CONTINGENCY PLAN
A. Background
The Philippines, located in Southeast Asia (SEA), is one of the largest island groups in
the world with 7,107 islands and islets lying about 500 miles (800 kms) off the coast of
Vietnam. Outstanding physical features of the Philippines include the irregular configuration
of the archipelago, the coastline of some 22,550 miles (36,290 km), the great extent of
mountainous country, the generally northward trend of the river systems, and the
spectacular lakes. The islands are composed primarily of volcanic rock and coral, but all
principal rock formations are present. It is also located in the Pacific Ring of Fire and in the
typhoon belt. It is the reason that we belong to the most vulnerable place on earth. In this
premise leader came up with a respond.

The Sendai Framework for Disaster Risk Reduction 2015-2030 outlines seven clear
targets and four priorities for action to prevent new and reduce existing disaster risks: (i)
Understanding disaster risk; (ii) Strengthening disaster risk governance to manage disaster
risk; (iii) Investing in disaster reduction for resilience and; (iv) Enhancing disaster
preparedness for effective response, and to "Build Back Better" in recovery, rehabilitation and
reconstruction. It aims to achieve the substantial reduction of disaster risk and losses in lives,
livelihoods and health and in the economic, physical, social, cultural and environmental
assets of persons, businesses, communities and countries over the next 15 years.

The enactment of Republic Act 10121 otherwise known as the Philippine Disaster
Risk Reduction and Management Act of 2010 has laid the basis for a paradigm shift from just
disaster preparedness and response to disaster risk reduction and management (DRRM).The
National DRRM Plan serves as the national guide on how sustainable development can be
achieved through inclusive growth while building the adaptive capacities of communities;
increasing the resilience of vulnerable sectors; and optimizing disaster mitigation
opportunities with the end in view of promoting people’s welfare and security towards
gender-responsive and rights-based sustainable development.

Cornelio C. Melgar Elementary School is a school Pondol, Balamban, with the


Municipality of Asturias on the northside, Toledo City on the south, Cebu city on the east
and Tanon Strait on the westside. a part of Cebu Province, an island of the Philippines. The
school has a learner population of 965, 520 of them are males 445 are females. It has 1
principal, 32 teachers and 3 non-teaching personnel. It is situated at Longitude 10.49073607
Latitude 123.716536 GPS location, 1.3 kilometers away from the municipal hall, with a lot
area of 8818 square meter. The school is constantly hit by typhoon, sometimes hit by
earthquake, at risk of fire and the learners are prone to vehicular accident. Lastly the school
was badly hit by typhoon Odette.
