‫ﺍﳌﻘﺪﻣﺔ‬
‫ﻣﺆﺳﺴﺔ ﺍﳌﻮﺍﺻﻔﺎﺕ ﻭﺍﳌﻘﺎﻳﻴﺲ ﺍﻷﺭﺩﻧﻴﺔ ﻫﻲ ﺍﳍﻴﺌﺔ ﺍﻟﻮﻃﻨﻴﺔ ﻟﻠﺘﻘﻴﻴﺲ ﰲ ﺍﻷﺭﺩﻥ‪ ،‬ﺣﻴﺚ ﻳﺘﻢ ﺇﻋﺪﺍﺩ ﺍﳌﻮﺍﺻﻔـﺎﺕ ﺍﻟﻘﻴﺎﺳـﻴﺔ‬
‫ﺍﻷﺭﺩﻧﻴﺔ ﻣﻦ ﺧﻼﻝ ﳉﺎﻥ ﻓﻨﻴﺔ‪ .‬ﻭﺗﻜﻮﻥ ﻫﺬﻩ ﺍﻟﻠﺠﺎﻥ ﻋﺎﺩﺓﹰ ﻣﺸﻜﻠﺔﹰ ﻣﻦ ﺃﻋﻀﺎﺀ ﳑﺜﻠﲔ ﻟﻠﺠﻬـﺎﺕ ﺍﻟﺮﺋﻴﺴﻴﺔ ﺍﳌﻌﻨﻴﺔ ﲟﻮﺿﻮﻉ‬
‫ﺍﳌﻮﺍﺻﻔـﺔ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﻷﺭﺩﻧﻴﺔ‪ ،‬ﻭﻳﻜﻮﻥ ﳍﺬﻩ ﺍﳉﻬﺎﺕ ﺍﳊﻖ ﰲ ﺇﺑـﺪﺍﺀ ﺍﻟـﺮﺃﻱ ﻭﺍﳌﻼﺣﻈﺎﺕ ﺣﻮﻝ ﻫﺬﻩ ﺍﳌﻮﺍﺻﻔﺔ ﺍﻟﻘﻴﺎﺳﻴﺔ‬
‫ﺍﻷﺭﺩﻧﻴﺔ‪ ،‬ﻭﺫﻟﻚ ﺃﺛﻨﺎﺀ ﻓﺘﺮﺓ ﺗﻌﻤﻴﻢ ﻣﺸﺮﻭﻉ ﺍﻟﺘﺼﻮﻳﺖ‪ ،‬ﺳﻌﻴﺎﹰ ﳉﻌـﻞ ﺍﳌﻮﺍﺻﻔـﺎﺕ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﻷﺭﺩﻧﻴﺔ ﻣﻮﺍﺋﻤﺔ ﻟﻠﻤﻮﺍﺻﻔﺎﺕ‬

‫ﺗﺘﻢ ﻫﻴﻜﻠﺔ ﻭﺻﻴﺎﻏﺔ ﺍﳌﻮﺍﺻﻔﺎﺕ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﻷﺭﺩﻧﻴﺔ ﻭﻓﻘﺎﹰ ﻟﺪﻟﻴﻞ ﺍﻟﻌﻤﻞ ﺍﻟﻔﻨـﻲ ﳌﺪﻳﺮﻳﺔ ﺍﻟﺘﻘﻴﻴﺲ ‪ ،٢٠٠٥/٢-١‬ﺍﳉـﺰﺀ ‪:٢‬‬

‫ﲣﺘﺺ ﻫﺬﻩ ﺍﳌﻮﺍﺻﻔﺔ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﻷﺭﺩﻧﻴﺔ ﺑﺎﻻﺷﺘﺮﺍﻃﺎﺕ ﺍﻟﻮﺍﺟﺐ ﺗﻮﻓﺮﻫﺎ ﰲ ﺍﻟﻘﻬﻮﺓ ﺳﺮﻳﻌﺔ ﺍﻟﺬﻭﺑﺎﻥ‪.‬‬

‫‪ -٢‬ﺍﳌﺮﺍﺟﻊ ﺍﻟﺘﻘﻴﻴﺴﻴﺔ‬
‫ﺍﻟﻮﺛﺎﺋﻖ ﺍﳌﺮﺟﻌﻴﺔ ﺍﻟﺘﺎﻟﻴﺔ ﻻ ﳝﻜﻦ ﺍﻻﺳﺘﻐﻨﺎﺀ ﻋﻨﻬﺎ ﻟﺘﻄﺒﻴﻖ ﻫﺬﻩ ﺍﻟﻮﺛﻴﻘﺔ‪ .‬ﰲ ﺣﺎﻟﺔ ﺍﻹﺣﺎﻟﺔ ﺍﳌﺆﺭﺧﺔ ﺗﻄﺒﻖ ﺍﻟﻄﺒﻌـﺔ ﺍﳌـﺬﻛﻮﺭﺓ‬
‫ﻓﻘﻂ‪ ،‬ﺃﻣﺎ ﰲ ﺣﺎﻟﺔ ﺍﻹﺣﺎﻟﺔ ﻏﲑ ﺍﳌﺆﺭﺧﺔ ﻓﺘﻄﺒﻖ ﺁﺧﺮ ﻃﺒﻌﺔ ﻣﻦ ﺍﻟﻮﺛﻴﻘﺔ ﺍﳌﺮﺟﻌﻴﺔ ﺍﳌﺬﻛﻮﺭﺓ ﺃﺩﻧﺎﻩ )ﻣﺘﻀﻤﻨﺔ ﺃﻱ ﺗﻌﺪﻳﻼﺕ(‪،‬‬
‫ﻋﻠﻤﺎﹰ ﺑﺄﻥ ﻣﻜﺘﺒﺔ ﻣﺆﺳﺴﺔ ﺍﳌﻮﺍﺻﻔﺎﺕ ﻭﺍﳌﻘﺎﻳﻴﺲ ﲢﺘﻮﻱ ﻋﻠﻰ ﻓﻬﺎﺭﺱ ﻟﻠﻤﻮﺍﺻﻔﺎﺕ ﺍﻟﺴﺎﺭﻳﺔ ﺍﳌﻔﻌﻮﻝ ﰲ ﺍﻟﻮﻗﺖ ﺍﳊﺎﺿﺮ‪.‬‬
‫‪ -‬ﻣﻮﺍﺻﻔﺔ ﻫﻴﺌﺔ ﺍﻟﺪﺳﺘﻮﺭ ﺍﻟﻐﺬﺍﺋﻲ ‪ ،١٩٣‬ﺍﳌﻮﺍﺻﻔﺔ ﺍﻟﻌﺎﻣﺔ ﻟﻠﻤﻠﻮﺛﺎﺕ ﻭﺍﻟﺴﻤﻮﻡ ﰲ ﺍﻷﻏﺬﻳﺔ ﻭﺍﻷﻋﻼﻑ‪.‬‬

‫ﻷﻏﺮﺍﺽ ﻫﺬﻩ ﺍﳌﻮﺍﺻﻔﺔ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﻷﺭﺩﻧﻴﺔ ﺗﺴﺘﺨﺪﻡ ﺍﳌﺼﻄﻠﺤﺎﺕ ﻭﺍﻟﺘﻌﺎﺭﻳﻒ ﺍﻟﻮﺍﺭﺩﺓ ﺃﺩﻧﺎﻩ‪:‬‬

‫‪ -٤‬ﺍﻻﺷﺘﺮﺍﻃﺎﺕ ﺍﻟﻘﻴﺎﺳﻴﺔ‬
‫‪ ١-٤‬ﺍﻻﺷﺘﺮﺍﻃﺎﺕ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﳋﺎﺻﺔ ﺑﺎﻟﻘﻬﻮﺓ ﺍﳋﻀﺮﺍﺀ ﺍﳌﻌﺪ‪‬ﺓ ﻟﻠﺘﺼﻨﻴﻊ‬
‫ﳚﺐ ﺗﻮﻓﺮ ﺍﻻﺷﺘﺮﺍﻃﺎﺕ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﻟﺘﺎﻟﻴﺔ ﰲ ﺍﻟﻘﻬﻮﺓ ﺍﳋﻀﺮﺍﺀ ﺍﳌﻌﺪ‪‬ﺓ ﻟﻠﺘﺼﻨﻴﻊ‪:‬‬
‫‪ ١-١-٤‬ﺃﻥ ﺗﻜﻮﻥ ﺣﺒﻮﺏ ﺍﻟﻘﻬﻮﺓ ﺍﳋﻀﺮﺍﺀ ﺍﳌﺴﺘﺨﺪﻣﺔ ﰲ ﺍﻟﺘﺼﻨﻴﻊ ﺧﺎﻟﻴﺔﹰ ﻣﻦ ﺍﳊﺸﺮﺍﺕ ﺍﳊﻴﺔ ﺑﺄﻃﻮﺍﺭﻫﺎ ﻭﺍﳌﻴﺘﺔ ﺑﺄﺟﺰﺍﺋﻬﺎ‪.‬‬
‫‪ ٢-١-٤‬ﺃﻥ ﺗﻜﻮﻥ ﺣﺒﻮﺏ ﺍﻟﻘﻬﻮﺓ ﺍﳋﻀﺮﺍﺀ ﺍﳌﺴﺘﺨﺪﻣﺔ ﰲ ﺍﻟﺘﺼﻨﻴﻊ ﺧﺎﻟﻴﺔﹰ ﻣﻦ ﺍﻟﻄﺒﻘﺎﺕ ﺍﳋﺎﺭﺟﻴﺔ ﻣﺜﻞ )ﺍﻟﻘﺸﺮﺓ ﺍﳋﺎﺭﺟﻴﺔ‬
‫ﻭﻟﹸﺐ ﲦﺮﺓ ﺍﻟﻘﻬﻮﺓ ﻭﺍﻷﻏﺸﻴﺔ ﺍﳋﺎﺭﺟﻴﺔ ﻭﺍﻟﻐﺸﺎﺀ ﺍﻟﻔﻀﻲ(‪.‬‬
‫‪ ٣-١-٤‬ﻳﺴﻤﺢ ﺑﺄﻥ ﺗﻜﻮﻥ ﺣﺒﻮﺏ ﺍﻟﻘﻬﻮﺓ ﺍﳋﻀﺮﺍﺀ ﺍﳌﺴﺘﺨﺪﻣﺔ ﰲ ﺗﺼﻨﻴﻊ ﺍﻟﻘﻬﻮﺓ ﺳﺮﻳﻌﺔ ﺍﻟﺬﻭﺑﺎﻥ ﺧﺎﺭﺝ ﺣﺪﻭﺩ ﺍﻟﺘﺪﺭﻳﺞ‬
‫ﺍﻟﺘﺠﺎﺭﻱ ﺍﳌﺘﻌﺎﺭﻑ ﻋﻠﻴﻪ‪ ،‬ﻭﺗﻌﺘﱪ ﻣﺴﺘﻠﺰﻡ ﻹﻧﺘﺎﺝ ﺍﻟﻘﻬﻮﺓ ﺳﺮﻳﻌﺔ ﺍﻟﺬﻭﺑﺎﻥ ﻭﳛﻈﺮ ﺗﺪﺍﻭﳍﺎ ﰲ ﺍﻷﺳﻮﺍﻕ ﺍﶈﻠﻴﺔ ﻟﻐﺎﻳﺎﺕ ﺍﻟﺒﻴـﻊ‬
‫ﺍﳌﺒﺎﺷﺮ ﺃﻭ ﻟﻐﺎﻳﺎﺕ ﺗﺼﻨﻴﻌﻴﺔ ﺃﺧﺮﻯ ﻋﺪﺍ ﺗﺼﻨﻴﻊ ﺍﻟﻘﻬﻮﺓ ﺳﺮﻳﻌﺔ ﺍﻟﺬﻭﺑﺎﻥ‪.‬‬
‫‪ ٢-٤‬ﺍﻻﺷﺘﺮﺍﻃﺎﺕ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﳋﺎﺻﺔ ﺑﺎﻟﻘﻬﻮﺓ ﺳﺮﻳﻌﺔ ﺍﻟﺬﻭﺑﺎﻥ‬
‫ﳚﺐ ﺗﻮﻓﺮ ﺍﻻﺷﺘﺮﺍﻃﺎﺕ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﻟﺘﺎﻟﻴﺔ ﰲ ﺍﳌﻨﺘﺞ ﺍﻟﻨﻬﺎﺋﻲ‪:‬‬
‫‪ ١-٢-٤‬ﺃﻥ ﻳﻜﻮﻥ ﺫﺍ ﻟﻮﻥ ﻭﻧﻜﻬﺔ ﳑﻴﺰﻳﻦ ﻟﻠﻤﻨﺘﺞ ﻭﺧﺎﻟﻴﺎﹰ ﻣﻦ ﺃﻱ ﻃﻌﻢ ﺃﻭ ﺭﺍﺋﺤﺔ ﻏﺮﻳﺒﲔ‪.‬‬
‫‪ ٢-٢-٤‬ﺃﻥ ﻳﻜﻮﻥ ﺳﻬﻞ ﺍﻹﻧﺴﻴﺎﺏ ﻭﺧﺎﻟﻴﺎﹰ ﻣﻦ ﺍﻟﺘﻜﺘﻞ‪.‬‬
‫‪ ٣-٢-٤‬ﺃﻥ ﳜﻠﻮ ﻣﻦ ﺍﻷﻋﻔﺎﻥ ﺍﻟﻈﺎﻫﺮﺓ‪.‬‬
‫‪ ٤-٢-٤‬ﺃﻥ ﳜﻠﻮ ﻣﻦ ﺍﻟﺸﻮﺍﺋﺐ ﻭﺍﳊﺸﺮﺍﺕ ﺍﳊﻴﺔ ﻭﺃﻃﻮﺍﺭﻫﺎ ﻭﺍﳌﻴﺘﺔ ﺑﺄﺟﺰﺍﺋﻬﺎ‪.‬‬
‫‪ ٥-٢-٤‬ﺃﻥ ﳜﻠﻮ ﻣﻦ ﺍﳌﻮﺍﺩ ﺍﻟﻐﺮﻳﺒﺔ ﲟﺎ ﻓﻴﻬﺎ ﺍﻟﺸﻴﻜﻮﺭﻳﺎ )ﺍﳍﻨﺪﺑﺎﺀ( ﺃﻭ ﺃﻱ ﻣﻮﺍﺩ ﺃﺧﺮﻯ ﺑﻘﺼﺪ ﺍﻟﻐﺶ‪.‬‬
‫‪ ٦-٢-٤‬ﺃﻥ ﻻ ﺗﺰﻳﺪ ﻧﺴﺒﺔ ﺍﻟﺮﻃﻮﺑﺔ ﻋﻠﻰ ‪.٪ ٤‬‬
‫‪ ٧-٢-٤‬ﺃﻥ ﻻ ﺗﺰﻳﺪ ﻧﺴﺒﺔ ﺍﻟﺮﻣﺎﺩ ﺍﻟﻜﻠﻲ ﻋﻠﻰ ‪ ٪ ١٥‬ﻋﻠﻰ ﺃﺳﺎﺱ ﺍﳌﺎﺩﺓ ﺍﳉﺎﻓﺔ‪.‬‬
‫‪ ٨-٢-٤‬ﺃﻥ ﻻ ﺗﻘﻞ ﻧﺴﺒﺔ ﺍﻟﻜﺎﻓﻴﲔ ﰲ ﺍﳌﻨﺘﺞ ﻏﲑ ﻣﻨـﺰﻭﻉ ﺍﻟﻜﺎﻓﻴﲔ ﻋﻦ ‪ ٪ ٢‬ﻭﻻ ﺗﺰﻳـﺪ ﻋﻠـﻰ ‪ ٪ ٠,٣‬ﰲ ﺍﳌﻨـﺘﺞ‬
‫ﻣﻨـﺰﻭﻉ ﺍﻟﻜﺎﻓﻴﲔ ﻋﻠﻰ ﺃﺳﺎﺱ ﺍﳌﺎﺩﺓ ﺍﳉﺎﻓﺔ‪.‬‬

‫‪ ١٠-٢-٤‬ﻳﺴﻤﺢ ﺑﺎﺳﺘﺨﺪﺍﻡ ﺍﳌﻀﺎﻓﺎﺕ ﺍﻟﻐﺬﺍﺋﻴﺔ ﺣﺴﺐ ﻣﺎ ﻫﻮ ﻭﺍﺭﺩ ﰲ ﺍﳌﻮﺍﺻﻔﺔ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﻷﺭﺩﻧﻴﺔ ‪.٩٤‬‬

‫‪ -٥‬ﺍﻻﺷﺘﺮﺍﻃﺎﺕ ﺍﻟﺼﺤﻴﺔ‬
‫ﳚﺐ ﺗﻮﻓﺮ ﺍﻻﺷﺘﺮﺍﻃﺎﺕ ﺍﻟﺼﺤﻴﺔ ﺍﻟﺘﺎﻟﻴﺔ ﰲ ﺣﺒﻮﺏ ﺍﻟﻘﻬﻮﺓ ﺍﳋﻀﺮﺍﺀ ﺍﳌﻌﺪ‪‬ﺓ ﻟﻠﺘﺼﻨﻴﻊ ﻭﰲ ﺍﳌﻨﺘﺞ ﺍﻟﻨﻬﺎﺋﻲ‪:‬‬
‫‪ ١-٥‬ﺃﻥ ﻳﺘﻢ ﺗﺼﻨﻴﻊ ﺍﳌﻨﺘﺞ ﻃﺒﻘﺎﹰ ﻟﻼﺷﺘﺮﺍﻃﺎﺕ ﺍﻟﺼﺤﻴﺔ ﺍﻟﻮﺍﺭﺩﺓ ﰲ ﺍﳌﻮﺍﺻﻔﺔ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﻻﺭﺩﻧﻴﺔ ‪.٤٩٣‬‬
‫‪ ٢-٥‬ﺃﻥ ﻻ ﺗﺰﻳﺪ ﻧﺴﺒﺔ ﺍﳌﻠﻮﺛﺎﺕ ﻭﺍﻟﺴﻤﻮﻡ ﰲ ﺍﻷﻏﺬﻳﺔ ﻋﻠﻰ ﺍﳊﺪﻭﺩ ﺍﳌﺴﻤﻮﺡ ‪‬ﺎ ﰲ ﻣﻮﺍﺻﻔﺔ ﻫﻴﺌﺔ ﺍﻟﺪﺳـﺘﻮﺭ ﺍﻟﻐـﺬﺍﺋﻲ‬

‫‪ ٣-٥‬ﺃﻥ ﻻ ﺗﺰﻳﺪ ﻧﺴﺒﺔ ﺑﻘﺎﻳﺎ ﺍﳌﺒﻴﺪﺍﺕ ﻋﻠﻰ ﺍﳊﺪﻭﺩ ﺍﳌﺴﻤﻮﺡ ‪‬ﺎ ﰲ ﺍﳌﻮﺍﺻﻔﺔ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﻷﺭﺩﻧﻴﺔ ‪.١٩٢٥‬‬

‫‪ -٦‬ﺍﻟﺘﻌﺒﺌﺔ ﻭﺍﻟﻨﻘﻞ ﻭﺍﻟﺘﺨﺰﻳﻦ‬


‫ﳚﺐ ﺗﻮﻓﺮ ﺷﺮﻭﻁ ﺍﻟﺘﻌﺒﺌﺔ ﻭﺍﻟﻨﻘﻞ ﻭﺍﻟﺘﺨﺰﻳﻦ ﺍﻟﺘﺎﻟﻴﺔ ﰲ ﺍﳌﻨﺘﺞ ﺍﻟﻨﻬﺎﺋﻲ‪:‬‬
‫‪ ١-٦‬ﺃﻥ ﻳﻌﺒﺄ ﰲ ﻋﺒﻮﺍﺕ ﺻﺤﻴﺔ ﻣﻨﺎﺳﺒﺔ ﳏﻜﻤﺔ ﺍﻟﻘﻔﻞ ﻭﻏﲑ ﻣﻨﻔﺬﺓ ﻟﻠﻬﻮﺍﺀ ﻭﻻ ﺗﺆﺛﺮ ﻋﻠﻰ ﺧﺼﺎﺋﺺ ﺍﳌﻨﺘﺞ‪.‬‬
‫‪ ٢-٦‬ﺃﻥ ﻳﺘﻢ ﲣﺰﻳﻨﻪ ﰲ ﳐﺎﺯﻥ ﺟﻴﺪﺓ ﺍﻟﺘﻬﻮﻳﺔ‪ ،‬ﺑﻌﻴﺪﺓ ﻋﻦ ﻣﺼﺎﺩﺭ ﺍﻟﺮﻃﻮﺑﺔ ﻭﺍﳊﺮﺍﺭﺓ ﺍﻟﻌﺎﻟﻴﺔ ﻭﻣﺴﺘﻮﻓﻴﺔ ﻟﻜﺎﻓﺔ ﺍﻟﺸﺮﻭﻁ‬
‫ﺍﻟﺼﺤﻴﺔ‪.‬‬
‫‪ ٣-٦‬ﺃﻥ ﻳﺘﻢ ﻧﻘﻠﻪ ﻭﺗﺪﺍﻭﻟﻪ ﺑﻄﺮﻳﻘﺔ ﺁﻣﻨﺔ ﻭﻻ ﺗﺆﺛﺮ ﻋﻠﻰ ﺧﺼﺎﺋﺼﻪ‪.‬‬

‫‪ -٧‬ﺑﻄﺎﻗﺔ ﺍﻟﺒﻴﺎﻥ‬
‫ﺇﺿﺎﻓﺔﹰ ﺇﱃ ﻣﺎ ﻭﺭﺩ ﰲ ﺍﳌﻮﺍﺻﻔﺔ ﺍﻟﻘﻴﺎﺳﻴﺔ ﺍﻷﺭﺩﻧﻴﺔ ‪ ،٩‬ﳚﺐ ﺃﻥ ﺗﺪﻭﻥ ﺍﻟﺒﻴﺎﻧﺎﺕ ﺍﻹﻳﻀﺎﺣﻴﺔ ﺍﻟﺘﺎﻟﻴﺔ ﺑﺎﻟﻠﻐﺔ ﺍﻟﻌﺮﺑﻴـﺔ ﻭﳚـﻮﺯ‬
