, signals and lighting and all attendant costs such as
installation, maintenance and all labour charges shall be deemed to have been
included in the contract sum.
a. The Contractor shall provide erect and maintain on the site at such points on the
approaches to the construction and excavations, traffic signs, signals barricades,
warning lanterns and flagmen and anything else necessary for the proper and safe
direction and control of the traffic. All signs, barricades and other control devices
required for use at night shall be of the reflectorised type or adequately illuminated
at night shall be kept clean legible at all times. The design, material and
construction of all such traffic control devices and warning signs shall be in
accordance with the drawings and this specification and in the absence of such,
shall be approved by the P.R.
b. The Contractor shall position, cover or remove these as may be directed by the P.R.
All damaged signs and traffic control devices shall be replaced immediately.
c. The cost of such traffic signs, signals, and lights and all attendant cost such as
installation, maintenance and labour charges shall be deemed to have been included
in the tender sum.
a. The Contractor shall keep the works clear of water at all times during construction.
The Contractors shall construct temporary drains, bunds, etc., as directed by the P.R
to exclude water from the works when construction is in progress. All such
temporary works shall be removed when the works are completed.
b. All costs incurred by the Contractor in compliance with the requirements of this
clause shall be deemed to be included in the Contract Rates for excavation.
c. Notwithstanding any approval by the P.R of the arrangements made for the
exclusion of water, the Contractor shall be responsible for the sufficiency thereof
and shall be liable for keeping the works safe during all floods and for making good
at his own expenses any damage to the works that may be attributed to floods, of
additional costs of any kind that may result from floods shall be at the Contractor's
own risk. Flood shall not be an "expected risk" under the Conditions of Contract.
d. Cost incurred by the Contractor in complying with the requirements of this clause
shall be deemed to be included in the Contract Rates for excavation.
a. The Contractor shall provide such temporary drains and ditches and carry out his
works in such a manner so as to prevent areas of stagnant water remaining. Any
existing areas of stagnant water should be drained before backfilling can be
proceeded.
a. The Contractor shall make provision for the discharge or disposal from the Works
and Temporary works of all water and waste products whatsoever arising and the
methods of disposal shall be to the satisfaction of the P.R and of any authority or
person having an interest in any land or watercourse over in which water and waste
products may be so discharged. The requirements of this clause shall not limit any
of the Contractor's obligations or liabilities.
a. All drains, streams, culverts, etc., must be kept clear of mud, silt, stones, debris and
similar which may be deposited in them as a result of erosion caused by rain or
from any other causes. Any damage, caused by the overflowing of blocked
drainage due, in the opinion of the P.R, to the Contractor's works, whether the
damage done is inside or outside the site, shall be made good by the Contractor at
his own expense.
b. A regular inspection must be maintained by the Contractor of all drains and culverts
to ensure that they are not obstructed due to materials or debris from the work site.
c. Any such materials found deposited must be removed by the Contractor who shall
carry out all remedial works at his own expense. Any claim arising therefrom shall
be the responsibility of the Contractor at no cost to the Employer.
a. Whenever applicable under this Contract, the Contractor shall allow for general
attendance upon nominated sub-contractors and plant Contractors, including
unloading or assisting in unloading or assisting in unloading, getting in, storing and
eventually getting out and hoisting their materials and plant, etc. in position,
providing free use of water, lighting and power, plant, scaffolding, storage space
and lock-up accommodation for plant materials, etc., covering up and protecting
their work, and providing all necessary, usual and reasonable facilities for their
operation. The Contractor shall ascertain from each nominated sub-contractor and
Plant Contractor all particulars relating to his work with regard to the order of its
execution and the position in which chases, holes, mortices and similar items will
be required before the work is put in hand, or shall allow for the building into the
work of specials, pipes, etc., if they are already available in site, as no claim will be
allowed for extra cost of cutting away work already executed in consequence of any
neglect by the Contractor to ascertain these particulars before hand.
b. The event of any specialist firm or firms being nominated by the Employer and
employed by the Contractor under the terms of this Contract the Contractor shall
take full responsibility for any damage or delay which may be occasioned by them
and shall hold the Employer exempt from the consequences of anything that may
eventuate in onnection with their employment.
c. The Contractor shall at all times attend upon other tradesman and make good any of
this work which may become disturbed or damaged during the installation of other
trades and leave it in perfect condition to the satisfaction of the P.R.
a. Wherever P.R's approval is given to any portion or stage of the Works before the
succeeding portion or stage of the Works is allowed to be carried out, such approval
shall not absolve the Contractor from his liability to make good any defects which
may be discovered or occur subsequently during the construction of the Works or
during the Defects Liability Period of the Contract.
a. The P.R and or his representative shall have full power and authority to inspect the
works at any time wherever in progress either on the site, at the Contractor's
premises, or at the premises whenever situate of any person, firm or corporation
where work in connection with the Contract may be in hand or when materials are
being or are to be supplied and the Contractor shall afford or procure for the P.R
and/or his representative every facility and assistance to carry out such inspection.
c. Any clauses in this Specification which relate to work and materials not required by
the Works shall be deemed not to apply.
17.32 PHOTOGRAPHS
b. One set of the photograph shall comprise of 10 prints of different location of works
within the site. The Contractor shall provide one set of the monthly progress
photograph when directed by the P.R and the cost of all progress photograph shall
be deemed to have been included in the tender sum. A suitable typed caption shall
be affixed to the reverse of each photograph describing the subject and date taken.
One copy of each photograph shall be signed by the Contractor and the P.R.
a. The Contractor is to provide at all times the progress of works and the defects
liability period, proper means of access with ladders, gangway, etc., and the
necessary attendance to move and adapt as directed for the inspection or
measurement of the works by the P.R or his representative.
a. The Contractor shall survey and set-out the actual route and indicate in the
working/shop drawings the actual lengths, elevation, depth etc for Engineers
approval.
b. The positions and details of the pipe supports and brackets shall be so indicated in
the working/shop drawings for approval.
c. The working/shop drawings shall indicate clearly the shop fabricated pipe spools
and those that are field fabricated.
a. Before commencing any excavation for the purpose of carrying out work under this
Contract, the Contractor is to inspect the site to consider any circumstances which
may indicate the presence of underground cables, water or other service pipes at or
in the vicinity of such excavations. He is also to determine from the relevant public
authority information about their services which may be within the site and which
may be interfered with by his working. The Contractor shall be entirely responsible
for damage to public services. Thereafter the Contractor shall carry out excavation
in such manner. The Contractor shall open trial holes ahead of his excavations to
expose existing services. The cost for the trial holes are deemed to be included in
his rates for excavation.
a. The Contractor shall determine and obtain all necessary permits from the authorities
concerned for the execution and completion of the Works and shall ensure
compliance with any laws or by-laws affecting trades or other aspect of the Works.
Any charges in these connections shall be included in the tendered price.
a. The Contractor at shall all times take care not to destroy, damage or interrupt any
services walkways, roads, crossings or path and shall at the completion of the
Contract at such other time, during the course of the Contract as may be ordered by
the P.R, reinstate thoroughly any damage he has made to the satisfaction of the
authorities concerned.
17.38 COMPLETION
a. On completion of the Works the Contractors shall clear away and remove from the
site all construction plant, surplus materials, rubbish and temporary works of every
kind and leave the whole of the site and works clean in a workman like condition to
the satisfaction of the P.R. No rubbish may be buried on the site.
a. One set of drawings furnished to the Contractor shall be kept on the site and all
changes or alterations to the work or all deviations from the Engineer's drawings
shall be drawn in on this set prints by the Contractor as the changes are made. At
the conclusion of the work and before final acceptance, the Contractor shall supply
two sets of "As Built" drawings, properly coloured to the P.R. The as-built
drawings shall form the basis of measurement and payment to the Contractor and
also to meet the requirements of Jabatan Bekalan Air.
17.40 NO DEVIATIONS
a. No deviations are to be made by the Contractor from the drawings and specification
without written authority from the P.R, and should any part of the work be altered
with that authority, or should any of the work be executed in any unsatisfactory
manner, the same will have to be taken down and reconstructed at the expenses of
the Contractor.

17.41 EXCAVATION
17.41.1 General
a. All excavations shall be carried out in regular stages to the required levels to obtain
a minimum cover of 900mm over the pipes, subject only to such modifications as
the P.R may order. The lengths and widths of all excavation shall be sufficient to
provide for the necessary working space, but the excavation shall be taken out as
nearly as possible to exact dimensions and shape so that the minimum of filling in
will afterwards be necessary.
b. The Contractor shall be solely responsible for the stability of his excavations, and
for the protection of any structure likely to suffer from damage due to subsidence
resulting from the work undertaken in this Contract. He shall, without extra
payments, provide all timbering, underpinning and shoring necessary to ensure the
stability of the excavation and to protect property near the site of the work.
c. The Contractor shall, at his own expense, construct temporary drains to prevent the
entry of surface water, excavate and maintain all drains and slumps, and provide
and operate all pumps necessary to collect and remove all water that enters the
excavation.
a. Pipe trenches shall be excavated to accommodate the pipes in the following manner
:-
b. Not more than 90m of trench shall be opened up ahead of the pipe laying operation.
c. The width of the trench shall be not less than 300m wider than the overall diameter
of the joint of the pipes to be laid in the trench.
d. The trench shall be excavated to the depths required as specified and shall be
finished accurately to level and grade.
e. Should the ground be so wet that in the P.R's opinion it does not form a firm base
for the pipe, the trench shall be excavated 225mm below the normal depth and
filled with selected earth well rammed. This extra excavation shall be paid for in
accordance with the rate in the Schedule of Rates.
f. The sides of the trench shall be cut vertical and where necessary shall be protected
against caving in by timbering to the satisfaction of the P.R.
g. Where no invert levels are shown, the bottom of the trench shall be graded so that
the pipe invert slopes evenly between the adjacent invert levels.
h. The centre line of the trench shall follow accurately the centre line of the finished
pipe line. Where bends are made by deflecting pipe joints, the trench shall be
widened to permit this operation.
EXCAVATION (Con’t)
i. Where the pipe trench cuts the metaled surface of a road, the backfilling shall be
carried out with sand well rammed. The Contractor will not be called upon to
remetal the road surface but he shall replace any blocks or metaling removed while

excavating the trench in the proper sequence and shall leave the backfilling level
with the adjoining road surface and shall maintain its levels for a period of two
weeks.
j. Where the pipes track crosses a paved surface, materials forming the pavement
shall be carefully removed and stacked in separate heaps. On completion of
backfilling, materials shall be replaced to form a temporary surface to the
satisfaction of the P.R.
a. Excavation for thrust blocks, pipe piers, valve chambers and other ancillary works
shall be taken down to the levels shown in the Drawings, or to such other levels as
may be ordered by the P.R as extras or omissions under the terms of the Contract.
Any excavation made in error below the levels so defined shall be made good at the
Contractor's expense with Grade 15 concrete.
b. No concrete shall be placed in the excavation without the prior approval of the P.R.
a. Rock shall be defined as any material which by reason of its hardness cannot be
broken with a pickax or excavating machine buckets.
b. Where rock is encountered in the excavation its removal shall be treated as an extra
and paid for at the rates entered in the Schedule of Rates provided that loose
boulder or loose fragments of rock less than 6 cubic meter in volume shall not be
treated as rock for the purpose of extra payment. The volume of rock excavated
shall be taken as its volume insitu before it is broken up.
c. Where rock is encountered at the bottom of the pipe trench the P.R may at his
discretion direct the trench to be deepened to a depth of 225mm below the invert
level. The additional excavation shall then be made good with good selected earth
well rammed and consolidated to bring the finished trench bottom to the correct
level. Such additional excavation and making good will be treated as extras and
paid for in accordance with the rate in the Schedule of Rates.
a. Backfilling of the pipe trenches shall follow the installation and testing of the pipes
as closely as possible. Before pipe testing, only sufficient backfilling of the
trenches to prevent "snaking" of the pipes and maintain the pipes in position will be
permitted. But all joints shall be left exposed to provide easy inspection for
leakage.
b. Greatest care shall be taken during backfilling operations to ensure a good bed for
the pipe by tamping selected materials to at least 300mm above the top of the pipe
and thorough compaction of backfill.
c. The selected materials shall be good earth free from stones or other hard materials
and at about optimum moisture content. The initial backfill of selected material
shall be carefully spread along the trench bottom between the pipes and the walls to
a depth of about 100mm and shall be hand-rammed so that the pipe is firmly
bedded along the whole of its length. The second layer of the same material shall

then be spread and tampered in the same manner as the first layer. When the pipes
have thus firmly bedded the selected material shall be spread in 100mm layers and
hand rammed until the backfill is 300mm above the top of the pipe.
17.41.6 Backfilling
a. The material for the remainder of the trench need not be as carefully selected as the
initial filling material, but it shall be reasonably free from stones and hard materials,
and shall not be too wet or too dry. It shall be placed in 300mm layers, and
thoroughly compacted. Approved mechanical rammers shall be used after the
filling has reached the height of 750mm above the top of the pipes. Backfilling
shall be finished off slightly proud of the surrounding ground to allow for
settlement.
b. Where the pipe trench cuts the metal surface of a road, the backfilling shall be
carried out with sand well rammed and finished proud of the road surface. The
Contractor shall top up the level of the fill as compaction due to traffic loads take
place and maintain the fill used for as a period of at least two weeks before re-
metaling of the surface is carried out.
c. All timber used for positioning and leveling of pipes shall be removed before any
backfilling takes place.
d. Backfilling of trenches shall not commence until complete pipelines are tested and
approved by the P.R. The leakage test shall be witness by representative of Jabatan
Bekalan Air.
a. Backfilling in foundation and around anchor blocks shall be deposited in layers not
more than 225mm deep and shall be thoroughly rammed and consolidated.
b. The Contractor shall make good any settlement which occurs during the defects
liability period of contract.
a. Before any excavation is backfilled, the Contractor or his representative and the P.R
or his representative shall make a joint inspection and compile a record of the
number of pipes, specials, fittings, valves and joints which will be buried under the
backfill. All such records shall be signed by both parties and shall be binding.
b. The Contractor shall also compile and supply four sets of record drawings (two sets
to the Jabatan Bekalan Air and two sets to the Consulting Engineer) showing
variations from contract drawings and all pertinent details of the exact positions of
valves, fittings and connections and other details necessary for operation and
maintenance of the piping system. These drawings shall be to the satisfaction of the
P.R and the approval of the Jabatan Bekalan Air as to the form and detail.
a. Where the pipe trench is in a side-table, turf shall first be carefully removed and
stacked and watered as necessary.
b. Top soil shall be carefully stacked and both turf and top soil shall return to the
trench after backfilling in such a manner as to provide a smooth side table to the
satisfaction of the P.R.

c. The contractor shall water and maintain the turf in good condition until it has
established itself or for a period of three months from the date of completion of the
turfing whichever is the earlier.

Water reticulation Specification
a. The Contractor shall water, maintain and cart away any surplus earth resulting from
trench excavation.
b. However, sufficient material shall be retained at site to fill over any settlement after
a period of one month from the date of filling over.
a. Precast concrete pits for sluice valves, fire hydrants and air valves on asbestos
cement pipelines shall be constructed to details as shown in the Drawings. The
lines of the pipes and valves shall be centrally placed in the chambers unless
otherwise directed by the P.R. The chambers shall be covered with M.S. checker
plates of 10mm thick stiffened with two 25mm x 6mm flat bar on the underside as
shown on the Drawings.
a. Where required P.C. concrete marker posts with suitable lettering shall be provided
and fixed.
17.44.1 General
a. All pipes, specials, fittings, joints and jointing materials required for use in this
Contract shall be supplied by the Contractor.
a. Asbestos cement pipes shall be Class "C" as specified and conform with B.S.
486:1973. The pipes shall have the manufacturers identity and class of pipe marked
on each and every pipe. Pipes which are marked Jabatan Kerja Raya shall not be
used in the works.
a. Mild steel pipes shall conform with B.S. 534:1966. The pipe ends shall be made to
suit Asbestos Cement Pipes to B.S. 486:1973. The pipes shall be internally lined
with cement concrete and externally wrapped with fibreglass reinforced asbestos
felt. The thickness of steel plates of 350mm diameter shall be 6mm. These pipes
shall be obtained from approved source. Above ground pipes shall be painted with
approved protective coating.
a. Cast Iron Pipes shall be Class "C" type and shall strictly comply with B.S. 78 : Part
1 : 1961 for Vertically Cast Pipes or B.S. 1211 : 1958 for Spun Iron Pipes. These
shall be obtained from an approved source.
a. Cast Iron Specials shall be manufactured to B.S. 78 : Part 2 : 1965 or B.S. 2035 :
1966. Flanges shall be machined and drilled to B.S. 10 : 1962 Table "D" and "E".
All specials shall be works pressure tested to 1200 KN/m2 for Class "B" fittings.
a. The pipe couplings for the asbestos Cement Pipes shall be of Cast Iron Bolted
Gland Type with suitable rubber rings and shall be suitable for Asbestos Cement
Pipes to B.S. 486 : 1973. The joints shall be similar in all aspect to those used by
the Jabatan Bekalan Air and be obtained from and approved source.
a. Sluice Valves shall be clockwise closing and shall conform with B.S. 1218 : 1946.
They shall be close end tested to 183m of water. The sluice valves shall have Cast
Iron Body with gun-metal rings, bronze spindle, gunmetal ring faced-cast iron
wedges, wedge rings, inside non rising screw and cast iron cap for use with a key
and without handwheels.
a. The air valves shall be of the 25mm single ball orifice type or 75mm double ball
orifice type with isolating valve to suit. The air valves shall of a type approved by
Jabatan Bekalan Air. All valves shall be suitable for a maximum working pressure
of 61m and works tested to 122m.
a. The pipe saddles where required shall be cast iron with a bronze 25mm B.S.P.T.
female screwed opening suitable for installing air valves as described above on the
asbestos cement pipes of various sizes as shown on the drawings. All necessary
straps, bolts, nuts and packing shall also be provided. A 450mm long tube of
25mm or 50mm diameter and socket with screwed ends shall be provided to
connect the air valves and pipe saddles or pipe flanges.
a. Fire Hydrants shall strictly comply with B.S. 750 : 1964 with the exception of
paragrapj (7). They shall be of the screw-down type with Captive Valves and
Gunmetal Outlets and shall be "Ves" threaded B.S. 336 : 1965 and approved by
Jabatan Bekalan Air. Pillar type double outlet fire hydrants approved by Jabatan
Bekalan Air and Fire Authorities shall be installed where specifically required by
the Fire Authorities. Isolating valves shall be provided as required.
a. The Contractor shall transport all the pipes, specials, fittings, valves joints and
jointing materials to the point(s) where they are laid. Pipes shall be carefully
secured against movements while on lorries which shall be specially fitted to ensure
this condition to the satisfaction of the P.R. Pipes shall be kept under control while
being loaded and unloaded by the use of ropes and skids. On no account shall pipes
be dropped from any height or subject to shock. If damages is cause to a pipe, it
shall be plainly marked and set aside for cutting to a shorter length.
a. The pipeline shall be laid along one side of the road under the side table or in such
other position as may be decided by the P.R. The exact positions and the number of
air valves scours and other branch off-take connections shall be determined on site
by the Engineer.
a. All pipes, specials, fittings, valves etc. before being lowered into the trench, shall be
carefully inspected to discover any damage which may have been received during
loading, transit and unloading. No damaged articles shall be covered and laid.
a. No pipe shall be laid until pipe trench has been inspected and approved by the P.R
or his representative on the site. The trench shall be kept sufficiently dry for
making joints.
b. The pipe shall be laid true to alignment and gradient. The top of the pipe to be laid
underground shall be not less than 900mm beloe the finished surface level of the
site table except where otherwise instructed by the P.R. The depth of the pipe
below the finished road surface shall be not less than 1200mm where the pipe lines
across the road.
c. The pipes shall be gently lowered into the trench and laid on a leveled bed by use of
rope slings. Pipes shall be laid true to invert, straight lines and falls, each pipe
being separately boned between sight-rails. Before jointing, pipes shall be first
brushed through to remove earth or other matter in the interior of the pipe and
inspection shall be made to ensure that the pipe beds evenly throughout their whole
length.
d. To prevent rain water from washing earth and other foreign matter into the main,
the Contractor shall provide and use suitable stops for effectively closing the open
ends of the main at all times, moving such stops forward as the work of laying and
jointing progresses.
e. Thrust blocks as specified shall be provided for all bends of more than 11 3/4 or as
ordered by the P.R.
f. After the joints have been completed satisfactorily the pipe trench between the joint
pits shall be backfilled only sufficiently to prevent snaking of the pipes and
prepared for testing.
g. The joint pits themselves shall not be backfilled until the requirements of the
hydrostatic tests have been satisfied.
a. Asbestos cement joint consists of an asbestos cement collar with two circular
grooves on its internal surface for fitting of two rubber rings. Generally, the
jointing procedure shall be as follows :-
i. Clean the joint and check pipe and paying particular attention to the
grooves.
ii. Fit two rubber rings into the grooves ensuring that they are placed
correctly according to the manufacturer's instruction (Note: The rubber
rings whilst in storage, should be kept in a protected area, well away from
any sunlight)
Jointing Pipes
iii. Lubricate the pipe end and joint rubber rings by applying either by hand or
with a small brush, a soft soap solution of the approved type.
iv. Push the joint onto the pipe in the manner instructed by the manufacturer,
using a level with wooden cross-piece or by hand in the case of small
pipes up to 200mm diameter.
v. Lubricate the pipe end of the second pipe with approved soft soaps
solution and place it in position into the joint.
vi. Push the second pipe home into the joint in the manner instructed by the
manufacturer, using a level with a wooden cross-piece or by hand in the
case of small pipes up to 200mm diameter.
vii. Joint retaining folk or clamp shall be used to prevent a fresh joint from
moving along the pipe when the next pipe is being pushed into the joint.
This will ensure that the joint is correctly positioned, thereby guaranteeing
the recommended gap of 10mm between pipe ends.
b. Cast iron detachable joint consists of a cast iron centre collar, two cast iron flanges,
and two rubber rings, the whole being bolted together with a number of specially
treated bolts. The jointing procedure shall be as follows :
ii. Place one flange over each pipe end. Place a rubber ring in position on
each pipe and so that the distance from the end of the pipe of the rubber
ring is slightly less than half the width of the centre collar. The ring shall
be rolled to and fro to remove twists.
iii. Roll one rubber ring away from pipe and place centre collar over the end
of this pipe.
iv. Bring pipe ends together leaving a gap of approximately 6mm between
them.
v. Slide centre collar against the rubber ring, which has remained in its
original position, then roll the other ring up to the collar.
vi. Bring the flanges against the rubber rings, insert bolts and tighthen evenly.
c. These joints shall be used for jointing between two asbestos cement pipes or
between asbestos cement pipe and a steel pipe or C.I. Special.
a. When a section of pipe line of about 1,000 feet has been laid, it shall be prepared
for testing by sealing the open ends temporarily with caps. For this purpose the
Contractor shall prepare "test-end" units consisting of short lengths of pipe
permanently fitted with caps. These "test-end" units shall be jointed to the ends of
the section of pipe to be tested with standard detachable joints which can be easily
removed when the test have been completed, thus enabling the "test-end" units to be
repeatedly used. Each "test-end" shall be fitted with two numbers valved tapings;
one serves as inlet of water and the other for air release and also for fixing pressure
gauge. The Contractor shall provide pressure gauges, of not less than 1500mm dial,
tested to the satisfaction of the P.R.
b. The ends of the section of the pipe under test shall be braced to withstand the end
thrust which develops from water pressure; temporary thrust blocks shall be
provided by the Contractor for this purpose.
c. The thrust blocks specified for the pipe line shall be permanently constructed in
place and the concrete properly cured before the test are made. No temporary
bracing will be permitted in place of thrust blocks since the purpose of the test
includes the testing of permanent thrust blocks and fittings in addition to pipes.
d. The section of pipe to be tested shall be filled with water of fair quality, free from
sediment, from a source approved by the P.R. The water shall be introduced into
the pipe line through the valve in "test-end" unit at the lower end of the pipe line.
During filling, provision shall be made for air to escape from all high spots in the
pipe line and from the valve in the upper "test-end" unit. If the pipe line is on a
level grade, it may be necessary to drill the main at several points to ensure the
escape of the air. The vent holes shall be plugged, before the test is applied. If
the main runs up-hill of the section. Otherwise excessive pressure may be
imposed upon the lower part of the pipe line and there will be a risk of damage to
pipes and anchorages designed to withstand the specified test pressure. The test
section shall be completely filled with water for at least 24 to 48 hours/or jointing
materials.
e. Water shall be pumped into the main raising the pressure slowly in increments of
100 KN/m2 with pause of one minute between each increment. Should any
appreciable drop in pressure be noted during one of these pauses the test shall be
stopped until the cause of the pressure drop has been investigated and rectified.
The pipes shall be pressure/strength tested to a pressure of 91m head of water, for
Class "B" pipes and 135m head of water for Class "C" pipes.
f. The pressure/strength test shall be considered to have been passed when the
pressure gauge shows no appreciable reduction from the strength test pressure
during the period of ten minute after full test pressure has been attained.
g. The leakage test shall then follow. The pressure shall be reduced to 61m for Class
"B" pipes and 91m for Class "C" pipes. This pressure shall be maintained as
constant as possible for a period of twenty four hours for every 25mm diameter of
pipe and - every 30m head pressure.
h. Every section of the pipe line shall be tested with all previously tested sections to
which it is connected so that no element of the pipe line is left untested.
i. The leakage and pressure tests shall be done in the presence of the P.R and the
J.K.R. Water Works Department representative.
i. All cast iron gibault joints or flanged steel joints laid overground shall be
painted with two coats of approved bituminous paint.
ii. All cast iron gibault joints or flanged steel joints laid underground shall be
encased in bitumen where directed. The Contractor shall supply approved
moulds and bitumen for this purpose.
a. On the successful completion of the mainslaying works and after testing, the mains
shall be disinfected by the use of chloride of lime solution at a 5% concentration
and allowed to remain in the main for a period of twenty-four hours and scoured.
a. Connection to J.B.A. pipelines shall be carried out by J.B.A. personnel only unless
prior approval in obtained from Jabatan Bekalan Air for carrying our the T-
connection.
a. On completion of the works, and before the P.R, issues the Completion Certificate
in accordance with the Conditions of Contract, the Contractor shall remove all
rubbish temporary sheds, bins, scaffolding etc. and leave the site of the works in a
clean and tidy condition to the satisfaction of the P.R.
a. Contractors shall submit copies of invoices showing the origin or source of the
materials received.
