MINUTES OF THE SGC SPECIAL MEETING ON THE REVIEW OF SCHOOL POLICIES
AND CRAFTING OF SCHOOL HANDBOOK
Date & Time: November 18, 2024/ 1 PM
Venue: School Covered Court, New Canaan Integrated School

B. QUORUM
The meeting started with an invocation offered by Mrs. Analyn Salway and singing of National Anthem through
audio visual presentation.
School Principal Jimuel M. Villamor welcomed all the participants and expressed his gratitude for their attendance.
Roll Call followed facilitated by SGC Secretary Diane P. Limosnero. After confirming the presence of the quorum, the
presiding officer, SGC Co- Chairperson Romeo P. Domato called the meeting to order, with the following agenda:
1. Crafting of Student Handbook
2. Review on the Existing School Policies
3. Other Matters

4. DISCUSSION PROPER

The meeting proper is presided by the SGC Chairperson, Romeo Domato with the presence of Child Protection Policy
(CPP) Committee Coordinator and School Guidance Advocates. The detailed discussion with agreements is recorded in the
succeeding table.

A. Crafting of Integrated School to craft a school handbook because there is
Student no existing handbook as of this time. Although the school has
Handbook rules and regulations conveyed during Homeroom Parents
Teachers Association (HPTA) and PTA General Assembly,
these policies are not put into writing through a school
handbook.

With the number of both disciplinary and non-disciplinary


cases recorded in the guidance office and anecdotal records of
teacher-advisers, and as observed during this school year
2023-2024, it is deemed necessary to craft the handbook to
serve it as a guide in the strict and legal implementation of
the sanctions brought by the misdemeanors of the students.

Sir Villamor also emphasized that every school is different.


Different schools have different needs, and their students
have varying issues. A policy that will work in one school may
not be as effective in another school. Thus, Sir Villamor
stressed to include policies that will address the issues in the
context of New Canaan Integrated School.
Upon hearing the need to craft student handbook, and as
both religious and sitio leader in their community with
background in politics and legalities, SGC Chairperson,
Romeo P. Domato encouraged the participants to share
thoughts and ideas to come up with the needed guide
(handbook) for the welfare of the students and school in
general. He explicitly expressed,

kinahanglan gyud nga makahimo ta, tungod mao kini ang bibliya sa
school. Dinhi atong makita ang mga angay nga himoon ug
punishment alang ngadtong nisupak sa polisiya.”

Hon. Lorencio B. Caray, Barangay Education Committee


Chair expressed his motion:
“Akong ginaduso ang paghimo ug student handbook sa New
Canaan Integrated School arun mahimong giya sa mga angay
nga gawi ug mapahamtang nga silot sa mga estudyante
niining eskuylahan.”

SGC Co-Chairperson, Romeo P. Domato asked the


members of the house to confirm the motion.

Evangelist Lino B. Sampayon, stakeholder from the religious


sector (Seventh Day Adventist) seconded the motion by
saying:
“ako nag-uyon sa maong mosyon nga maghimo ug student
handbook alang sa eskuylahan.”

SGC Chairperson, Romeo P. Domato asked the members for


the approval of the aforementioned motion. “Itaas ang inyung
toong kamot alang ngadtong mu-approve sa maong mosyon
nga maghimo ug student handbook.”

All the members of the School Governance Council (SGC)


raised their right hand signifying their approval on the motion
raised.

B. Review on the SGC Co-Chairperson, Romeo P. Domato asked the school

Policies
CPP Coordinator, Sir Raymart R. Piodos enumerated the
school policies with their respective sanctions. He shared:
“Ang mga polisiya sa eskwelahan nga gi-implementar mao
ang musunod: Polisiya sa Attendance ug Punctuality, Bullying,
Dress Code, Haircut, and Rules on Sanctions and
Punishments.”

Regularity of attendance and punctuality are required in all


B.1 Attendance, and classes. A pupil/student who has been absent or has cut
Punctuality classes is required to present a letter of explanation from
his/her parents or guardian or to bring them to school for a
short conference with the section adviser or guidance mentor.

A student is considered late if he is not on time at the start of


the morning assembly. Late comers are gathered to render
school service such as cleaning the school ground.

Sir Raymart Piodos reiterated the provisions of DepEd Order


B.2 Anti-bullying No. 40, s. 2012. New Canaan Integrated School with its
Policy commitment to providing a caring, friendly and safe
environment for all students so that students can learn in a
relaxed and secured atmosphere free from oppression and
abuse, crafted its anti-bullying policy with the specification of
the scope, and prevention of bullying acts.

He briefly shared about physical and verbal/written bullying


for participants enlightenment.

Minor and major offenses for bullying will be given


appropriate sanctions.

B.3 Dress Code Although the prescribed school uniform is not compulsory,
learners are encouraged to wear one for identity and decency.
This is also to avoid distractions that may be caused by
inappropriate wearing of clothing.

The items on the “out” list for schools are anything showing a
midriff, tank tops, thin- and spaghetti-strap tops, short
shorts, sagging pants, miniskirts, see-through clothing and
anything with a logo or image of sex, drugs, alcohol or
tobacco. Messages advocating violence are also prohibited.

Minor offenses such as this one will be dealt first by adviser


through reprimanding the learner.

B.4 Haircut Haircut policy in school is very important because it is one


policy that can build discipline among students. In this
context, NCIS has a long-standing policy that governs good
grooming.

MALE - Their hair should not touch the eyebrows, ears and
nape. - They are not allowed to wear earrings.

FEMALE - Their hair should be combed properly. It should


not cover their face. - Wear a pair of earrings only.

Long hair for boys will be cut during the scheduled


inspection. This will be done by the guidance coordinator.
B.5 RULES ON
SANCTIONS AND Sir Raymart presented the rules on sanctions and
PUNISHMENTS punishments as follows:

A.VERBAL WARNING - A student is reminded of his duties


and responsibilities so as not to commit the same mistake

B. REPRIMAND - This is a severe or formal reproof or censure


from a person of authority whose aim is to correct
misbehavior. A reprimand may be either verbal or written. In
case of the latter, the parent/guardian will be notified.

C. RESTITUTION - Replacement/repair for damage of school


properties otherwise compensatory to the damage incurred.

D. COMMUNITY SERVICE - A student is required to render


services which are non-academic in nature such as cleaning
and other manual tasks inside the school premises and
within the period to be determined by the Disciplinary
Committee.

Sir Jimuel M. Villamor emphasized that school officials and


academic personnel have the right to impose appropriate
disciplinary measures in case of minor offenses or infractions
of school discipline committed in their presence. (Article XIV,
Sec74, Manual or Regulations for Public and Private School).

He added that every public school shall maintain good


discipline inside as well as outside the school premises when
students are engaged in activities authorized by the school.

The motion was seconded by Mr. Jerson P. Domato, Purok
Proper Chairman.

SGC Chairperson, Romeo P. Domato then asked for the


approval of the aforesaid motion.

All attendees of the special meeting raised their right hand


signifying their approval of the motion of inclusion of the
existing essential policies with their corresponding sanctions
and punishments in the student handbook.
Unanimously approved that a
Hon. Lorencio B. Caray moved that the inclusion of the resolution be made specifying the
essential policies be made with a resolution to make it legal inclusion of the five essential
and binding. This was seconded by Mrs. Analyn Salway, and policies in the crafting of student
unanimously approved. handbook.
C. Others Mr. Noel S. Bitoka appreciated the policies being presented
and added one more suggestion regarding the participation of
parents during school events, specifically during Brigada
Eskwela or the Monthly Bayanihan.
