Course Description

Course Overview

In this course, we mainly discuss how to perform charging data setting


in C&C08 switching system. The associated commands and their
sequence are introduced.

Course Objectives

1.1 Principle of Charging System

The basic principle of charging is that the calling subscriber pays for
the call. Take phones as example, the charge for each call is related
with the distance of the call (the charging rate for a long distance
call and a short distance calll is always different); and with time
length of call; with the date and time of call(the charging for normal
work day and holiday are different; that for different time zone in
the same day are also different). The charging standard is usually
determined by the carrier as required of the local conditions.

The charging is performed automatically by the Switch. The


precondition for performing accurate charging is to correctly set up
the charging data. For there are numerous related commands, the
corner stone of charging data setting is how to organize these
commands and execute them in the right sequence.

In C&C08, the tariff structure consists of two parts: charging


analysis and charging operation.

Charging analysis comes first:

When a call is made, the charging system inquires the charging data
registered to get the following information:

1) The charging attribute of the caller and the called.

2) Which kind of bearer service is used?

3) Which charging case is applicable?

Based on the result of analysis, i. e. the charging case adopted, the


charging operation is used to record charging evidence.

However, this step is always related to which charging method used.

Charging method

Generally, detailed ticket and meter are two basic methods deployed
in charging system.

Detailed Ticket•F The detailed ticket is a charging method which


provides a detailed information about the call, such as the billing
situation, the call complete time, call duration, caller and called
number etc. The output of detailed ticket is one bill for one call.

Meter Table: C&C08 switch provides 10 meter tables for each


subscriber and trunk group, we name them from meter table 1 to
meter table 10. Considering distance, service attribute, the switch
converts each call duration into pulse amounts added up in the
corresponding meter table. So the output of Meter is one bill for
many calls.

Nowadays, charging system in the switch usually records the call


evidence (mainly call duration or the number of bearer channels
occupied) and the real tariff will be calculated by the billing
software in the billing center.

In this section, we concentrate on some basic concepts for the


newcomer in the field. For those experienced readers can just skip it
, and refer to this section when necessary.

Before looking at the data setting, some definitions have to be


clarified.

Charging Category

In C&C08 system, totally 4 charging types are defined: periodic,


immediate subscriber table, immediately send to printer, and free of
charge•B

Periodical: Periodical charge is such kind of charging, with the


tariff collected regularly (usually one month) and most of the
subscribers belong to this category. In the C&C08 system,
periodical charge only records the call charge, with the additional
charge given by the off-line billing system.

Immediate Subscriber Table: Immediate subscriber table is used


to charge the caller by times and its tariff includes call charge as
well as additional charge. Following services adopt immediate
subscriber table mode: calling with a IC card, calling via a pay
phone (such as coin box, public call office).

Immediately sending to Printer: A kind of immediate charging


method is used in business center. When a call has been made, the
detailed charging information will be immediately sent to a
dedicated computer which will calculate how much the caller owns
and then redirect the result to a printer, the bill will be printed out
immediately.

Free of charge: any calls made by this kind of subscriber is free of


charge, but the call situation will be recorded in detailed ticket
mode.

Charging Source Code

Charging source•FSubscribers or trunk groups with the same


charging attribute can be categorized into the same group. The
callers in the same charge group are assigned to same charging
source and own the same charging method and tariff, i. e. when they
call the same number, they must be charged same. During the data
setting, usually one charging source code is enough if not otherwise
required.

Called charging source: Though the basic principle of charging is


that the caller pays the call, it is not always the case. Sometimes, it
requires the shared charging between the caller and the called. In
order to charge the called, we introduce called charging source code.
Since this situation rarely happens, here we will not go into the
details.

Charging selection Code

Charging Selection Code: This parameter is dedicated for the


called prefix. For those called prefixes grouped into the same
charging selection code, when those subscribers of the same
charging source calls any one of them, the same charging tariff rate
must be given.

Charging complaint

Charging complaint•FIf a subscriber questions about his tariff,


the operator can modify subscriber data to enable charge complaint

function. Then, each time the subscriber originates a call, the


charging system will generate a additional ticket recording the
detailed call information, which is special for subscriber inquiry.

Section 2 Charging Data Setting

When a new subscriber data is added into the database, it must


experience the verification of the charging source code. A valid
charging source record must be defined in the charging data
previously.

So you are recommended to set up the charging data after


completion of the configuration data.

2.1 ADD CHGANA to Add a Charging Case

This is a most important command in charging data setting. The


detailed charging regulations are specified to a charging case.

CMD: ADD CHGANA: CHA=1, CHO=NOCENACC,


PAY=CALLER, CHGT=PLSACC, MID=METER1, MICS=0;

This example is used in non-centralized charging case, the caller


pays the call and the meter table method is adopted.

•yCharging Office/CHO•z

Non-centralized office is the usual case. Centralized office is used in


the toll calls (or international calls) when the toll office charges all
the incoming calls, in this case , for the other offices, they only need
to send the calling number.

•yPayer/PAY•z

Usually, it is the caller who pays the call.

Free and No charge are two different methods to escape charging.

In free case , the detailed call information will be recorded, while


No charge will result in none call evidence in billing system.

That third party pays the call is an enhanced function. The


subscriber can assign a dedicated subscriber number or a specified
bank account. The three following parameters are only used by the
third party charging: BNA ( charging dnset ), BNT (charging
number type), BDN (charging number).

•yMinimum Charging Time/MICS•z

When the called answers, the switch will not charge the subscriber
until the minimum charging time expires. But in the usual case, the

charging starts immediately when the called answers the call, so 0


is the default.

You can set the value according to actual requirements.

There is a supplementary service only for ISDN digital subscriber


called UUS Service, i.e. subscriber's data can be transferred via D
channel in the form of signaling. In this case , the charging should
be based on the byte quantity. So following 4 parameters are
introduced: VA, PA, VB, PB.

For the detailed information about UUS, please refer to the Course
ISDN.

2.2 Modifying a Charging Mode

Charging regulation varies from date to date and even for the same
day, it may vary from time to time. So we use charging mode to
describe various charging rate and discounts under various time
zones for a charging case.

E.g.•FFor charging case 1, there are two time zones for each day:
time zone 1 21:00- 7:00, time zone 2 7:00 -21:00. There is 50 %
discount in time zone 1 and none for time zone 2. For the meter
table, just every 3 minutes takes one pulse. No distinctions lie
between the normal work day and the holiday.

The charge for holidays may differ from that of week days. The
C&C08 provides one fixed options 'normal workday' and several
user defined date type 'category 1~5'.

'Normal workday' is the option by default, if no otherwise described,


it is assumed that all charging follows the regulations for 'normal
working day'.

This field only validates for immediate charging. For the periodical
subscriber, all the tickets just tend to give some evidence to record
phone calls, the actual tariff will be calculated by the billing center,
where, all the tariff rate and discount have been defined. So, here we
select the default option 'Normal working day'.

•yTS/ Time Zone Switch Point 1~8•z

When the tariff rate varies from time to time, then we can realize it
by dividing one day into several time zones, the format is
'HH&MM'.

We define switch point here for each time zone and what we fill in
here is not the beginning point but the end point of each time zone,
i. e.

If there is only one time zone, that is no specification for the time
zones, the command is just like the below::

It describes the meter jumping method of each time zone. The


starting point for charging is that when the called answers the call,
then within the TA seconds duration, the meter jumps PA pulses,
when TA seconds expires next for every TB seconds jumps PB
pulses.

For the calls intra office, we generally adopt such a method: in the
initial 3 minutes generating 1 pulse, then 1 pulse for every 3
minutes .

•yAGIO1~8/ Time zone1~8 discount •z

It is optional and 100 is the default choice.

If filled in 60, it indicates a discount of 40%, if filled in 100, it


indicates a discount of 0%, that is no discount.

2.3 Add CHGIDX to Add a Charging Case Index

Now we come to the step of charging case apply.

In the called prefix analysis, different prefixes with same charging


attributes fall under one charging selection code. Here, same
charging attribute means that a subscriber calling to these
destination codes will be charged the same.

E.g. When the subscriber of charging source 1 calls the prefixes of


charging selection 4 will be charged according to charging case 1.

2.4 Modify Subscriber Charging Attribute

E.g.•FSet the charging attribute for the subscriber 8880000, its


tariff is collected periodically and enable its charging complaint
function and set its charging source code as 0.

•yCharging Category /CHT•z

Four options: periodical, free of charge, immediate subscriber table


(home meter), and immediate sending to printer.

Most of subscribers are periodical user, whose tariff is collected


every month.

•yCharging Pulse / PLST•z

When a subscriber employs immediate subscriber table, then there


are 3 options : 12 kHz, 16 kHz and polarity reversal, which can be
defined by this parameter.

•yCharging Complaint/CD•z

If a subscriber questions about his charging, the operator can modify


the subscriber data to enable charging complaint function. If it is set
up as “1”, the charging to such subscriber will definitely
additionally generate a detailed ticket in complaint format,
otherwise not.

•yCharging Source Code /RCHS•z

It indicates which charging source the subscriber belongs to. the


sampling is 0~255, of which 254 is a wildcard designed for inquiry,
and 255 is used to indicate no charging.

•yCalled Charging Source /DCHS•z

It indicates which called charging source the subscriber belongs to.


Since there rarely is any requirements for charging the called , 255
is always used.

2.5 MOD CNACLD

Since the charging selection code has already been defined in the
"ADD CHGIDX", it can be directly deployed now.

E.g Modify the service prefix “888” with the charging selection
code 0.

2.6 Others Commands Involved

2.6.1 Date Type

There are one fixed date type: normal working data and 5 user-
defined date categories.

Normally, date type of each day can be referenced from the week
type analysis table. If the date type here conflicts with the setting in
week type analysis table, the priority order is: from date type 5 to
date type 1, then the normal working day. For example, Jan. 01 is
Friday, it's date type is date type 2 from the date type table, though
it is date type 1 from the week type analysis table, in the end it's
only date type 2.

The command ADD CHGCX only stipulates the charging case


for calls intra a centrex group. When the centrex subscriber makes
out group call, the charging data setting is treated in the same way
as the common subscriber.

E.g: For intra group calls of Centrex group 2, use charging case 2.

2.6.3 Supplementary Service Charging

There are two methods for supplementary service charging:


charging by duration or charging by view.

In the first case, add a supplementary service periodical charging,


and limit subscribers' bearer capability, then each time subscribers
use the corresponding supplementary service and will be charged by
the specified charging case. This option is only valid for such
services as call waiting, three party call, conference call, outgoing
call prompt.

E.g When the subscriber of charging source 0 uses call waiting


service, it applies charging case 3, in the charging analysis of
charging case 3, you can further define the charging scheme.

In the second case, the charging is based on how many times the
service has been applied. You can select fixed tariff by the detailed
ticket rate or meter table pulse.

E.g Each time when the subscriber of charging source 0 activates


outgoing calls barring, he should pay as much as one pulse of meter
table 1 cost.

2.6.4 Charging Starting Point

The default charging point starts when the called party answers the
call and ends when the connection releases.

The system provides you a way to customize the charging point


with command ADD CHGPNT.

The called prefix must be specified when use this command.

E.g. When the subscriber of calling source 0 calls the prefix 010,
the charging starts when connection has setup.

2.6.5 Modify Meter Tariff Rate

For all meters , the default traffic rate is 10 cents. You can change it
according to your regulation with command MOD MTTR.

It includes the meter table 1•` 10, 16 kHz, 12 kHz, trunk charging
pulse, of which the 16 kHz/ 12 kHz pulse refers to the charging
pulse sent by the switch to the subscriber and trunk; trunk meter
pulse refers to the charging pulse received from the outgoing trunk.

Unit price of a pulse.

2.6.6 Add Intra Office Grouping Charge

For intra-office calls, we use the charging source code to describe


both caller and called. And for outgoing calls, the charging selection
code is used to represent the called.

This table stipulates charging cases for intra-office calls, i. e. how


to charge the caller ( represented by the caller's charging source
code), when he calls the subscriber who is also in this office (
indicated with the called' s charging source code). Meanwhile if
there are ISDN subscribers, the case may be different if different
service is used.

E.g•FFor the subscribers of charging source code 1, they should be


charged by the charging case 1 when they call each other.

caller side.

representing the called side.

•yBearer Capability/LOAD•z

It refers to the ISDN bearer capability. Different charging case


could be defined for different bearer capabilities subscribed.

The system provides the following options•Fspeech ASL call


ASL, speech ASL call DSL, speech DSL call ASL, speech DSL call
DSL, all speech service, unrestricted digital information, restricted
digital information, 3.1 kHz audio service, unrestricted digital
service with tone, video.

For voice service, 'all speech services ' includes Speech ASL call
ASL, Speech ASL call DSL, Speech DSL call ASL and Speech
DSL call DSL.

•yCharging Case /CHA•z

Here we just assign a charging case number and the details for this
charging case is defined in charging case analysis table.

Section 3 Cases Analysis

3.1 Overview

Nowadays, charging data setting in the Switch is much more


simplified and it tends to rather record the call evidence than
calculate the tariff. The tariff is calculated by the billing software in
the billing center.

Setting up the charging data must follow the steps as below:

(a) Analyze the charging requirements and divide into several


charging cases and assign the same charging selection to those
prefixes with same charging attribute.

(b) Convert each charging case into charging data.

(c) Originate calls and enable the real time ticket tracing to
verify the charging information.

3.2 Examples

3.2.1 Charged by Meter

E.g. To charge intra-office calls, the number allocation is

Requirements•FUsing meter table 1, one pulse for every three


minutes, each pulse cost 20 cents.

3.3 Verify the Charging Data by Ticket Trace

After data setting, you can verify the data setting by the ticket. Here
the system allows you to view the charging information in the
switch directly without fetching ticket.

Actually, the charging information is just sent to the current WS for


you to view, therefore it will not be saved into ticket file.

E.g•FAfter data setting, to originate calls with telephone number


8880000 then check the ticket.

There are three options: the subscriber calling, the subscriber called,
and trunk group, of which the subscriber called is only used in the
case of charging the called.

% Attention

The number of subscribers traced by a module ticket must be less


than 10.

On the completion , we must disable this function with the


command STP BILLTRAC. This command will terminate all ticket
tracing running on the current WS.

Summary

In this course, we mainly discuss about how to setup charging data


correctly.

For those who first touch the charging tables, it is better for them to
grasp the thread of charging analysis.

First of all, you must be able to identify the definition of charging


source code and charging selection. For the prefixes to own the
same charging attribute, assign them with the same charging
selection, while the subscribers with the same charging attribute fall
into the same charging source, then list all kinds of combination to
apply different charging case.

Then you start to define each charging case and describe the
associated charging mode.

Next, you can select Intra office grouping charging to charge the
intra offices calls, while charging case index is applicable to both
intra office calls and outgoing calls.

Eventually, you just allocate the charging source to the subscribers


and assign the charging selection to the prefixes. Use ticket trace
functionality to verify the charging data.

charging attribute. Subscribers or trunk groups with the same charging
attribute can be divided into the same group. The callers in the same
charge group owns the same charging method and rate , i. e. when they
call the same number, they must be charged similarly.
