Management's ability to empower construction equipment is affect the performance
of the Contractor to execute the work, to achieve quality, appropriate cost, meet schedules
and work safely.

Selection of types and sizes of the tools is affect the performance of


implementation. Construction Superintendent and Construction Equipment Superintendent
work together to choose the construction tool to be used. They should be familiar with
the various construction tools

1. Purpose

The basic aim is to optimize the financial benefits/project financing investment


and protect the investment interests of stakeholders.

The purpose of maintenance plan are:

• Maintain vehicles and heavy equipment in conditions of Safe Operation. To ensure


heavy equipment and vehicles operated optimally. And improving the life time of the
vehicle/heavy equipment.
• Decrease the number of faulty operation in the field.
• Decrease the number of limited access due to failure of the vehicle.
• Meet the requirements of the manufacture. Including the treatment inside and the
outside of heavy equipment and vehicles.
• Implement a system of maintenance history recording of heavy equipment and
vehicles.
• Implement the insurance programs and warranty.

Contractors adopt a philosophy of Continuous Improvement, including the


management of heavy equipment and vehicles. Therefore the Contractor will review,
update and improve the procedures. The maintenance aims to ensure the vehicle or
construction equipment is in good condition and can be used. Therefore, maintenance of
vehicle and construction

Equipment covers physical examination inspection and permit, examination and


processing of legal documents ( permits-licenses such as STNK, KEUR, SILO )

CEM Superintendent is responsible in implementation of maintaining of


operational vehicle and construction equipment. Based the purpose of maintenance,
maintenance is grouped in 2 (two) categories, are:

• Preventive Maintenance
• Corrective Maintenance

2. Scope Of Work

The following explanations include criteria for Construction Equipment


management, maintenance of construction equipment procedures, maintenance of

construction tools and operational vehicle plan, and Plan for procurement and financing of
vehicle and heavy equipment

By following the procedures and plan so the contractor can working with safely
and effective.

3. Definition and Abbreviation The following words and phrases shall have the meanings
hereby assigned to them, except where the context otherwise requires;

II. ORGANIZATION
a. Organization chart

b. Roles and Responsibility

The main responsibility of construction equipment management ( CEM ) team in this


project is giving the full support to activities in the project through the management of
equipment such as provide the equipment, equipment maintenance, equipment
distribution, equipment operation, and preparation of documents related with the
equipment. CEM also responsible to prepare work plan related distribution,
maintenance, inspection and certification of equipment, including to prepare the
operational manuals of equipment.

➢ Construction Equipment Superintendent


• Leading CEM Department of PT. BASO SEJATI PUTRI LESTARI
• Assist Project Manager and Construction Team to planning the tools
• Assist project manager and project control to allocate the equipment and to
anticipate the changes of amount of resources and the number of needs.
• Responsible to make sure the equipment and the vehicle in a good condition for
use.
• Dividing the tasks of supervision, maintenance, inspection, and operation, and
handling the document of equipment.
• Provide weekly reports to the Project Manager and the other team as directed
Project Manager
• Lead the work related to the organization safely and Operational Excellence.
• Coordinate with the leaders of HES in the preparation of the manual operation of
equipment.
• Coordinate with the Procurement Team to prepare the Procurement Plan and must
be approved by Project Manager.

• Update the work plan in line with the recent changes of the procedures
applicable in the company.

The contractor will assign the standard of qualified technicians to ensure the
maintenance in accordance with the specifications for each unit of equipment and
vehicles. For this case the Contractor will perform:

❖ The responsibility of the driver:
• Only drivers who have a permit, active driving license , and decent work (fit
or duty) are allowed to use the vehicle, so the things that can damage the
vehicle does
• Vehicles must be inspected by the driver uses a form of Pre-Trip Inspection
(PTl) and verified by a team of HES. Each case of deficiency or anything that does
not meet the requirements should be immediately reported to the CEM team, to
do further action and maintenance.
• The driver must comply the safety riding procedures and comply the duration of
safety riding.
❖ The responsibility of a heavy equipment operator
• The only operator who has a license, certificate, and decent work (in good
conditions) is allowed to operate the equipment, so the factor of human error in
operations of equipment can be minimized.
• Heavy equipment operator is responsible for keep the equipment which
he/she used clean every day.
• Operator must ensure the equipment will be used is in good condition by the
following the procedures or manual user of the equipment.
• Heavy equipment should be checked by operator every day and each case of
deficiency or anything that does not meet the requirements should be
immediately reported to the CEM team, to do further action and maintenance

Heavy equipment and contractor vehicles will be operated and maintained in good
condition. Category of maintenance plans are grouped into 3 (three) categories as
follows :

• Regular Maintenance, should meet at least the manufacturer's manual


• Maintenance large (major), carried out according to the results of diagnosis
and evaluation of mechanic.
• Maintenance of emergency (emergency maintenance) conducted at work sites.

➢ Inspection and Maintenance Plan of Operational Vehicle :

Daily inspection by the driver

• Inspection and regular maintenance (e.g. every 2500KM) and multiplication is done by
a CEM team. minor treatmentssuch as replacement tires, carried out in the work area.
Major maintenance and/or routinely carried out in yard/workshop belonging to the
contractor.

➢ Examination of legal documents and license /certificate (STNK, KEUR) is carried out by a
CEM Team (admin) every week using a vehicle card or alert systems on the
spreadsheet.

• Checking the validity period of the Company permit is carried out by the CEM team
(admin) and arrange permit from the Company together with a team of HES
Contractors.

• Checking of the age of the vehicle is carried out by the CEM team (admin). Age of
vehicles used by the Contractor must meet requirements of the Company.

➢ Inspection and maintenance plan heavy equipment :

Daily inspection by the operator

. • Inspection and regular maintenance (e.g. every 200 hours of work excavator) and

➢ multiplication is done by a CEM Team. Minor treatments (such as the replacement of


oil filter) is conducted in the work site in accordance with the HES procedure. Major
maintenance and/or routinely carried out in yard.

• Examination validity period of legal document and the licenses/certificate (SILO) is


carried out by the CEM Team (admin) every month using the vehicle card or alert
system on the spreadsheet.

• Checking the validity period of the Company permit is carried out by the CEM team
(admin) and arrange permit from the Company together with a HES Team.

• Checking the age of heavy equipment is carried out by a CEM team (admin). Age of
heavy equipment used by the Contractor must meet requirements of the Company.

V. IMPLEMENTATION OF TESTING AND MAINTENANCE

CEM Maintenance supervisor is responsible for performing maintenance in a safe


condition. If there is an interruption of treatment, or symptoms are not safe, then it should be
immediately reported to CEM Maintenance Supervisor before being used/operated.

If the heavy equipment/vehicles used do not give the expected results, CEM
Maintenance Supervisor is responsible to solve the problem or to consult with superiors
before the equipment reuse. CEM Maintenance supervisors are responsible for ensuring the
machine / vehicles are safe to use and meets the applicable regulations, to produce
optimal productivity. The contractor will provide Maintenance Shop area outside the
Company Area, and in this shop there are stock of spare parts. Contractors provide

permanent personnel every day, and he is responsible for performi ng the routine
maintenance recommended manufacturers, such as cleaning, lubrication, tuning control
devices, replacing the lamp, and more. Corrective and maintenance action generally also
include finding and isolating the damaged section. When a failure module is found, it must
be reported to the Depot. Depot will provide replacement parts, and after the component
is received, then the mechanic doing the replacement of damaged components and handed
back the failure part to the depot for recorded within 3 days after installation.

Depot is responsible to Repair of mechanical components that are returned from


mechanis.

Implementation of maintenance are grouped into 3 (three) main categories below:

• Routine Maintenance
• The maintenance is carried out at the time of heavy equipment/vehicle is still
in the period of work (on service).
• Schedule by day/usage meter. o The maintenance such as Visual Inspection,
hygiene, functional testing, inspection lubricants, and other.
• Maintenance Test o Maintenance using test equipment to check for heavy
equipment / vehicle.
• This treatment is done in conditions of heavy equipment/vehicle were not given
workload.
• This treatment such as check balance, spooring, and more.
• Diagnosis Test
• Testing Is done to heavy equipment / vehicle after something unusual , for
example, after malfunction , after the parts were unloaded and replaced, and
more.
• Diagnosis is done when the heavy equipment be expected to have suffered a
decline in performance, decreased function.

CEM Maintenance Supervisor is responsible to make sure these procedures are applied and
implemented.

VI. PREVENTIVE MAINTENANCE PROGRAM


a. Dally Inspection
• Initial Inspection from Depot
• Heating Machine.
• Visual inspection of the bus floor, the vehicle floor, the cabin floor heavy
equipment.
• Checking tire condition.
• Checking to make sure there is no leakage of oil (or fluid).
• Pre-Trip Inspection (PTl)

• Every day, the driver must inspect the vehicle shortly after being kicked out of the
garage. If found the interference immediately reported to the CEM team.
• accessibility, or could cause damage to other components, then the vehicle should not
be used.
• Maintenance Card
• The report interference problems from the driver or operator to the CEM
problems that come from PTl or when the operation should be recorded on the
Maintenance Card.
• Maintenance Card contains specific problems and specific time.
• Maintenance Card continued to head of mechanic for the coordination of actions
repair/maintenance.
