Verbal Order of the undersigned during the Command Conference held at the National Headquarters, PNP on April 23, 2018 to conduct national accounting of PNP personnel 2. PURPOSE: This Command Memorandum Circular (CMC) sets forth the general guidelines, procedures, and tasks of concerned Offices/Units of the Philippine National Police (PNP) in the National Headquarters particularly the Directorate for Personne! and Records Management (DPRM) in the conduct of PNP Personnel Inspection and Accounting throughout the country to get rid of “lubog na pulls," those who are moonlighting, PNP personnel cn AWOL, 15/30 PNP personnel, and those who went on unauthorized leave abroad 3. SITUATION: ‘The PNP organization under the new leadership. is bent on instituting reforms in the aspect of discipline, competency. and commitment of PNP personnel to their ‘sworn duties Ar present, the PNP has # total svengtn of 193 107 comprised of uniforms: end non-untormed personnel. However it is confronted with a problem on PNP personne’ nationwide monitored as “lubog or those who report to their respective units 15/30 or only during payday. those personnel who are meonilighting, on AWOL but not reported by their respective officesiunits and PNP personnel who are trav ‘abroad without travel authonty ere Such situation greatly affects not only the unit concemed bul the whole PNP organization's efficiency, effectiveness and reputation as an agency serving public interest 4, MISSION: The PNP shall implement the OPLAN “DISIPLINA” in order to run after PNP Personne! who are in such status and to impose upon them the corresponding ‘agministrative sanctions, to include their immediate superiors due to dereliction of duty and doctrine of command responsibility 5. EXECUTION: a. Concept of Operations: 1) The Directorate for Personnel and Records Management (DPRM) is the OPR in the conduct of inspection and audit of PNP personnel nal Units of the PNP nationwide, 2) A committee shall be created to conduct monthly assessment evaluation and to propose necessary adjustments or modifications in order to ensure the successful implementation of this CMC, 3) The committee shall prepare monthly reports with assessmentlevaluation and recommendations to the CPNP cn the activities and operations conducted, 4) Eight Teams composed of competent and dedicated PNP Personne! shall be organized coming from the different divisions of DPRM and Internal Affairs Service (IAS) 5) The organized team shall conduct inspection and audit upon the directive of the CPNP or the Chairman of the Committee based on the report of monitoring and validation provided by the Inteligence Group (1G) and other sources of information, 6) Upon order. the Team shall procead to the targeted unit/s for the conduct of inspection and audit of their personnel based on the validated report, 7) PNP personnel whose absence is unauthorized during these surprise inspections shall be administratively charged for Neglect of Duty as defined and penalized under NAPOLCOM MG No 2016-002, and page 2 8) Provncial i mediate supere’s who wi 2 feund nol taking egal action aganst these “lubog na pals, lighting, on AWOL. 1: PNP personnel, and those who went on unautnorized leave abroad. shall be releved from ther post ano corresponding administrative case wil be fled against them.
