Good morning, everyone!

My groupmates talked about what is values education and the issues in values
formation of the Filipino students. What I will be taking about is the History of Values Education in the
Philippines. Ano nga po ba yung importance why do we study history? It is important to study history for
us to understand ano yung mga nangyari before or in the past that made things the way they are in the
present. Also, there are things na ginamit or ginawa before that became effective that we can use or
apply today for the betterment of education in our country.

 Pre-Spanish Era ay wala pa pong churches and schools. Yung education nila takes place
anywhere through their parents and it’s all about what they need during that time which is
survival; Interaction with one another revolve po sa pagiging magkadugo. marriage and
friendship.
Diplomatic skills- communication, cooperation, conflict resolution

 Spanish Era- tayo po ay na influence ng mga Spaniards with regards to religion. Inspread nila
yung Catholicism wherein until now ay ginagawa natin we give value to our religion.
Filipinos are submissive to Spaniards pinapahalagahan nila at sinusunod yung mga batas na
ipinapatupad. But there are also Filipinos who refuse to submit. Also, naging laganap during
Spanish Era ay yung tinatawag na colonial mentality which means feeling inferior or giving more
value to other country than our own. Before if marunong ka magsalita ng Spanish ay matalino ka
o mataas ka that’s why before Filipinos are eager to learn yung Spanish language.

 American Era- nagkaroon tayo kahit papaano ng freedom and independence. Filipinos started na
hindi dumepende lang sa authorities but naging independent at ability to make decisions on
your own. During this time ay inintroduce naman ni Pres. Manuel Quezon ang Code of Ethics for
Filipinos at nakapaloob dito ang good moral character, loyalty and citizenship which Filipinos
value during the American Era.

 Japanese Occupation- more on controlling sila kaya some Filipinos ay vinavalue ang pag submit
sa authority and others ay refusal na magpasakop sa Japanese.

 Post-Japanese & American Era- nagkaroon na ng moral reconstruction- character formation,


moral virtues

 Martial Law Period- Education Act of 1972vnagkaroon ng reorientation patungkol sa educational


system to advance ang ekonomiya ng bansa, magkaroon ng awareness sa mga nanyayari in our
country, and giving pride to our own culture and beliefs.

 Post-Martial Law- This is the time where Edsa Revolution I took place na nag inspire at nagbukas
ng kaisipan ng maraming Pilipino.

• 1987 Constitution
• patriotism and nationalism – pagmamahal sa ating bansa
• heroes- sa history ay isinasama sa curriculum na aralin ang buhay ng mga bayani ng ating
bansa
• vocational efficiency- turuan ng mga necessary skills and knowledge to prepare students
sa pagtatrabaho.
• Values Education Program 1988
• Inculcation- purpose is to instill or internalize certain values in students. Methods are
modeling, positive and negative reinforcements, games and role playing
• Moral Development- purpose is to help students to discuss yung mga dahilan ng
kanilang mga piniling values to develop moral reasoning. Method- teacher will present a
dilemma or situation and it will be discussed by the students. They will share different
viewpoints until they will come up to the right answer/morally good answer.
• Values Clarification- purpose is to help students become aware and identify their own
values, help students communicate openly and honestly with others about their values,
magkaroon sila ng emotional awareness and examine their own feelings, values and
behavior. Methods are role playing, presenting real life situations, self-analysis, small
group discussions.
• Evocation- for this method students are encouraged to make spontaneous choices
• Action Learning- purpose is to provide students with opportunities for personal and
social action based sa kanilang values and view themselves as members of a community
or social system. Methods- projects within school and community practice, skill practice
in interpersonal relations/communication.

Policy Guidelines

a. Magalang bow- “Magandang Buhay, Mabuting Tao” placing kanang kamay sa dibdib at
magbobow- way of greeting
b. Utilization of ESP/GMRC-VE time allotment- strictly maximized ang teaching and learning for EsP
and not for other school activities.
c. Promotion of FIlipino Values- atleast 5-10 minutes discussion of Filipino values during flag
ceremony, school activities should promote values or virtues.
d. Observance of the Filipino Values Month- every November, purpose is to create moral
awakening and national consciousness. All schools both public and private are encouraged to
integrate Filipino values in teaching and learning activities hindi lang sa EsP subject but in all
different learning areas.
e. Inclusion of interfaith/ecumenical prayer- prayer during flag ceremony, before and after classes
and other school activities.
f. Conduct of Regional Character Development- through different Division programs, projects, and
activities.
g. Implementation of Time Allotment- time allotment of Gmrc ay same na with other core subjects
Elementary- 50 minutes per day for 5 days a week.
JHS- 60 minutes per day for 4 days a week.
Kindergartern and SHS- GMRC and VE are integrated with learning activities
h. Provision of capacity building/training, retooling and upskilling for ESP/GMRC-VE teachers
i. Retention of trained teachers- teach the subject at least 3 years for continuous application of
knowledge and skills from the training program.
j. Assessment- use of rubric to measure students learning, use of portfolios to document learning.
k. Monitoring and Evaluation- school head and EsP/GMRC/VE coordinators shall conduct school
based evaluation, focus on success/progress of the implementation.
