MINUTES OF THE CONSULTATION MEETING WITH OGM’S CONSULTANTS,

NHA REGION XII, AND LGU MAGPET VIA ZOOM LAST JULY 8, 2020

II. AGENDA:

 Consultation meeting with the LGU of Magpet, consultants of OGM,

NHA Region XII Regional Manager and staff, regarding the
submission of lacking documentary requirements for the project
proposal on the construction of permanent housing for earthquake
affected families in Barangay Bongolanon, Cotabato.

III. HIGHLIGHTS OF THE MEETING:

 The consultation meeting via Zoom was hosted by Atty. Renjie

Bartolo, OGM’s consultant and started at around 10:30 am last July
8, 2020.

 Atty. Bartolo welcomed the attendees of the meeting introduced

himself as consultant from OGM. Engr. Madlos presented the
attendees from the NHA Regional Office and Kidapawan District
Office, followed by Magpet LGU staff as well.

 Atty. Bartolo started the discussion on the legal tenability of the

identified proposed project site. The proposed site is identified
within the Ancestral Domain located in Brgy. Bongolanon and
approved based on en banc resolution.

 The SB Resolution for the time extension on the submission of the

documentary requirements to the Office of the Civil Defense was
also discussed since that the LGU needed ample time for
compliance on the submission of documentary requirements.

 The boundary survey of the portion of the land was also discussed
as well as the topographic survey as to the preparation of the
subdivision scheme to be assisted by the NHA Kidapawan District
Office technical team.

 Certification on the Environmental Compliance Certificate was also

brought up during the meeting and the office required certification
from the LCE that the ECC is already on process.

IV. DISCUSSIONS AND AGREEMENTS:

 It had been discussed that there should be a usufruct agreement

between the National Commission on Indigenous Peoples, land
owner of the CADT and the Magpet LGU for the use of the land as
relocation area.

 The proposed sites should have boundary and topographic surveys

signed and sealed by a licensed geodetic engineer so that the
LGU/NHA can proceed to the preparation of subdivision scheme
and land development details.

 Engr. Daniel A. Uy raised concerns with the amount that might

incur for the boundary survey and discussed that he needed to
address the said concern with Mayor Gonzaga for the budget
approval. It was then suggested that the LGU might consider on
tapping other government agencies like DENR to request for the
boundary survey.

 The LGU also committed to submit the SB resolutions as well as

the certifications for the project the soonest possible time.

 NHA imposed that LGU should fast track the submission of the
lacking documentary requirements especially those needed by the
OCD for the approval of the budget for the said project. Among
those they need to submit the SB Resolution identifying the area as
the relocation site.

 The consultant from the OGM also recommended the LGU of

Magpet needed to submit a letter request for time extension on the
submission of the documentary requirements for the funding
allocation addressed to the OCD supported by a SB resolution
ASAP.

 NHA required a certification that the Environmental Compliance

Certificate is on process.

 Atty. Bartolo instructed NHA personnel to assist LGU on gathering

of lacking documents.

V. ADJOURNMENT

 There were no other matters needed to be discussed the

meeting was adjourned at 12:00 P.M.
