OUTSIDE THE SUPPORT OF ANY STATE OR GOVERNMENT.
THEY ARE REFERRED TO BE 'STATELESS' SINCE THEY ARE
CONSIDERED TO BE INDEPENDENT OF ANY STATE,
ALTHOUGH, THEY USUALLY COLLABORATE WITH THE
GOVERNMENT IN IMPLEMENTING PROJECTS
