Chapter 7 - : Dangerous Goods in Package

Carriage of Dangerous Goods


Transport of Class 1 (explosive) materials on passenger vessels.
(a) Only the following Class 1 (explosive) materials may be transported as cargo
on passenger vessels:
(1) Division 1.4 (explosive) materials, compatibility group S. (Chapter 2.1)
(2) Explosive articles designed for lifesaving purposes, if the total net explosive mass
(weight) does not exceed 50 kg (110 pounds).
(3) Class 1 (explosive) materials in compatibility groups C, D, and E, if the total
net explosive mass (weight) does not exceed 10 kg (22 pounds) per vessel.
(4) Articles in compatibility group G other than those requiring special stowage, if the
total net explosive mass (weight) does not exceed 10 kg (22 pounds) per vessel.
(5) Articles in compatibility group B, if the total net explosive mass (weight) does not
exceed 5 kg (11 pounds).
(b) Class 1 (explosive) materials which may be carried on passenger vessels are
identified in column (10)They must be stowed in accordance with table below.
a - As for cargo ships, on deck or under deck.
b - As for cargo ships, on deck or under deck, in portable magazines only.
c - Prohibited.
d - As specified by the Associate Administrator, or the competent authority of the
country in which the Class 1 (explosive) materials are loaded on the vessel.
e - In containers or the like, on deck only.

(c) Notwithstanding the provisions of paragraph (a) of this section, a combination of


the substances and articles listed in paragraphs (a)(1) through (a)(5) of this section
may be transported on the same passenger vessel provided the total
net explosive mass (weight) of the combination of Class 1 (explosive) materials
carried does not exceed the smallest quantity specified for any one of the
substances or articles in the combination.

Below are the legal declarations of Shipper and Packer of dangerous


goods.

SHIPPER’S DECLARATION
I hereby declare that the contents of this consignment are fully and
accurately described below by the proper shipping name, and are
classified, packaged, marked and labelled/placarded and are in all
respects in proper condition for transport according to the applicable
international and national governmental regulations.

CONTAINER/VEHICLE PACKING CERTIFICATE


I hereby declare that the goods described above have been
packed/ loaded into the container/vehicle identified above in accordance
with the applicable provisions.

 The term “marking” refers to the identification of the


substance contained in package;

 while “labelling” and “placards” identify the risks and hazards presented by
those substances, placards being larger signs for cargo transport units and
labels being for smaller packaging

Marking & Labeling Requirements of the IMDG Code


Markings and labeling are the subjects of Chapter 5.2 of Volume 1 of the IMDG Code. All
markings and labels must be visible, legible, and durable.

They must be able to withstand three months immersion in the sea if there is any

Basic Markings
Normally packaging holding dangerous goods are marked with:
Proper Shipping Name, Identification Number, Technical Name if
required by Special Provision 274

Additional Markings (Marking เพิมเติม)


These markings include:
The Marine Pollutant Marking if the material is a marine pollutant.
(Exceptions exist for small packages) มลภาวะทางทะเล
 Limited Quantity Mark when the quantity meets the criteria in Column 7a
of the Dangerous Goods List. การกําหนดจํานวนทีบรรจุ
 Orientation Arrows to be placed on two opposite sides of combination

Marking of Cargo Transport Units (CTU)
Generally, the only markings that could appear on the outside of a CTU are:
 UN Number Display if the contents of the CTU consist of one UN Number and the
gross weight of the material exceeds 4000 kg.
 Marine Pollutant Marking if a marine pollutant is present in the CTU.
 The Limited Quantity mark (Reference IMDG 3.4.5.5) if the contents of the unit
consist solely of limited quantities.
All of these markings are to be applied to each side and each end of the unit.
The Marine Pollutant Marking of the 34th Amendment
The current marine pollutant marking, established in the 34th amendment, is pictured
below:

Multimodal Dangerous Goods Form in IMDG Code has a section “Shipping marks”
in box 14.
Box 14 is the field where shipper has to fill in mandatory dangerous goods
description as required by chapter 5.4 of IMDG Code.
Shipping marks means marks or description which can be used to identify the
packages, this can be LOT number, Batch Number, Pallet Number, quantity by weight,
consignee details, origin of goods, manufacturing date other identifications etc.
Shipping marks are more useful when cargo is sent by LCL consolidation for easy
identification.
Shipping marks are different for Loose General Cargo, Groupage Cargo, Full Loads.
Do not confuse shipping marks with marks required by IMDG Code which is to be
displayed on the packages.
Marking in IMDG Code includes display below on packages
1.UN Number
2.Proper Shipping Name (technical name when required)
3.Marine Pollutant mark
4.Limited Quantities mark
5.Excepted Quantities mark
6.Lithium Battery mark

Simpler Shipping Marks – The United Nations Centre for Trade Facilitation and
Electronic Business (UN/CEFACT)
Check the cargo documents
Ensure that before loading any IMDG cargo, the agent or shipper has handed over the Material
Safety Data Sheet, stating:
•The technical name of the cargo carried
•The declaration certificate saying cargo has been packed as per the IMDG code
1. Know the Classification of Dangerous Cargo: The dangerous cargoes are segregated in to
various sub-categories so as to plan the carriage as per the requirements of the cargo. This avoids
mistakes and proper preventive actions that can be taken in case of any incidence or accident.
2. Check the Cargo for Correct Packaging: If the IMDG cargo is loaded in a package, ensure to
check:
Absorbing or cushioning material is used with the package containing liquid cargo, which
must be competent of absorbing the liquid in case of leakage
The package is kept with sufficient ullage if liquid cargo is carried
All cylinders carrying IMDG cargo are pressure tested and certified ok for use
3. Know the Cargo Groups: IMDG cargoes are divided in to three main groups and each
has a specific plan to store, transport and handling in case of accident or spill:
Group 1: Cargo which are extremely dangerous
Group 2: Cargo with moderate danger
Group 3: Cargo with less danger
4. Check the Labels: Check that all the labels on the packages are visible and clearly indicate the
type and characteristics of cargo. Appropriate labels indicating the hazard (Flammable, toxic,
Corrosive etc.) are also pasted over the package. The label must be water resistant such that
even in case of immersion, it should be readable for at least 3 months.
5. Check the Documents of the Cargo: Ensure that before loading any IMDG cargo, the
agent or shipper has handed over:
•The technical name of the cargo carried
•The declaration certificate saying cargo has been packed as per the IMDG code
6. Check When Loading Cargo: While loading the IMDG cargo, following things must
be checked:
•Check the stowage plan and store the package as per the same
•No bunkering is going on or stopped during the time of loading
•The radar is put off, applicable for certain cargoes
•Check the packaging is weather tight
•Ensure there is no damage or leakage found during loading
•Before cargo operation, have a check on port regulation on IMDG cargo
7. Inspect Loading Explosive Cargo: If the IMDG cargo is with explosive label, ensure to check:
•The package is stored over a wooden pallet
•All the electrical fittings in that region are disconnected from the source
•All electrical wirings are sheathed properly
•The cargo is stowed away from accommodation and hot bulkhead
8. Know the Emergency Procedure: It is very important for the OOW to prepare
himself for any kind of accidents while handling such dangerous cargo. The deck
officer must read and understand :
• Emergency procedure for ships carrying IMDG cargo
• MFAG-Medical First Aid Guide for accidents involving IMDG cargo
• Risk associated with cargo by understanding the labels
These are some of the important points that must be considered while handling
dangerous cargoes on board ships. However, special attention must also be given
to the instructions that are provided by the manufacturers and the company
carrying harmful substances is prohibited, except in accordance with the
provisions of the regulations
