Tape (CART) in a11 schooIs pursuant to Memora重dum DM-OUHROD-2024-O268 (refer to

EncIosure l) composed of the following:

3. The schooIs and Division O縦ce Sub-Committees on Anti Red Tape shal1 enSure the

proper compliance, mOnitoring, and observance of RA l lO32 and also compliance or

observance to血e 3-7-20 RULE in processing govemment transactions as stipulated in

ARTA Memorandum Circular No. 2020-02 s, 2020 dated 14 February 2O2O (refer to

EncIosure 3).

4. The 3葛7-20 RULE ca11s for the e縦cient delivery of govemment se重vices and the

disposition or action of transactions from the public or chentele based on the following

4.1 THREE (3) WORKING DAYS - IMPLY THAT FOR SIMPLE TRANSACTIONS,
THESE MUST BE IMMEDRATELY ACTED WITHIN THREE (3) DAYS FROM THE DATE OF
FILING OR REQUEST;

4.2 SEVEN (7) WORKING DAYS - IMPLY THAT FOR COMPLEX TRANSACTIONS,

The CART emphasizes the role of govemment agencies and the accountab址ty of

agency heads to reduce bureaucratic red tape and corruption. Based on the Law, the

CART shall be responsible for the implementation of RA llO32, eSPeCia11y the

The functions, duties, and responsibili血es of the DepEd CART are stated in detail in

Additionally, the responsibilities of DepEd CART within the Department are the

fo11owing:

a. coordinate with the ARTA and other stakeholders for RA llO32-related

updates and concems;

b. lead and allocate funding for RA llO32-related programs, Prqjects, and

activities (PPAs) ;

C. enlist awareness and support on RA llO32 through information

dissemination; and

d. provide technical assistance on RA l 1032-related matters・

The DepEd CART sha11 be supported by a Secretariat, lodged at the Bureau ofHuman

Resource and Organizational Development○○rganization Effectiveness Division

(BHROD-OED), Which shall:

a. provide administrative assistance to the DepEd CART, aS needed;

b. manage the communication channels and database of RA l lO32 documents;

and

C. mOnitor the status of compliance with RA l lO32 requirements.
