CHAPTER 1

The Problem and Its Scope

INTRODUCTION

Rationale of the Study

Discipline is not something others do to you. It is something you do for

yourself. We can receive instructions or guidance from one or many sources but

the source of discipline is not external, it is internal.

Understanding this at a deeper level is a gateway into a better, more

discipline driven life. The eagerness to have discipline life, we are learning how

to get more and better discipline by building policies. Policy is an essential

component of any organization. It address pertinent issues, such as what

constitutes acceptable behavior by a person or an organization. Policies are

design to influence and determine all major decisions, disciplines, and actions.

And all activities take place within the boundaries. In Universities, Policy is one

sided as it only affects male students. Boys would offend skip inspections and

hide, some would look for ways to conceal their lengthening hair with wax or get

and even confront the in charge about the rights.

According to Carmelo Guastella, (2015) grooming is no exemption and a

good haircut is the DNA of good grooms. The Barber/Men’s hairstylist is to


determine their clients style, keeping in mind fashion trends and what will suit

them obviously, but also the image of clients wants to communicate to the

world. The following points in secrets of Good Haircut in Global Medical that

good haircut can give confidence to a person for socializing and look presentable

for longer. A good haircut will look presentable for longer and fall into shape

more easily

According to Anthony Colangelo, (2018) the American International

Institution stated that strict haircut standard should be enforce at private boys

school and even in public schools. Hair must be above the collar, off the ears,

not over the eyes and not styled or cut in an extreme manner. One of the most

important parts of our body that reflects our personality is our hair. Hair is the

most neglected portion of our bodies.

The standard Haircut Policy for most schools and University in the

Philippines is to 2x3 or better known as "barber cut". To give a clean picture, the

hair is cut 2 inches shaved on the sides, and 3 inches shaved on the back.

Haircut Policy applies to a certain category people, males only. By regularly

having a Haircut, the students keep in mind that they have something to

accomplish at a certain time every month.

It is an issue of the lack of consultation with students – them being the

primary stakeholders of the institution – in the policy making of the university


(Paglinawan, 2015).The policy brings about both positive and negative effects to

students especially on their own liking and self esteem. For the school, it is

beneficial since it promotes discipline however, students find this unnecessary to

do which leads them to neglect the policies upon thinking that this is too shallow

to be followed. The policy is one sided as it only affects male students. Boys

would often skip inspections and hide, some would look for ways to conceal their

lengthening hair with wax or gel and even confront the in charge about their

rights.

The maintenance and appropriate haircut required for the students of the

University of Cebu Lapu-Lapu and Mandaue is slowly disregarded and is not

considered a relevant part of the educational system as per students complaints.

The monthly haircut inspection in University of Cebu Lapu-Lapu and Mandaue is

not maintained resulting to the students disregarding the policy. The inspection

schedule was not followed giving students the advantage to not follow the rules.

However, the policy is actively performed with the security guards handling the

inspection before students enter the campus. A complete opposite from the

inspection that officials are expected to do.

Regarding to this issue, we, the researchers are motivated to conduct this

study to know the perceptions of the students about the Haircut Policy in

University Of Cebu Lapu-Lapu and Mandaue to have recommendation and

suggestions on how haircut Policy will have right solution. The implementation of

Haircut Policy must be consistent.


Moreover, Haircut Policy will help the students to make descent and

presentable. It encourages them to do a better performance because they are

confident what their hairstyle look like. It gives them confident to themselves

Haircut will not defined what you can do, but rather reflects self-enforcement.

Rules cannot be avoided,. However the opinions of the mass matter.


Statement of the Problem

This study aims to determine the perception of Senior High School students

on Haircut Policy in school. This study will be conducted in the second semester

of the S.Y. 2018-2019 in UCLM Maritime Building. The result of this investigation

will be the basis for possible recommendations about the Haircut Policy.

This study seels to answer the following questions:

1. What are the perceptions of the Senior High School students on the

Haircut Policy?
2. What arevthe effects of the Haircut Policy on the Senior High School

students' behaviour?
3. What are the possible reasons why students follow/oppose the Haircut

Policy?
4. Based on the findings, what intervention may be proposed?
Significance of the Study

The following are the ones who will be the beneficiary of the research

study:

School Teachers. This may help them understand the students' behaviour.

This may give them reasons to look for a better way to make the students who

are against the policy to understand what is the purpose in implementing the

said policy.

Prefect of Discipline and Security Personnel. This may serve as their guide

to look what is the problem or lapses in their policy. This may help them find

some holes in their management system, this might help them improve

something in the rule.

Future Researchers. This will help them as one of the sources for their study

as well. This will give backgrounds for their research, it will add more

information on the said study.


Scope and Delimitation of the Study

The study is focused and limited only on the students' perspective about the

Haircut Policy for Senior High School Maritime students validated based on their

response in the open-ended questionnaire.

Only 50 students aging from 16-20 years old from Grade 11 ang Grade 12

students taking STEM-Maritime and TechVoc-Maritime will be the respondents of

the study. The survey will be conducted during the Second Semester of the S.Y.

2018-2019.
Chapter II

REVIEW OF RELATED LITERATURE

Related Literature

School is one very important place that both educates and socializes

adolescents. How they perceive their school is influential to their development.

This involves the policies implimented that may either please or displease the

students, leaving them to violate the policies.

The article of Preventing School Violence: The Use of Office Discipline to

Assess and Monitor School-Wide Discipline Interventions by George Sugai, et al.

(2000) from the University of Washington, one area of need lies in directions for

use of existing discipline information to improve school wide behavior support.

Information source to provide an indicator of the status of school-wide discipline

as well as to improve the presicion with which schools manage, monitor and

modify their universal interventions for all students and their targeted

interventions for students an their targeted interventions for students who

exhibit the most severe problem behaviors is taken in concern. This in

perspective, connects on why the school is strict when it comes to implimenting

policies for the discipline.


According to Yuen et al (2002), the implementation of comprehensive

guidance and counseling programs, school personnel can provide an effective

support system for their students’ personal growth. One student respondent

from their research answered that “Our school is very strict with the uniform and

haircut rules regardless if it’s a junior or a senior. Our names would be marked

immediately in the disciplinary record”. Knowing that students strongly disagree

on the policy, the research is being supported by various perceptions.

In the study entitled Factors Influencing School Connectedness: Chinese

Adolescents’ Perspectives by Mantak Yuen et al. (2012) , it is important to unite

the school as well as its students since they can give the schol the feedbacks to

improve the school system. As this relates to the research, the importance of

having a feedback from the students who either obeys or disobeys the policy

can express their opinions to create a wholesome learning environment as well

as promote discipline without violence.

Experts’ studies says, incorrect punishment of children may have a negative

impact as he mingles with his friends and associates with different people.

Haircut policy can promote discipline but may also lower a student’s self-esteem

and brings pressure especially if the current trend is off the policy. However,

punishment is present after violation.


A news article from UNTV Philippines with the headline ‘DepEd Reiterates

the Importance of Teachers Imposing Discipline to Students’ mentioned that

DepEd wants to train parents on positive discipline techniques which will result

to how their children is going to act in school. Just as Voddie Baucham Jr.

Quoted, Discipline starts at home.


Review of Related Studies

According to the Philippine Science High School which provides its

students a positive and nurturing learning environment. The achievement of

this goal depends largely on the scholar’s attitude towards learning and

adherence of their students. PSHS System Student Code of Conduct was

developed by the PSHS to help the students of the school to ensure their safety

and well-being, a general sense of order, discipline, and harmony must be

established; thus, this Code requires a PSHS student to demonstrate the proper

discipline of the student by following a certain haircut every month.

According to the Malayan High School of Science a student discipline is

one of major concerns and issues at the center of adolescents’ life in the school.

The students follow a certain rule every month. And this lead them to develop

Discipline, Excellence, Integrity, and Responsibility (DECIR) a system that helps

the students to observe standards of behavior. Good Grooming is one of the

main focus of the system as it does not only implies the discipline of the student

but also their responsibility as a member of the campus. Found in the system

that makes the policy even more understandable is that hair should be kept neat

and well groomed. Dyed or fancy hairstyle is not allowed. The prescribed

hairstyle and haircut are as follows:

 For boys, hair-length should be such that the hair does not touch the

ears and does not reach the collar at the back.


Integrated Basic Education Department Discipline System was

developed by the San Beda College Alabang in which it acts as the bridge to

develop students desire to become moral persons by promoting and

strengthening Benedictine values. It provides the students a more

knowledgeable background for the policy as it gives them the understanding

that good grooming is not only their right but also a responsibility that they have

to maintain.

The Very Strict Discipline Probation(VSDP) is also part of the

developed system of San Beda College Alabang in which this particular part the

students were informed of the consequences if they will not follow the rule that

includes the haircut policy. Even though not following the haircut policy is

considered as minor offense it will be repeated and cause a continuous series of

offenses that will lead to the point of considering it as a major offense.


Theoretical Background

This study is anchored to the theory of Edward Thorndike 1898 which states

that a satisfying effect in a particular situation become more likely to occur again

in that situation, and responses that produce a discomforting effect become less

likely to occur again in that situation.

In 1910, Thorndike introduced “Connectionism” which is a behavioral theory is

defined as learning that is explained adequately without referring to any

unobservable internal states.

Thorndikes theory of Connectionism consists of three primary laws:

1. Law of Effect

These are responses to a situation which are followed by a rewarding state of

affairs will be strengthened and become habitual responses to that situation.This

relates to the consequence a student receives if he follows the haircut policy.

The reward for following the policy results to the easy process of clearance

signing.

2. Law of Readiness
These are series of responses that can be chained together to satisfy some

goal which will result in annoyance if blocked. The goal satisfied with the

implementation of the policy is to promote discipline and neatness. If this si not

followed, disobedient students will have their IDs confiscated and they will have

to undergo a long process to get it back.

3. Law of Exercise

Connections become strengthened with practice and weakened when

practice is discontinued. Therefore, if students will abide by the policy and

continue to do it in a monthly basis, they will be able to practice self discipline

and be a good example to others.

Another theory that is anchored to this study is the Theory of Operant

Conditioning of B.F. Skinner in 1938. This theory is a method of learning that

occurs through rewards and punishments for behavior. Through operant

conditioning, an individual makes an association between a particular behavior

and a consequence.

Skinner relied on the assumption that the best way to modify behaviour was to

modify the environment. Skinner did not approve of the use of punishments in

school, or as a behavioural modification technique in general. He posits that


punishments were ineffective and he advocated for the frequent use of

reinforcements to modify and influence student behaviour.

Skinner introduced a new term into the Law of Effect - Reinforcement.

Behavior which is reinforced tends to be repeated and behavior which is not

reinforced tends to die out-or be extinguished.

Skinner’s Operant Conditioning has three types of responses:

1. Neutral Operants

These are the responses from the environment that neither increase nor

decrease the probability of a behavior being repeated. This refers to the Haircut

Policy being implemented in the school which splits into students who follow or

disobey the rules.

2. Reinforcers

Responses from the environment that increase the probability of a behavior

being repeated. During the monthly inspection, students who follow the policy

will not have to worry about hiding from the Prefect of Discipline since they have

the appropriate haircut.

3. Punishers
These are responses from the environment that decrease the likelihood of a

behavior being repeated. Punishment weakens behavior. The conseqence of

disobeying the policy is the confiscation of IDs. With this in mind, students will

likely follow the policy to avoid their IDs from being confiscated.

According to the National Association of School Psychologists, disciplinary

actions should be pursued, but with a focus on instilling the values of self-

discipline in students rather than merely replacing punishments for bad behavior

with rewards for good behavior. By having a regular haircut, students keep in

mind that they have something to accomplish at a certain time every month.

Knowledge of success is also important as it motivates future learning. However,

it is important to vary the type of reinforcement given so that the behavior is

maintained. This is not an easy task, as the teacher may appear insincere if

he/she thinks too much about the way to behave. As discipline is instilled,

patience should be maintained.


CHAPTER III
Research Methodology

This part of the study contains the research methodology applied to the
research paper. It is composed of the research design, participants,
environment, flow instruments and the data analysis procedure.

Research Design

This research used the descriptive type of research design to determine the
student’s Perceptions about Haircut Policy in University of Cebu Lapu-Lapu and
Mandaue. Phenomenological approach is being applied since the researchers will
gather the data based on the respondents’ experiences.

Environment

The study was conducted inside the University of Cebu Lapu-Lapu and
Mandaue campus Maritime Building. The area is located in A.C Cortes Avenue,
Looc, Mandaue City.
Participants

The Senior High School (SHS) students of University of Cebu Lapu-Lapu and
Mandaue (UCLM) who were officially enrolled for academic year 2018-2019 were
the respondents of the study. The researchers will gather data from the 50
Grade 11 and Grade 12 who are taking STEM-Maritime and TECHVOC-Maritime
students who will be chosen randomly.

Procedure

Our study is intended to collect further information regarding the Students’


Perceptions: Haircut Policy in University of Cebu Lapu-Lapu and Mandaue. The
following chapters will relate the detail in how information was collected. First,
the researchers formulated the topic and the working title. Second, the
researchers gave the statement of the problem and specific questions and then
the researcher naked the rationale of the given study. Third, the researchers
reviewed the existing research and theory and also determined the scope and
delimitation, then the researchers collected relevant studies and literature about
the research. After that, the creation of research methodology started. Next is
the gathering of necessary data, then the analysis of collected data. Finally, the
output will be presented.

Research Instrument

The employed in the study is the survey questionnaire. It consists of two parts,
the first part of this is the personal data sheet, where they will state their name
(optional), section and strand, age and gender. The second part is where the
respondents are required to answer the survey questionnaire given by the
researchers about their perceptions’ about Haircut Policy.

Data Analysis Procedure


After the data has been collected, the researchers will have the data needed
to be tallied and they eventually made use of it for the interpretation.
