1.0 Objective
To define the step-by-step procedure for the safe construction of the electrical cable trench in OETC Grid
Station for Manah I 500 MW Solar IPP project.

2.0 Scope
This method statement covers the activities related to site marking, excavation, lean concrete,
reinforcement, formwork, concrete, bitumen protective coating application and backfilling for the
construction of the electrical cable trench as per specifications and drawings.

5.0 Roles & Responsibilities:


5.1 Project Manager
 Ensuring that the quality of materials and installation of work are in accordance with the criteria
identified for the project.
 Receiving of all relevant information regarding design, drawings, and engineering.
 Implement all aspects of the Project Quality Management System.
 Implement all HSE aspects related to the Project.
 Reviewing the manpower requirements for the project.
 Attending meetings with the Engineer / Owner
5.2 Civil Site Engineer
Site engineer shall be overall responsible for the safe execution of complete Activity including but not
limited to.
 Organizing tools and equipment required for the work.
 Assigning work crew.
 Confirming the materials-handling in safe manner.

 Ensure all materials are inspected prior to utilizing at site.
 Ensure the availability of required technical documents like approved method statement, IFC
Drawings at workplace.
 Responsible for carrying out Stage inspections as per the project requirement.
 Ensure the work is done by the qualified person

5.3 Civil Supervisor/Foreman


The civil Supervisor /Foreman shall be responsible for the safe execution of the following: -
 Toolbox talks given prior to commencing of the day's work.
 Assigning a competent work crew (details of the activity and task information shall be given to the
work crew).
 Organizing tools and equipment required for the work.
 Confirm the work is being carried out as per the work procedure.

5.4 QA-QC Engineer


 Develop, document and audit practices, program quality, and metrics reporting system.
 Perform inspection and tests on all procedures and oversee all testing methods.
 Maintain QA/QC documents including certificates, calibration, test results, inspection requests,
non-compliance reports and site instruction/observations and materials delivered.
 Review the quality of all materials at the site.
 Ensure adherence to all procedures.
 Evaluate all documents to ensure the maintenance of optimal quality.
 Develop a method statement, Inspection Test Plan and Checklist for the activity.
 Liaise with the Technical Engineer for submission of material submittals to Client.

5.5 Safety Engineer


The safety Engineer shall be responsible for safe work execution at site.
 Ensure for effective toolbox talk.
 Ensure all the PPEs are available at site and are using correct PPE.
 Conduct the emergency mock drills.
 Ensure the first aid box available at site
 Ensure the adequate fire extinguishers are available at site.
 Ensure the required warning signs and boards are available at necessary place'
 Ensure only required people are available at site.

7.0 Sequence Of Work


7.1 Site Marking
 Set out the trench alignment using survey instruments.
 Mark the edges of the trench with spray paint/chalk.

 In areas where aggregate spread is present, remove the aggregate in the marked trench area using
manual labour/equipment.
 Clear an additional 600mm width on both sides beyond trench edges to allow working space.
7.2 Excavation
 Excavate using hydraulic excavator or manual labor.
 The dimensions of the excavation shall be as per the Cable Trench Layout- Plan & Sections (OETC
GS) - MN1-SS-EM-DRW-YXX(E)-00026 Rev 00
 Width of excavation to be minimum 600mm more than the trench width as per design. Allow
for working space.
 Monitor for groundwater ingress. Use dewatering pumps if required.

7.3 PCC
 Prior to any PCC laying, the stability of excavated walls shall be verified to ensure suitability
for subsequent works which include.
 Checking for loose rocks or boulders on wall face that could become dislodged.
 Visual inspection of all walls looking for signs of
 Bulging, leaning, or movement of wall
 Tension cracks behind top of wall
 Seepage coming through wall face
 Loose rocks or boulders on wall face that could become dislodged
 areas of wall without soil cohesion
 Check the center of the pit, its dimensions and orientation.
 Check the pit properly and by removing all the excavated material (thickness 150mm).
 Water the pit and ram it properly to get the proper compaction (97%).
 Place 1000g polyethene sheet on the prepared surface.
 Prepare the shuttering as per the specified size and place it properly.
 Keep all the tools and machineries ready for cleaning, washing, lubricating etc.
 Upon arrival of the concrete truck at site, the delivery challan is obtained from the driver and
checked for concrete grade, Quantity, and time of loading.
 Pour the concrete in the required pit.
 The sides of the shuttering should be tamped and finished to get a uniform finish.

7.4 Reinforcement Work


 Check the availability of the applicable drawings of latest revision, along with approved bar
bending schedule.
 Steel bars of required diameter and specification shall be used for reinforcement.
 Reinforced steel shall be placed as per the “schedule of the cable trench” given in sheet 4/7 of the
drawing: MH-CE-SS-DW-00109, MH-CE-SS-DW-022, MH-CE-SS-DW-024.
 Prepare the mesh by tying the bars properly with the help of binding wire at every junction.
 Proper cover should be maintained from the sides as well as the bottom.
 Make sure cover block are properly tied with binding wire in all the sides of the structure.

7.5 Form Work
 The fabricated shutters shall be free from oil, grease, concrete deposits, holes, gaps, split or other
defects, protruded nails, etc.
 Before placing the form-work box, check the size and diagonals of each side of the box.
 Shuttering or plywood Gaps to be fixed with shuttering tapes.
 Before placing shuttering box for any structure clean the inner space of the box using shuttering
oil.
 Watch the formwork during concreting. In case of minute leakage, bulge / sag; adjust it accordingly
before the initial set of concrete.
 No formwork shall be removed before the concrete has developed sufficient strength to withstand
safely any stress to which the structure may then be subjected. The removal of the formwork shall
be carefully affected without shock or vibration to the concrete
 During form removal, no damage to concrete surface shall be ensured
 Clean & stack the removed form properly on even surface. Stack steel components, shutters,
supports; pins anchor plates, etc. in separate place without disturbing the next activities.

7.6 RCC
 Ensure that formwork shall have inspected prior to start the concreting works.
 Refer the specification of the concrete to be used.
 Concrete shall be placed or poured within 2 hours (depends upon the admixtures) from place of
mixing to place of final deposit to prevent segregation & loss of ingredients.
 Upon arrival of the concrete truck at site, the delivery challan is obtained from the driver and
checked for concrete grade, Quantity, and time of loading.
 Delivery of concrete to the site shall be sampled & checked for the workability by the slump prior
to discharge into the work. When the concrete is to be placed in hot weather, it shall be insured
that the temperature is less than 32˚C.
 Check for the proper form work and reinforcement as per the drawing before pouring the
concrete.
 Concrete shall be placed in position & sequences as indicated in drawings shall be carried out
continuously up to the construction joints, position of which shall be well defined. Placing of
concrete shall be done preferably by pumping or bottom opening skips. When pouring from
height care shall be taken to prevent segregation.
 The PCC surface should be made wet so that the water from the concrete is not absorbed.
 While concreting make sure vibrator with needle is in place and its properly used all the time & if
it’s possible keep one more as spare.
 Concrete cubes to be prepare while concreting & no of cubes are depending on volume of each
concreting time.
 After concreting, concrete to be properly covered with polythene sheet or any sheets to avoid
the air cracks or any natural effect.
 All the concrete surfaces below ground & up to 200mm above ground level shall be painted with
2 coats of bitumen amounting to 400 microns with each coat having a minimum dry film thickness
of 200 microns.

 At all junctions between cast in situ and pre-cast sections an isolation joint of 12mm wide filled
with filler board and sealant to be provided.

7.7 Application of Bitumen Protective Coating


7.7.1 Surface preparation
 All surfaces must be sound, clean, free from cement laitance, dust, oil, grease, and other
contaminants.
 Concrete surfaces may be damp but not waterlogged.
 Very dry, porous surfaces should be dampened before application or primed by Igasol Emulsion
BA diluted with clean water at ratio 1:1 (by weight).
7.7.2 Mixing
 Igasol Emulsion BA is a ready to use product.
 The drums must be stirred thoroughly before use.
 Where a single drum is used for prolonged periods, occasional stirring during application is
recommended.
7.7.3 Application
 Apply evenly and in one direction using a stiff brush.
 A two-coat application is recommended to avoid possible gaps in the film.
 Each coat must be allowed to dry before applying the next one.
 In wet areas, where a key to subsequent layers (e.g. screed, tile bedding, etc.) is required, blind
the fresh top layer with clean sharp sand.
 Apply a minimum of two coats using a consumption of 0.25 – 0.50 kg/m2 on 2 – 3 coats (depending
on surface profile).
7.7.4 Waiting Times
 Igasol Emulsion BA is touch dry after approximately 1 hours (at 35°C).
 Overcoating can be done after approximately 4 hours (at 35ºC).
 Igasol Emulsion BA is fully cured after 3 days.
7.8 Aggregate Spreading
After the completion of the bitumen coating & backfilling up to the required height, aggregate spreading
is to be done similar to condition before start of works.
8.0 Monitoring and Reporting
8.1 In-Process Inspection
 Carryout Inspection of incoming material to ensure Usage of approved source of construction
material and compliance to specifications.
 Continuous monitoring of all construction activities as per approved quality checklists to ensure
conformance to specification.

vi. Concrete Pour Card - TLS/CV/CL/25/00
 Identify and conduct inspections at hold points or witness points for critical stages as per
inspection test plan.
 Measure and inspect dimensions, alignments, cover, spacing of reinforcements, formwork, and
finished concrete as per drawing.
 Monitor water-cement ratios, curing, and protection procedures for concrete works.
8.2 Surveillance Testing
 Visual examination of excavated surfaces and trimmed bottoms for acceptable bearing capacity.
 Visual inspection of formwork and reinforcement before concrete placement.
 Measure cover depth provided for reinforcements.
 Test cube specimens to validate concrete strength.
 Examine finished surfaces for defects and soundness.
 Perform compaction test on the backfilled areas.
8.3 Reporting
 Generate inspection requests (IR) for stage inspections in line with inspection test plan.
 Prepare daily construction work progress reports
 Compile weekly construction progress status detailing completed works, delays, quality issues
 Update construction drawings with as-built changes observed

9.0 Quality Control


9.1 Material Testing
 Review test certifications furnished by material suppliers to ensure compliance to project
specification.
 Sample and perform lab tests on foreign soil to assess suitability for backfilling as per standards.
 Extract concrete samples during pours and test compressive strength, slump, and temperature.
9.2 Workmanship
 Verify workmanship through mandatory hold point inspections during critical stages like setting
out, excavation, reinforcement and formwork fixing and concreting.
 Check dimensional accuracy as per drawings using tape measurements and survey.
 Assess verticality, alignment, and finish to confirm adherence to quality standards.
9.3 Documentation
 Compile all inspection requests, material test reports.
 Maintain quality control validation records like cube test results, compaction tests reports and
checklist.
 Archive all quality documents and inspection records as per project quality plan for traceability.

10.0 Safety Measures


10.1 Barricading & Signage
 Barricade work area using safety tapes and barricading structures
 Install safety signage like "Work in Progress", "Hard Hat Area" etc.

10.2 Housekeeping
 Ensure organized storage of materials and tools not obstructing the area
 Remove debris and waste materials regularly
10.3 PPE
 Ensure mandatory use of standard PPE like safety shoes, helmets, gloves, eye protection.
 Provide additional PPE like dust masks, ear plugs for specific tasks.
10.4 Electrical Safety
 Train workers on electrical safety when working around substation.
 Ensure safe handling and storage of electrical tools and cords.
10.5 Material Handling Safety
 Manual lifting and material shifting as per ergonomic guidelines
 Cranes and hoists to have updated test certificates.
10.6 Work Permit
 Take all required work permits like excavation, working at height, hot work etc.
10.7 Fire Safety
 Store flammable materials safely in proper containers
 Hot works like welding/gas cutting to have fire watchers.
10.8 Traffic Management
 Direct vehicle movement in one-way with speed limit
 Ensure reversing alarm on vehicles
10.9 Inspection & Audit
 Start of shift inspection by Site Safety Officer
 Weekly inspection of tools, equipment, walkways, barricades etc.
10.10 Competency
 Ensure operators and workers have requisite skill and training
10.11 Night Work
 Arrange adequate area lighting for visibility
 Reflective vests for high visibility of workforce
 Safety measures to be implemented, monitored, and maintained at site throughout work duration
to prevent incidents.
11.0 Emergency Response Plan
 Emergency Contacts: Maintain updated list of emergency contacts including ambulance, fire
brigade, police, hospital, project safety manager etc. Display contacts at site.
 First Aid: Ensure trained first aid providers; well-stocked first aid kits; and first aid room/station at
site. Conduct regular inspection and replenish kits.
 Fire Fighting: Provide ABC type fire extinguishers close to work area; ensure easy accessibility &
visibility. Conduct monthly checks. Train workers on using extinguishers.
 Spill Response: Keep adequate stock of spill control material like sand, saw dust and spill kits at
site. Train workers on handling spills - contain, notify, cleanup.

 Evacuation: Mark emergency assembly areas on site layout plan. Install signage. Prepare site
evacuation plan detailing exit routes, responsibilities etc. Conduct periodic evacuation drills.
 Incident Reporting: Display emergency procedure for incident reporting. Train supervisors and
workers on incident reporting protocol. Maintain records of near misses, accidents and hospital
visits. Investigate incidents and implement preventive actions.
 Alarms: Install visual and audible alarm system identifiable throughout site. Ensure regular
functioning. Make provisions for backup power supply. Train workers on alarm significance and
action on hearing signal.
 Rescue Operations: Train and assign site personnel for rescue operations like operating
emergency equipment, first aid and evacuation. Provide equipment like ropes, stretchers, PPE.
Coordinate regular rescue drills.
