NATIONAL HIGH SCHOOL, SY: 2022-2023

CHAPTER I

Introduction

Efficacy of the Supreme Student Government (SSG) refers to the

adequacy, well-organized, competence, resourcefulness, and ability to

perform the duties provided in the Constitution and By-Laws though

Department of Education Order.

A Supreme Student Government (SSG) is an elected body of student

leaders who are authorized to operate and implement pertinent programs,

projects and activities in schools nationwide. It trains students to become

better members of society in accordance with the ideals and principles of

participatory democracy and good citizenship. SSG serves as a formal

structure highest governing student body for student participation and

involvement in decision-making catering to the students, schools, and

community.

The researchers conducted this study entitled, “The Efficacy and

Challenges of Ligao National High School’s Supreme Student Government,

SY: 2021-2022” to seek answers on how did they overcame the challenges

they encounter. Moreover, the researchers also want to know their efficacy

in terms of operating and conducting activities in Ligao National High School.


Settings of the Study

Ligao National High School or LNHS is located at Guilid, Ligao City,

Latitude 13.24156° or 13. 14' 30 North, Longitude 123.5339 or 123° 32' 2

East with the School ID : 301837.

It was originally named Ligao Municipal High School in Municipality of

Ligao and now Ligao City. This was opened on June 20, 1980 through the

efforts of the municipal officials who acted on a barangay resolution passed

by several barangays which had long wished to have a secondary school.

Since then LNHS has gained a name for itself by the achievements it earned

from academic and non – academic competitions. It is now leading to its

theme where the school that loves and nurture the human spirit.

Statement of the Problem

1. What is the extent of efficacy rate of LNHS' Supreme Student Government

in terms of?

A. student’s welfare

B. student’s development

C. institution project and program

D. daily operation
2. What are the salient factors affecting the implementation of SSG projects

in school?

3. What are the adversities encountered by the LNHS' Supreme Student

Government during their term?

4. What actions, solutions and interventions they made to address the

problem?

Assumptions of the Study

The Study entitled "THE EFFICACY OF LNHS' SUPREME STUDENT

GOVERNMENT, SY 2022-2023 rested on the following assumption:

1. That there is efficacy in the role of SSG in terms of adequacy, well

organized, competence and resourcefulness.

2. That there are factors affecting the projects implementation of the SSG in

LNHS.

3. That the LNHS’ SSG encountered several adversities during their term.

4. That there are actions, solutions, or interventions that LNHS’ SSG did to

solve the problems they encountered.


Scope and Delimitation

This study will only cover the Ligao National High School SSG of school

year 2022-2023 mainly to identify the perception of LNHS students to the

LNHS SSG's. This study aims to determine the efficacy of LNHS SSG's

specifically in their way of leading and managing their project and services.

Therefore, this study will seek the insights and opinions of LNHS

students through a survey about LNHS SSG officers regarding on how they

lead the students.

The LNHS SSG of SY: 2022-2023 has implemented several projects

and activities for both teachers and students. Some of their projects are Pag

basa, para sa mga mag-aaral na Hindi marunong bumasa, Teachers

celebration program wherein they conducted activities such as having a

batang guro, batang department head, rendering performances for teachers,

raffle draws and gift giving to teachers.

This study is delimit only to the students of Ligao National High School

in all levels and it will be conduct in Ligao National High School campus

located at Guilid, Ligao City.


Significance of the Study

This study is anchored upon the perceptions of the students on the

efficacy of the SSG in Ligao National High School. It will bring out significant

results that could be beneficial to the following:

Student Leaders (SSG). This study will benefit the student leaders for

they shall be provided with a massive insight and evaluation if they become

effective or not throughout their term. Since they are prospective leaders,

they may be able to determine which programs and projects could provide a

better impact to students’ welfare.

Students. This study will benefit the student because the results of this

study will provide them the needed information as to how effective the

Supreme Student Government is in ushering them project and services

which will cater their needs and welfare.

Teachers. This study will benefit the teachers for they are the one who

facilitates the student leaders in conducting and ushering projects and

services.

Ligao National High School. This study will benefit the school

primarily because they can change

A. Foreign

Garlejo (2006) said that every college or university has a student

Council as the supreme student organization of the school. Its main role is to

ensure that the rights and welfare of all students are always upheld and

promoted. The Student Council is tasked to develop school spirit and

promote the general welfare of the students; to advise the university/college

President on student matters, affairs and activities of distinctly

intercollegiate concern; to adopt its own by-laws for its internal and general

government; to coordinate student activities; and to exercise such powers

and perform such act of duties as the school authorities may from time to

time delegate to it.

Williamson (1967), a recognized and respected pioneer leader in the

field of student personnel work, noted that the goal of getting students

involved in matters of leadership and participation in campus activities would

not be achieved by allowing them mere sandbox participation. He believed

student government could play a very important role in policy making and
must be accepted by the administration as a vital and legitimate part of the

institution's governance structure.

B. Local

Local

According to Gacutan (2006) leaders of different student organizations

in every campus played very important roles to perform for school

enhancement. They are considered as a powerful vigor of human resources

that the school taps for instruction as well as in school organization. This is

very true to students for they are considered as the most important element

of the educational community. Though young as they are, students are

aware of the many problems that confront their school life and their future.

Hence, they should have the initiatives to offer solutions to such problems

thereby giving them chances to execute their plans and mobilize their works

within their capabilities because of their desire to facilitate students’

development and help improve the prestige of the school they belong.

Meanwhile, De Jesús, et.al (2015) holds that the challenging terrain of

modern urban life requires these youth to navigate the political, economic,

and legal demands confronted by their families; to understand the rules for

success in public schools; and to steer clear of violence in their communities.

Larger issues such as climate change and environmental justice


understandably cannot be priorities for youth who are preoccupied with day-

to-day survival.
