PROJECT EXECUTION PLAN


1.0 INTRODUCTION
This document describes ENAK SERVICES LIMITED Plans and Strategy for the execution of the
CLOUGH CREEK PLATFORM REFURBISHMENT project.

The Works shall be carried out in accordance with NAOC Group approved Specifications,
Standards, Procedures, other relevant National/International Codes/Standards and with
adherence to NAOC HSE Policies.

The project execution philosophy will create an enabling environment and co-operative spirit within
the project team.

1.0 PRELIMINARIES:
a) Site Visit / Community Relations:
Following the award of the contract for the project, the ENAK’s Project Site Manager, with
the PRO shall visit the project site to familiarize with the Host Community(s) and the
environment.
b) Support Facilities:
The details of all the requirements for the Project Management, Engineering Design,
Construction and QA/QC shall be presented to NAOC project team in this phase for review
and approval prior to the commencement of the relevant aspect of the work.
2.0 PROJECT OBJECTIVES AND STRATEGIES
Successful execution of the CLOUGH CREEK PLATFORM REFURBISHMENT project.

Comprehensive application of field experience, detailed planning, technical expertise and total
resource utilization shall be the basis for executing this project.

ENAK SERVICES LIMITED in the execution of the works shall maximize the gains of the experiences
of own staff and sub-contractors in fulfilling all requirements for the project. This shall be reflected
in construction planning, organization and field activities. Responsibilities shall be shared within the
team on the basis of individual capabilities and areas of specialization

3.0 HEALTH, SAFETY, & ENVIRONMENTAL (HSE)


ENAK SERVICES LIMITED shall throughout the progress of the work have the strongest regard for
the Health and Safety of all Persons, Structures and Livestock, minimizing the impact on the

environment upon or adjacent to the worksite and shall maintain the worksite in an orderly state
appropriate to the avoidance and conformity with the Contract documents, including but not
limited to the ENAK SERVICES CASHES Policies and Project HSE Plan.

ENAK SERVICES LIMITED shall ensure that all construction employees are aware of and adhere to
all safety rules and regulations and shall give detailed safety instructions to each subcontractor
prior to the commencement of work and during the construction period.

A full-time Safety Supervisor shall be designated to administer the safety program, throughout the
construction period, providing safety statistics tracking, benchmarking and reporting.

ENAK SERVICES shall observe all relevant Laws and Regulations applicable in Nigeria and shall
exercise the strongest possible discipline in this regard.

 Safety meeting
NAOC site representative(s) present shall conduct the first Safety meeting. During the meeting our
personnel shall be acquainted with the current HSE (CASHES) regulations of NAOC and ENAK
SERVICES CASHES policy reviewed.

The Company’s Site Safety Officer shall conduct subsequent site safety meetings.
On site shall be qualified Industrial Safety Officer, Medical Officer, and Nurse throughout the
duration of the project.

 Tool-box Meetings
Attendance: All workforces, one meeting per work team
Frequency: Daily
Purpose: Discuss the day’s upcoming operations highlighting the major hazards, which will be
encountered, and encouraging a positive safety attitude.

All safety induction shall be as per ENAK Safety Induction.

All safety matters shall be coordinated by the CASHES Department.

5.0 PUBLIC RELATIONS, SECURITY, AND ENVIRONMENT


ENAK SERVICES Labour Relation Plan, Community Relation Plan and Worksite Security shall be
submitted to NAOC for approval prior to commencement of site work.

Notice of intention to commence work shall be served to other Operators within close proximity to
or adjacent to the work area by the ENAK SERVICES in accordance with the Work Program.

ENAK SERVICES shall familiarize herself with Project work area and shall comply with such
provisions and avoid any unnecessary damage to property adjacent to the Project work area.

ENAK SERVICES shall observe all regulations regarding avoiding pollution of environment, extreme
noise levels, and public safety.

Adequate arrangements shall be made to have on site security operative on continuous surveillance
throughout the duration of the work on each site.

Security shall be achieved by installing adequate fencing, promoting regular patrols, and the
instigation of a workable identification system.

ENAK SERVICES shall adhere to the NAOC MOU with the communities, and all issues agreed
upfront with NAOC’s CLO before implementation.

6.0 QUALITY ASSURANCE/QUALITY CONTROL


This describes the Quality Assurance and Quality Control Procedures to be followed by ENAK
SERVICES to ensure that the work activities and documents are planned and controlled.

The QA/QC requirement covers the Construction, Installation and commissioning activities. The
detailed scope of work is contained in the Draft Contract Document. See detailed project quality
plan

Various procedures and method statements have been generated to confirm to NAOC our ability
and capability to execute the project as required in the contract documents.

These shall be broken down into quality assurance and quality control procedures and work
procedures. At all times, approvals shall be gotten from NAOC before these are used for
construction.

Approved for Construction drawings and documentation will be provided to the site construction
team in a timely manner to support the construction effort
6.1. Quality Control Plan
a) QC activities will be conducted in accordance with documented control
procedures complying with ISO 9001-2000, which will be detailed in project specific
quality control plans.

These will define the following:


 The QC activity
 The applicable procedure and standard
 The quality control action/acceptance criteria
 The verifying document number
 Agreed hold points for the QC department, NAOC and certifying
authority/verification body where applicable.

The plan covers contract review, drawing and technical data control, material
control, welding procedure and operator control, process control, inspection and
testing, release for shipment and close out documentation.

b) A QC Engineer will be assigned to the project with responsibilities for


review of job packs, preparation of welding inspection records from drawings,
allocation of appropriate welding procedures, qualification of new welding
procedures where existing procedures do not cover the scope, preparation of
appropriate technical procedures (hydrotesting etc.), approval of subcontractor
procedures (coatings, NDE etc) and ongoing surveillance/project auditing activities.

The Materials Manager carries out good receipt inspection of all purchased and
purchaser supplied materials, uniquely identifies materials and allocates to the shop
floor.

The Welding Inspector will complete the welding inspection record on an ongoing
basis, recording welder numbers, visual acceptance, verifying welding procedures
and welders and arranges subcontract NDE.

The Certification Engineer will collate all certification and prepare close out dossiers.

Documents and drawings will be controlled by the document control department in


accordance with approved procedures.

The welding engineer will check all set-ups and carries out the final dimensional
checks, verifying all fabrications comply with the tolerances detailed in the
appropriate fabrication standard. Dimensions will be transferred to as-built
drawings.

Sub-contracting of quality services will be to an approved sub-contractor; in the case


of NDE, to ISO 9002 accredited company.
c) All quality assurance activities will be the responsibility of the QA Manager.

Activities will include the following:


 Review of contracts to ensure technical, commercial and timescale requirements will
be met and that any discrepancies therein are resolved with the NAOC.
 Review of sub-contractors' procurement activities.
 Quality planning.
 Quality auditing covering all aspects of the quality system and project requirements.

All activities will be undertaken in accordance with our accreditation to ISO 9001.

6.2. Document Status Register


The Document Index will be developed soon after the Effective Start Date. It will contain the full list
of project Documents and these documents will be cross-referenced to their respective Level Three
Activities.

The document register shall consist of the Drawing/Document Title, Document/Drawing Number,
issued date, approved date and Revision status etc.
A track shall also be attached to monitor the movement or position of the document at any time
during the project.

This register shall be kept as a database in the QA/QC computer system and updated regularly as the
document or drawing is revised.

6.3. Work Inspection Certificates


The QC Engineer shall closely monitor the field inspectors who report on daily basis to him on the
progress of work in the field.

From their reports he shall plan the Test schedule and issue a witness notice in writing to the NAOC
or its appointed Agent in advance of a HOLD/WITNESS POINT to inspect or witness that phase of the
job or test.

The QC Engineer will monitor the completion of work inspection certificates by test team to ensure a
smooth and timely hand over of the plant to the commissioning team.

6.4. Documentation for Fabrication


ENAK shall set up a front-end construction team of engineers and experienced field men to review
project AFC packages for the fabrication and installation works.

6.5. Materials and Consumables Requisition /Procurement/Inspection


After review of AFC drawings and necessary modifications, the construction team will raise Bill of
Materials (BOM) for each work item and advance same to the materials department for
procurement, at least two weeks to the commencement of fabrication. Procurement shall be in
accordance with the Procurement Procedure.

Consumables shall be estimated from physical work quantities and field requirements for execution.

Materials and consumables supply shall be scheduled in phases to suit construction demand.

Adequate storage provisions shall be put in place for stocking project materials. Based on vendors
and manufacturer’s specification, additional measures shall be put in place to guarantee the safe
keeping of all sensitive project items.
6.6. Activity Control
Deputy Construction Manager shall be in charge of field activities. Approved method statements and
quality control procedures will be used to control all construction activities.

As part of the mobilization, experienced construction personnel will prepare realistic work method
statements while the QA/QC team will raise specific procedures for critical work items. On approval,
key construction personnel shall be briefed on guidelines for the work and they shall in turn
enlighten the entire work team on their respective job requirements.

Construction activities shall cover materials handling, metal cutting & grinding, fitting & welding,
blasting & painting, equipment installation, lifting and integrity testing.

Although construction sequence shall follow the approved schedule of execution, there shall be
room for reordering of priorities in the event of materials shortage or any other unforeseen
developments that could hamper progress of work.

6.7. Progress Monitoring & Reporting System


Based on a proven assessment system, all construction activities shall be quantified on a uniform
basis. This will present the work volume for each item as a percentage of overall work to be done on
this project.

For each work item, a job card will be raised that will give information on work value, duration,
material requirements, applicable procedures and method statements.

At the beginning of each day’s work a quick review of all job cards so far issued for the project will

Daily activity reports shall indicate phase of work in progress, works executed, constraints and
recovery measures for lost time.

Weekly reports shall present summary of activities and percentage completion for the past week
while monthly reports shall state major milestones accomplished.

The construction manager shall be the authorized personnel for release of construction progress
internally.

6.8. Yard Preparation


ENAK SERVICES Yards in Port Harcourt shall be the site for local yard fabrication. As part of
mobilization, dedicated workshop and storage space shall be allocated to NAOC project.

The following steps shall be taken to make the allotted space ready for construction:
 Clearing of areas of all redundant materials.
 Sharing of available space according to fabrication and storage requirements
 Provision of access to workshop and storage areas.
 Provision of facilities for materials handling.
 Set up support facilities.
 Position fabrication equipment, test-run and commission them for construction.

The Construction Team shall work closely with MATERIALS, FABRICATION, CASHES &
QA/QC Departments to ensure that provisions for construction are comprehensive and
covers requirements for the contract.

HSE Warning Signs shall be strategically placed within the workshop and a Yard Clinic set up
as part of our MEDEVAC provisions.

The Construction Manager shall draw up competent personnel list for specialized functions.
Only trained and certified persons in those functions shall be authorized to do them. Such
activities will include – equipment operation, electrical works, scaffolding and erection
works.

Personnel convenience and welfare facilities shall be provided as part of preparations. These
facilities shall include offices, workers changing room, canteen and yard clinic.

Construction Manager will liaise with the CASHES team to ensure that appropriate HSE
warning signs are strategically located within the yard and on high-risk construction
equipment as a constant reminder of the need for safety habits.

7.0 COST CONTROL


ENAK SERVICES Engineering Subsidiary shall employ various cost control systems in the conduct of
projects, from simple projects to complex projects.

ENAK SERVICES LIMITED shall employ database scheduling, accounting and reporting systems as
appropriate and is familiar with.

Experienced projects control personnel are on staff and are assigned to each project to support the
project management and shall provide clear and accurate reports to ENAK SERVICES LIMITED
management and to the NAOC.

8.0 PLANNING AND SCHEDULING


Planning of the project activities shall be by experienced ENAK SERVICES staffs assigned to the
project and guided by experienced management to enhance the ultimate successful completion of
the project.

Planning is exemplified by the preparation of the scope of work to be carried out on behalf of the
NAOC by the project team, expansion of that scope of work to the project procedures, work
breakdown structures, QA/QC procedures and other project activities required and assigned to
ENAK SERVICES Construction Department for the works.

ENAK SERVICES LIMITED Technical Department of the project teams shall prepare the project
procedures manual for the assignment and incorporate into the preparation of the Schedule, the
Project Budget, the Man-Hour, Material Forecast, Critical Path Diagram, work Breakdown
Structure, Cost Reports, Progress Reports, to the extent that the project assignment requires.

After thorough review of the project scope of work, ENAK SERVICES has drawn up schedule of
execution based on work item priority, material delivery plan and receipt of facilities release by
NAOC as follows: -
 Pre-mobilisation and Mobilisation
 Overall Project & Interface Management and Administration
 CASHES (Community Affairs, Safety, Health Environmental, Security) management
 Carry out detailed physical survey of the platform to carry out comprehensive assessment of all the
activities that requires repair, replacement and installation of new structural members/supports to
ensure that the activity complies with Company standards.
 Procurement of all consumable, bulk and project material required to execute the entire project
except the material provided by Company

 Provision and erection of scaffolds and other materials to provide working platform for all activities
required to complete the project
 Prefabrications of components required to facility installation works surface Excavation of ROW

be carried out (UTM).
 Cut off, uninstall, and remove all existing defective area of floor plates, supports structures (H-

areas of the platform for refurbishment and installation (welding) of new structures (H-beams, plate,
angle iron, U-channel, flat bar, round wire-rod, etc
 Non Destructive Test (NDT)
 Provision and installation of platform access ladder chain.

 Procurement of materials
 Surface preparation and protective coating of existing platform members that
 requires surface protection such hand rail, flat bar, H-beams, plate, angle iron, U-channel, flat bar,

The Schedules shall be produced using 'MICROSOFT PROJECT 2007' software. This shall allow for
reviews and progress monitoring.

Once established, the Plans and Schedules shall be monitored and appropriate actions taken to
guide the project to a successful conclusion.

9.0 ORGANIZATION AND RESPONSIBILITIES


The intent of this organization is to provide strength in individual positions by filling them with the
best-qualified staff available to ENAK SERVICES LIMITED and its Sub-Contractors.

Construction activities are organized in ten major phases, namely: -


i. Drawings Review
ii. Shop/Yard fabrications
iii. Surveys of the detailed physical survey of the platform
iv. Field Installation
v. Non Destructive Test (NDT)
vi. Provision and installation of platform access ladder chain.
vii. Surface preparation and protective coating of existing platform members that

9.1 ORGANIZATIONAL STRUCTURE


An organizational structure incorporating all the phases has been presented which contain
thereto the manpower requirement for Construction Management, Planning, Field
Operations and Support Services. QA/QC, Materials and Logistics Departments, shall
compliment the effort of Construction Team in executing this project.
9.2 KEY PERSONNEL RESPONSIBILITIES

The Project Director shall oversee the overall execution of the contract and, also relates

b) PROJECT MANAGER
The Project Manager shall coordinate the activities covered by the execution of the
contract and, as Contractor Representative, keep the appropriate contacts with the NAOC
for its representatives.
In particular He shall be responsible for:
 Compliance with, and fulfillment of, the project contractual obligations.
 Coordination of the activities of the various departments involved in the execution
of the job, in order to guarantee conformity with the design criteria, programs and
cost estimates.
 Implementation of the Quality Assurance program.
 Project detailed programming and the relevant updating together with the various
offices involved in the execution of the job.
 Analysis of the preliminary and final estimates and his definition of possible update
relating to the project.
 Supervision of purchasing, and subcontracts, including other issue, expediting,
inspection and testing activities.
 Analysis of work or change of the scope of work not covered by the contract, the
assessment of the consequent costs and agreement with the NAOC.
c) QA/QC CO-ORDINATOR
The Quality Assurance / Quality Control Co-Ordinator is empowered to identify and
initiate corrective action on any products, equipment or services rendered in their scope
of work which do not meet these requirement. He shall be the functional authority for QA
Management for the project.
His duties are:
 Direct the Preparation of the Project QA Plan in connection with the Project Manager.
 Ensure the Implementation of the Quality Assurance program.
 Verify that contract Quality requirements are specified to Vendors and Subcontractors.”
 Ensure the inspection and testing in compliance with established Q. C plans.
 Ensure the measures are taken in order to identify and prevent acceptance or defective
materials.
 Ensure collection of decantation and certificates related to materials purchased by ENAK
SERVICES and Subcontractors.

d) PROCUREMENT MANAGER
The Procurement Manager shall be responsible for the procurement of all materials
including Short-Fall required for performing the Construction and Installation activities as
provided in the contract.

His duties are:


In particular he shall ensure the activities for:
 Receiving material at the warehouse and their inspection against purchase order
documents.
 Purchasing and/or hiring of materials, equipment and operating means, their
transportation and customs clearance.
 Issuing of Purchase Orders (PO) on the basis of technical specifications.
 Supervising the collection, handling and storage of NAOC’s supplied materials.
 Handling, storage and shipping of materials as appropriate.
 Filling of all material documentation and certification as specified in the P.O.
 Coordination of all project inspection and testing activities carried out by the
materials/ equipment Inspection and Expediting.

e) CONSTRUCTION MANAGER
The Construction Manager is responsible for the correct and economic fulfillment of
procedures and working programs concerning the construction and installation activities.

In particular He shall be responsible for:


 The performance of the works according to the planned data, safety conditions
and in respect of the contractual terms.
 He shall manage the personnel and equipment available to carry out the
contractual work.
 He shall coordinate the logistic activities necessary to support the production line.
 He shall coordinate and verify the activities of his assistants, who are responsible
to ensure that every phase of work (welding, testing, coating, laying, etc.) are
properly executed, checked, and recoded.

f) PLANNING & SCHEDULING ENGINEER


The Planning & Scheduling Engineer is responsible for the following duties:
 Preparation, in cooperation with the Project Manager, of the overall and detailed
programs.
 Management of all programming means and /or systems.
 Preparation and collection of data, and working out of the job Monthly Report
taking information from other project functions.
 Analysis of the programs of the work carried out and is carried out, by preparing
statistical reports and suggesting actions for improvement.
 Preparation and implementation in cooperation with the Project Manager of the
cost control system.

g) PROJECT QUALITY ASSURANCE INSPECTOR


He shall be responsible for monitoring the quality related activities of the project and their
Documentation. He shall be under functional authority of the QA Manager at head office

safety conditions and in respect of the work scope.
 He shall manage the personnel and equipment available to carry out the scope of
work.
 He shall ensure the effective utilization of the logistic support activities necessary
to the good production and target work execution.
 He shall monitor the activities of his subordinates, who are responsible to ensure
that every phase of work (welding, erection, testing, coating, laying, etc.) are
properly executed, checked, and recoded.

i) CONSTRUCTION & FABRICATION SUPERVISOR(S)


The Construction & Fabrication Supervisor(s) for the project construction areas shall
deputise for and report to the Discipline Engineers.

j) CASHES (COMMUNITY AFFAIRS, SAFETY, HEALTH, ENVIRONMENTAL & SECURITY)


COORDINATOR
The CASHES Coordinator shall be responsible for establishing all safety rules related to the
project activities on site and verifying their implementation.

His duties are:


 Check that all equipment are approved in compliance with the local
Law/Regulation.
 Check that all Personnel Protecting Equipment to be utilized by personnel are in
good condition and compatible with Health and Welfare.
 Check that during the execution of all phases of work hygiene and safety rules are
applied.

signals, meetings, etc.

k) COMMUNITY LIAISON OFFICER


The Community Liaison Officer shall be responsible for establishing good relationship with

 He shall NOT ENCOURAGE capitulation to extortion from any community. Any
attempt at extortion should not only be resisted by promptly reporting to Public
Affairs Manager.
 He shall independently show a high sense of commitment to tile communities
where they are operating shall from time to time show tangible community
assistance efforts. NAOC ’s focal point shall be fully briefed on such community
efforts planned for the community.
 He shall not employ members of the community as Liaison Officers between them
and the communities, but shall appoint an experienced member of senior staff to
handle discussions and relations with the community on an on- going basis.
 He shall arrange periodic briefing session as the project progresses
 Particularly on Community Assistance for appointed projects.
 He shall ensure that each project progress review meeting are organized to ensure
that the community's view on the project is reasonably considered.

10.0 INTERFACE PROCESS OVERVIEW AND KEY INTERFACE POINTS


ENAK SERVICES LIMITED employs a Project Management Team approach wherein the Project
Manager is directly responsive to the owner (NAOC) in the conduct of project activities.

The team is established early through the selection of the Project Manager, the Construction
Manager and supporting team members including the Administrative staff for the operation of
project activities.

The Project Manager and the Construction Manager are further supported by the Project Engineers
and Site Supervisors who shall advise, monitor, and communicate the appropriateness and progress
of the project activities with the owner (NAOC) and the Project Management Team, as the project
activities shall be performed in more than one location.

11.0 WORK BREAKDOWN STRUCTURE

B. CONSTRUCTION
Construction formation and organization are structured to effectively and economically
achieve the project construction objectives.

In order to utilise National manpower resources to the maximum extent, ENAK


SERVICES shall apply both Direct and Sub-Contract hire for the construction work;
namely Offsite Fabrication Scope of Work and On-Site Construction Work such as Bush
Clearing, Ditching (Land Section), Welding, Erection, Painting, etc., shall be performed
by the direct hiring method.

Furthermore, Special Stationary Work, such as Construction of Temporary Facilities etc.,


may be subcontracted to National subcontractor under the supervision of ENAK
SERVICES Managers.

In both methods, for effective and smooth operation of construction, ENAK SERVICES
shall conduct Technical Training and tests for the Workers prior to commencement of
fieldwork as well as during the construction.

C. MOBILISATION
Further to exhaustive review of the construction scope of work, a comprehensive list of
requirements for executing the works shall be raised to address activity control,
resource management and progress monitoring.
Mobilization for construction will cover physical provision of the required
equipment/Tools and personnel resources and putting measures in place to ensure that
results are delivered on schedule.

All key personnel have been employed and already deployed on NAOC project while
skilled personnel requirements will be filled to suit the construction schedule. All skilled
personnel such as fitters, welder's, blasters/painters, etc shall be tested and certified in
accordance with ASME IX and AWS D1.1.
Equipment and tools for construction will be reliable and dedicated to this project. All
existing construction facilities from ENAK and subcontractors’ resources will be subject
to thorough overhaul and presented to NAOC for pre-mobilization inspection before
deployment to this project.

Equipment maintenance shall be one of the dedicated functions of our logistics team
that shall continuously monitor condition of all construction equipment to minimize
down time.
Equipment preventive maintenance schedules shall be raised and advanced to the
Supervisors in time to enable them plan for their release.
i. MOBILIZATION FOR OFF-SITE FABRICATION
The activities shall include but not limited to Pre-Mobilisation Equipment Inspection
and certification, Procurement/Collection of Materials, and Medical certification of
Personnel nominated for the Project, Welders Qualification Test

ii. MOBILISATION TO SITES CONSTRUCTION & INSTALLATION


The activities shall include but not limited to Pre-Mobilisation Equipment Inspection,
Community Relations activities with the Host community(s), with the NAOC’s CLO
involvement, Procurement/Collection of Materials, and Medical certification of
Personnel nominated for the Project,

Final movement of both Equipment with Personnel to the different sites, and
Establishment of temporary/mobile Site Offices with facilities.

Note: All activities within the vicinity of existing facilities shall Only commence
after securing approved relevant “Work Permit” e.g. Entry, Hot Work, etc., permits.

a) Pre-Mobilisation Equipment Inspection:


All equipment to be deployed for this project shall be assembled at ENAK SERVICES
construction base yard for inspection and certification (Pre-Mob) by the NAOC .

The majority of the non-Technical work force shall be employed from the immediate
Host Community, while the Technical Crew shall comprise of Company Staff in majority
and a few from the Host Community.

c) Medical Certification:
All personnel to be engaged for this Project shall be medically fit.

The certificate shall be presented to the NAOC prior to such staff mobilising to site.

d) Site Office:
Suitable Site Office with the necessary facilities shall be established for the Project.

e) Material Procurement:
ENAK SERVICES shall collect the Line Pipes and Fittings for the project supplied by NAOC
arrange for storage at the project sites (Work Locations).

ENAK SERVICES shall inspect and take inventory of all these Materials and revert to the
NAOC in the event of any discrepancies and/or damage identified.

Other Materials to be supplied by ENAK SERVICES shall be delivered to VIB in


Portharcourt for Inspection and approval by NAOC prior to use and/or delivery to site
as and when required.

f) Materials Handling
Special care shall be exercised in the handling of all materials and equipment in order to
minimize damages to paintwork.
 All painted items shall be lifted with load belts only.
 Sling wires shall be used only on items that have pad eyes.
 Large loads shall be lifted with spreader bars appropriate for the load rating.
 Cranes, lifting shackles, slings, and belts etc shall be used in lifting operations.
 The lifting accessories shall be colour-coded ones.
 Items shall be arranged on the vehicles and barges in such a manner as to ensure
protection of paint-works and materials.

Generally, all lifting, loading and unloading operations shall strictly conform to approved
Procedures.

Sensitive equipment and tools such as computers, printers, UT, digital thickness gauge,
etc shall be stored in containers on foam materials to cushion vibrations.

Purpose built jigs; supports shall be employed for the transportation and storage of
fabricated items, equipment and other materials, sea fastenings shall be used for marine
transportation.

g) Land Transportation
Trailers and self-loading vehicles shall be used to transport materials, equipment and
pre-fabricated items from our VIB Worji Workshop to site.

Vehicles carrying wide loads shall be flagged red. A traffic control car with flashing
warning light shall also precede the vehicle to warn in-coming traffic.

A bus shall be provided for movement of staff form the SITE accommodation to the work
sites.

The vehicles shall be the ones pre-mobilized for the project.

h) Incidental Activities
i. Rigging Studies
To manage hazards associated with lifts, a detailed study of options for a particular
lift shall be carried out. With regards to safety of the operation and available
facilities, a rigging plan shall be presented prior to commencement of lifting
operations.

Lifting plans shall be drawn up if the risk assessment shows the risk factor is high and
if the lifting procedure is a transfer type lift or double hook arrangements.

Detailed consideration shall be given to lifting equipment capacity, vendor lifting


requirement and site conditions.

Drawings will be produced to specify spreader bar requirements, lifting equipment,


lift radius, travel, slings and shackles selection. Necessary inspection certificates for
slings, shackles and lifting equipment will be attached as part of the rigging plan and
they must be colour-coded.

ii. Seat fastening


Purpose built jigs, load chains, wedges and supports shall be employed to fasten
materials, equipment and prefabricated items to maintain stability of the items on
the vehicles.

The fastening shall be applied in such a way that will ensure stability and ease of
removal without damage to the materials or equipment.

iii. Safety
In conjunction with the CASHES Department, a mobilization safety instructions/talks
shall be organized for the mobilization team.

The safety instruction/talks shall cover safety precautions in materials handling,


rigging, loading, and road transport. Also marine safety and man overboard rescue
procedures shall be included.

All personnel working on the barge at the jetty or near the jetty shall be Provided
with life vest. Appropriate personal protective equipment (PPE) shall be Provided
and worn by all personnel involved in the operation at all times.

Generally, all personnel employed for this project whose job activities take him/her
to or near jetties, rivers, and seas shall undergo medical and swimming test prior to
deployment.

D. OFFSITE-FABRICATION:
This phase shall commence in the Base Yard after Equipment Inspection (PRE-MOB).
Welding Procedure and Welders’ “Qualification Test” shall be conducted prior to
commencement of pre-fabrication of components of the Facility (Facility): Piping,
Structure, i.e. Headers, Support Brackets/Clamps, Pipe Spools, etc.

During the process of this phase of the project, Office facilities shall be provided for
NAOC ‘s personnel on the project.
NDT shall be conducted on all pre-fabs.

All pre-fabs shall be coated with the appropriate base paint prior to movement to site
for installation.

E. SITE CONSTRUCTION WORKS


The activities are divided into segments viz:
a) ACTIVITIES
 Surveys of the detailed physical survey of the platform
 Field Installation (welding works)
 Non Destructive Test (NDT)
 Provision and installation of platform access ladder chain.
 Surface preparation and protective coating of existing platform members that
 requires surface protection such hand rail, flat bar, H-beams, plate, angle iron, U-channel, flat bar,
round wire-rod, etc.
 Provision and installation of platform access ladder chain
 Provision and replacement of the corroded 2” drain line and installation of pipe support
 Provision and installation of AGO storage tank support
 Provision and installation of battery room door
 As-Built documentation
 Clean-up site, Reinstatement and demobilization

Upon arrival on site and setting-up of site facilities for the project, prior to its
certification for third party facility location no excavation can be performed.

Construction work shall commence thereafter i.e., Welding Works, Installation works ,
etc.

F) NON DESTRUCTIVE TEST (NDT)


All site works shall be subjected to NDT:
i. Site-Fabrication:
This phase shall commence upon arriving site and continue throughout the
greater part of the site construction duration.
All Site Fabrications shall be subjected to NDT, and coated with the appropriate
paint prior to installation.

ii. Pipeline Route Survey:


This shall be done to identify and confirm the actual depth, size, and total
number of Underground facility crossings previously established using metal
detectors, to enable raise the request for the necessary “Work Permits”.
iii. Blasting
Completed piping spools and structures (weld joints) that have passed all
required NDT examinations shall be conveyed to the blasting booth and placed
on steel supports. The items shall be blast cleaned to bare metals conforming to
relevant standards, Project Procedures and NAOC’s Standard Construction
Specifications.
iv. Painting
All installed steel works above water and ground shall be coated with the
appropriate finishing paint shed/code, to NAOC ’s Standard Specification.
v. Hydrotest
After completion of Pipeline Cleaning by flushing the pipeline internal surface
with clean water, make several runs of cleaning/brush-pigs, closed with test ends
Fill the line with inhibited water and pressure-test to specifications.
Final tie-in the pipeline segment to Pig Launcher and pipeline section with a
golden weld. Dewater the entire pipeline system.

All relevant data shall be recorded in the pressurization log and shall be made
available to NAOC site representative(s).

H) PRE-COMMISSIONING WORKS
a) Punch List Work Items:
All punch list work items shall be carefully completed to the satisfaction of the
NAOC site representative(s).

I) COMMISSIONING:
Following the satisfactory completion of all Punch List Work Items and Successful
Hydrotest, and Inspection of all the Works, the Facility shall be finally commissioned.

J) POST COMMISSIONING WORKS


Following the satisfactory commissioning of the Facility, final touch-up and full painting
of the newly installed iron works shall be completed prior to demobilisation.

K) DEMOBILISATION:
a) Site Clean-up:
Although site clean-up is a continuous exercise throughout the duration of the project,
the project site shall be finally cleaned-up of all scrap materials by the Environmental
Team, and all such scrap loaded out of site to NAOC specified scrap yard.
b) Removal of Contractor Equipment / Surplus Materials.
All contractor’s equipment on the project site shall be removed, the last being the
Offices and Facilities.
All surplus Materials both contractor and NAOC supplied shall be loaded out to NAOC
yard.

Inventory of all material shall be reconciled prior to Hand over and final
Demobilisation.
c) Project Close-out
As-Built Drawings and Final Documentation shall be compiled, bound in folders and
submitted for NAOC ‘s approval and retention.
Upon NAOC ‘s. approval, the Completion and Acceptance Certificates shall be issued
to ENAK.
All project activities shall be executed in line with the Project Execution Schedule.

12.0 PROJECT MANAGEMENT


a) Project Team
ENAK SERVICES LIMITED shall employ a Project Management Team approach wherein the
Project Team is directly responsive to the Client NAOC in the conduct of project activities.

The team shall be established early through the selection of a Project Manager, a Project
Engineering Manager, Engineering Coordinator and Project Engineers and supporting team
members including the Administrative Staff for the conduct of project activities.

The Project Manager and the Project Team are further supported by the Project Director
who advise, monitor and communicate appropriateness and progress of the project
activities communicating with the owner NAOC project management team.

b) Progress Reports
Progress reports are issued on a regular basis as demanded by the project procedures.

Progress reports reflect accurately the expenditure of time, materials, and progress of work
items, which contribute to the completion of the project.

Project reporting is done both through written mode and on regular basis by meeting with
the owner NAOC at appropriate meeting sites, which are conducive to the conduct of
project activities.

c) Project Coordination Procedures


Project coordination procedures are set forth in detail in the project procedures manual
and are adhere to specifically during the conduct of the project by the project team
including subcontractors and other In-houses to the project /owner NAOC.

d) Document Control
ENAK SERVICES LIMITED shall establish for the project procedures for control of
documents internally in-house and the control of documents to owner NAOC in a manner
to achieve project security and to provide an audit trail of the origin and disposition of all
documents pertaining to this project.

e) Warehousing and Materials Management Plan


All equipment and materials shall be controlled by ENAK, which shall provide a central

All materials shall be checked upon receipt for quality, quantity, conformance with
specifications, damage and tag or identification number, and entered on stock cards.

A material receipt report and, if applicable, an overage, shortage or damage report shall be
prepared. Issue of materials shall be made on a materials requisition form signed by a
signatory from a limited list of persons authorized by the Construction Manager.

f) Manpower control
Manpower control aims at mobilizing workforces with the required trade skills and in the
required numbers according to the manpower resources plan and shall help ensure that the
workers exert their expected level of productivity.

Technical Management shall ensure that the workforce is sufficient and has the degree of
skills required.

The craft supervisor shall provide drawings, specifications, materials list, etc. to the
foremen, together with the appropriate work orders.

The foreman shall then organize his particular section to carry out the work, ensuring that
materials, tools, and equipment are readily available.
