I. RATIONALE:
The Department of Education issues Deped Order No. 32,s. 2017”Gender-Responsive Basic
Education Policy in line with its Gender and Development mandate as stipulated in the 1987 Philippine
Constitution, Republic Act No. 9710 or the Magna Carta of Women, RA 10533 or the Enhanced Basic
Education Act of 2013 and the Philippines’ International Human Rights Commitments to the Universal
Declaration of Human Rights. Through this policy, Deped commits to integrate the principles of gender
equality, gender equity, gender sensitivity, non-discrimination and human rights, in the provision and
governance of basic education. This is in line with Deped’s mandate to ensure access to quality basic
education for all.

II. PROPOSED ACTIVITIES FOR FY 2024

CAPACITY BUILDING OF TEACHERS AND PARENTS ON COMPREHENSIVE SEXUALITY
EDUCATION

A.5. Activity Rationale:
DepEd is committed to provide and protect the rights of Filipino learners to good education
and improved health and to help Filipino learners complete basic education without the burden of
health concerns. It also recognizes the roles and responsibilities of the school system to give
learners their right to good health by leading the implementation of the comprehensive sexuality
education (CSE).
In order to effectively address the needs of the learners for health and protection through
education, CSE is designed to ensure that the learners are receiving comprehensive and
appropriate information that can advance gender equality and empowerment. CSE has been shown
to increase learners' knowledge, clarify their values and attitudes, and develop the skills to reduce
risks related to poor health outcomes and achieve their full potential.

A.6. Objective:
This two-day capacity building aims to Enable teachers to develop and implement
comprehensive sexuality education that will equip learners’ knowledge, skills, attitudes and
values that will empower them to realize their health, well-being and dignity.

At the end of the orientation, the participants shall be able to:


1. Understand the concepts and principles of comprehensive sexuality education;
2. Develop the skills in planning and implementing comprehensive sexuality education
programs;
3. Explain the primer per key stage level; and
4. Develop skills in monitoring and evaluating CSE programs

A.7. Expected Output:


At the end of the training, the participants are expected develop and implement
comprehensive sexuality education that will equip learners’, knowledge, skills, attitudes and
values that will empower them to realize their health, well-being and dignity.

A.8. Methodology:
The capacity building will use a combination of lecture, workshop, and groupings to ensure
active participation and engagement of participants.

Capacity Building on Child Protection in Education

B.5. Activity Rationale:
The DepEd shall ensure that schools are a safe place for the education of children. The best
interest of the child shall be the paramount consideration in all decisions and actions
involving children. This is a zero-tolerance policy for any act of child abuse, exploitation,
violence, discrimination, bullying and other related offenses.
B.6. Objective:
This one-day capacity building aims to capacitate the participants on the implementation of
Child Protection in Education.
B.7. Expected Output:
This one-day capacity building aims to enhance participants knowledge and skills on the
policy and Guidelines on Protecting Children in School from Abuse, Violence,
Exploitation, Discrimination, Bullying and Other forms of abuse.
B.8. Methodology:
The capacity building will use a combination of lecture, workshop, and groupings to ensure

B.15. Activity Rationale:
In our school, the absence of gender-segregated restrooms has been a longstanding issue.
This situation puts the safety and dignity of our female learners and staff at risk. Girls have
reported feeling uncomfortable and vulnerable when using shared restrooms, especially
during their menstrual cycles. We need to address this problem urgently by constructing
separate, well-maintained restrooms for boys and girls to ensure the safety and comfort of
all.

For learners to become more aware on the elimination of gender bias and stereotype among
the learners.
