CULTURAL MODULE

I. Introduction:
When does architecture became history? What makes it historical, and worth
our interpretation, and when does it transition from use to monument?

Culture includes material and spiritual values created by specific activities of a


personality or social group. In the world’s history there exist some special
codes revealing the ways and possibilities of human existence in the society.
Tylor provided the most famous definition of culture as “the complex whole
which includes knowledge, belief, art, morals, law, custom, and any other
capabilities and habits acquired by man as a member of society” (Tylor, 1924
[orig. 1871]; Verhelst, 1990; Arnold, 1960). Cultural evolutionism is a
theoretical approach that seeks to describe and explain long-term processes
of culture change. To do this, it draws on all subfields.

Anthropologists most commonly use the term “culture” to refer to the universal
human capacity to classify, codify and communicate their experiences
symbolically. This capacity has long been taken as a defining feature of the
genus Homo. However, primatologists such as Jane Goodall have identified
aspects of culture among our closest ‘relatives’ in the animal kingdom
(Goodall, 1986; Parsons, 1990).

Culture has been called “the way of life for an entire society.” As such, it
includes codes of manners, dress, language, religion, rituals, norms of
behaviour and systems of belief (Jary, 1991; Bauman, 2001).

Culture or civilization, taken in its wide ethnographic sense, is that complex


whole which includes knowledge, belief, art, morals, law, custom, and any
other capabilities and habits acquired by man as a member of society (Tylor,
1974). The cultural studies in Lithuania are still in a rudimentary phase
(Samalavičius, 2003). The first works in the field of the cultural studies show
that they have mostly used the definitions of the western culture which are
being accepted a priori as good and reliable instruments for the analysis.
Presumably, the scientists will need to look for more specific ideas suitable for
the Lithuanian reality. There are such outstanding researchers of the
Lithuanian culture as A. Tereskinas, A. Gaizutis, A. Andrijauskas, L. Donskis,
A. Samalavicius, S. Juknevicius and others. Currently, the booming sphere of

culture study should become the subject of culture researchers, as the culture
itself (especially the popular one) in Lithuania has already become a powerful
industry, thereby requiring special studies.- Dalia Perkumienė

The history of museums is deeply rooted in the politics of cultural


representation and identity. Many museums today continue to draw upon the
legacy of exhibiting cultures that was established in the 19th century, but as
they seek to meet the needs of diverse communities through exhibits,
programming, and collections care, they must be aware of their history and of
how cultural groups have been represented in the past. Perhaps this issue
must salient when museums seek involve cultural ethnic groups in the
increasingly common type of programming that presents key components of
their culture to museum audiences through performance, storytelling,
traditional crafts, arts, music, games, and other important areas. –Lindi Lou Ingram,

Project Title:

Cagayan Valley ‘Contemporary’ Cultural Center: A complex of rich culture


and Genuine Future

Statement of the Problem

The Regional Government of Cagayan with the mandate of National


Commission for Culture and the Arts (NCCA), is the prime government agency
that safeguards, develops, and promotes Filipino culture through the
formulation and implementation of enabling policies and programs as well as
the administration of endowment funds for culture and arts; proposes a
Regional Cultural Center Complex at a desire to improve existing conditions
and to elevate cultural standards of the Cagayan Valley Region by providing
modern facilities and ideal environment conducive to good learning, talent
development and cultural studies.

It is suggested that the designer place a greater emphasis on a strong and


simple arrangement of functional relationship and practical patterns of growth
than upon the size and shapes of specific building. It should be design for use,
impressiveness but conducive to cultural environment.
Lastly, the development must include all facilities that will ensure complete and
efficient operations of the complex.

In the process of planning and designing, utmost environmental conservation


must be adhered to. Existing vegetation can be augmented but not decreased.

Design Objectives

a. The cultural center will be an important node for the people of Cagayan
Valley. The aim of the project is to create an inviting place for all people
interested in culture of the Philippines, a space where people can explore and
develop their talents and abilities. The cultural complex will create an inspiring
place that will give the visitors the experience and opportunities for personal
display and development.
b. The complex should be a combination of landscape and urban space. It will
be designed as a public exhibition and community building, integrating a high
variety of programs and functions. The site can be used as an outdoor venue
for local theater and colorful festival events of the country.
c. Basically the complex will be a platform for a wide cultural concept.

Design Considerations

a. Architectural character and form;


b. Safety and Security features
c. Solar, wind, noise, odor and view orientations;
d. Amenities, Facilities, Services and Utilities (AFSU) introduced;
e. Compliance with prevailing laws such as the National Building Code of the
Phils. (NBCP), the Fire Code and the Accessibility Law;
f. Natural and artificial ventilation where applicable;
g. Green Architecture elements (where applicable); and
h. Tropical Architecture elements (where applicable).
i. Noise control

The Site

The site is located at Tuguegarao City and is situated adjacent to Pinacanauan


River bounded by Gunnacao St., Bonifacio St., Rizal St., and Aguinaldo street
with an existing natural site features such as lake and vegetations.

It is classified as ‘Cultural’ of the National Building Code of the Philippines.


The site’s total lot area (TLA) is 255, 034.59 sqm with a bisection along Point
02 and Point 16 of the lot that makes it into two lots (Lot 1 and Lot 2).

Through the mandate of the NCCA, it will be only 48.17% of the TLA will be
used. In case the site can’t cater the facilities required, a portion of the another
lot will be occupied up to 60% of the Total Lot Area.

Project Site Features

The site is located adjacent to Pinacanauan River with existing water body and
other environmental features and should have controlled access and an
efficient but not high speed road networks. Natural slope of the site should be

considered and conservation-oriented infrastructure techniques should be


applied. It should be well landscaped to create an attractive open environment.
