COURSE AIM

To provide new entrants and tradesmen with the necessary knowledge and skills to be able to
erect the standard types of scaffold commonly used in the construction and maintenance
industries in Singapore.

To provide a scaffolder the necessary knowledge and skills to be able to act as a scaffolder in a
responsible and safety conscious manner, giving due consideration for the safety of himself,
other personnel who may be on or enter the work site and the general public.

To provide a scaffolder the necessary knowledge and skills to be able to use, inspect and
maintain his safety equipment and to be able to identify when safety equipment requires
replacement.

COURSE PREREQUISITES – BASIC COURSE

There are no course prerequisites for participants attending the Basic Scaffolders’ Course.

COURSE PREREQUISITES – ADVANCED COURSE

Prerequisites for participants attending the Advanced Scaffolders’ Course are :-

a) Have completed the Basic Scaffolders’ Course.


b) Have completed a minimum of twelve months site work as a Basic Scaffolder

LEARNING OUTCOMES – BASIC COURSE

By the end of the program, participants will have the knowledge to identify, list, describe and/or
demonstrate:

 An outline of the requirements for scaffolding including personal and worksite safety,
protection of the public;
 Identification and use of the common forms of scaffolds with emphasis on modular and
tube/coupling types, common fittings and accessories;
 Use, inspection and maintenance of safety equipment including harnesses, ropes, belts;
 Preparation, use, inspection and maintenance of scaffolding materials;
 Use, inspection and maintenance of ladders;
 Proper sequence and practice for the erection and dismantling of a modular scaffold to 3 lifts
(practical);
 Proper sequence and practice for the erection and dismantling of a tube & coupler scaffold to
3 lifts (practical);
 Purpose, preparation, use, erection and dismantling of Protection Fans;
 Purpose, use, erection and dismantling of Mobile Towers;
 Purpose, use, erection and dismantling of Putlog Scaffolds;
 Introduction to advanced scaffolds (i.e.) cantilever, needle, barrow, hoists, truss-out, etc.

INDUCTION AND SAFETY BRIEFING

AIM

Participants will be inducted onto the course by the instructor during the administration period of
the first day. The induction will cover the following points.

 Muster area
 Emergency exits and escape routes
 Emergency signals
 Emergency actions
 Location of firefighting equipment
 First aid equipment and location
 Telephones – usage
 Hazardous areas
 Ablution area (male – female)
 Canteen area (meals)
 Rules relating to dress
 Rules relating to the consumption of alcohol
 Rules relating to training areas and equipment
 Venue contact personnel in the event of an emergency

Summary

Induction briefings should ensure that course participants have an understanding of the
emergency procedures and safety facilities for the venue in which the training is being conducted
and the safety requirements relating to practical training.

ASSESSMENT PROCEDURES

INSTRUCTIONS FOR ASSESSORS

Basic and Advanced Scaffolder candidates are to be assessed in accordance with the competency
standards required by the Singapore CITI Regulations and the information contained within these
course notes.

Assessment is carried out by the instructors and includes the following methods:

 written examination (assessing and understanding of the subject matter).


 practical performance.

Participants are rated on their ability to perform the required practical tasks in a safe and efficient
manner as per the Performance Checklist – Record.

During the course participants are to demonstrate their ability to erect Modular, Tube & Coupler,
Tower, Birdcage & Protective Fan Scaffolds competently and safely. Participants must also
demonstrate proper use, care and inspection of safety equipment and PPE.

These activities are to be assessed by the assessor using the checklist provided and signed by the
assessor at the end of the training.

Any comments are to be recorded on the checklist and the participant debriefed as required.

Following practical training, the participants performance shall be assessed and the participant
will be rated by the use of one of the following terms.

Competent 1. Participant continually performed all tasks above the


required standard.

2. Participant performed all tasks to the standard required.

Not Yet Competent Participant failed to perform most of the tasks to the
required standard.

Should the participant performance be judged unsatisfactory an assessment report with


recommendations will be written by the instructor. This information will be passed to the
participant’s company. The decision on appropriate follow up action will rest with the
participant’s company.

Reassessment

Should a participant not meet the required standard during the practical assessment, further
training will be conducted.

If a participant cannot meet the required standard after further training, this will be recorded on
the Performance Checklist – Record and a written report will be forwarded to the appropriate
personnel and discussed as required. Participants failing to reach a final 75% pass rate for the
practical assessment will be required to repeat the course.

No reassessment will be allowed for the written examination. Participants failing this
examination will be required to repeat the course.

COURSE CERTIFICATE

Both A4 and “Wallet Size” Certification will be issued to participants on successful completion
of the course.

Participants who fail the course will be issued with an attendance certificate only.

A copy of the course certificate with the appropriate wording is contained at Part F.

GUIDE FOR ASSESSORS


It is essential that you read and understand this “Guideline for Assessors” before you use this
checklist.

Participant Assessment:

Participant will normally be assessed both during demonstration exercises and during the formal
assessment periods. The practical assessment will take the form of observation of the task being
performed supported where necessary by oral questions. The written assessment will take the
form of an approved multi choice question examination paper.

Assessors may be assisted by other assessors and competent instructors when gathering evidence
on individual performances.

CHECKLIST (PRIOR TO ASSESSMENT)

1. Ensure participant details are correct (Name and Company).

2. Ensure participants are aware that they are being assessed.

3. Ensure participants understand the standard which they are assessed against.

4. Ensure that the assessment site, equipment and conditions are suitable.

5. Detail the task(s) to be performed and how evidence will be gathered.

6. Start the assessment, allow participant to continue with the task, unless

a. there is a breach of safety stop the assessment and recommence once safety has been
restored (breaches of safety are to be recorded).
b. the participant needs prompting to continue the task. This may be achieved by
questioning techniques.

7. Tasks not completed or tasks which the participant cannot yet demonstrate are to be recorded
(identified in the remarks column).

8. After participants have been assessed the results of the assessment must be transferred to the
participant’s record sheet either in the “Competent” column as a [C] or as a Not Yet
Competent column [NYC].
