ACKNOWLEGEMENT

The field practical training would not be possible in its presence format without the

contribution from collaborators in the success of this field practical training.

Firstly, I would like to thanks Almighty God for his protection from the beginning of my

field practical training from 14th February to 18th March 2022

Secondly, Also I would like to give my thanks to Mtaa Executive Officer (MEO) who

accepted me to conduct field practical training their offices and providing help in

activities done in their office.

Thirdly, I thanks to my parent Mr. and Mrs. Laurent for their general support in financial

and their physical help they provided form the beginning to the end of field practical

training.

Lastly, I thanks to LGTI supervisor who visited me at the field station for assessment.

And other lecturers who teach me to an extent at local government and its management.

Once again, my sincere thanks to the support for their generous participation.

CHAPTER ONE

BACKGROUND

1.1 Introduction

A field practical training was carried out at Ngarenaro Street in Babati Council from

14thFebruary to 18th March 2022. The Field Practical Training was necessary as a part of

fulfillment of the certificate course in Local Government Administration where a student

utilize the theoretical knowledge gained in the class and apply it practical as the trainee in

Ngarenaro street and observed also analyze how Local Government work in interaction to

fulfill good provision of services, the report shows the role of local government

authorities in social services to the communities as in Ngarenaro.

This report comprises introduction, description of the study area, field training objectives,

chapter two comprises social and economic services, population characteristics, chapter

three activities undertaken, observations, challenges encountered and solutions. Lastly

chapter four comprises conclusions and recommendations.

1.2 Field Training Objectives

1.2.1 General objectives

The general; objective of the Field Practical Training (FPT) was to link theoretical

knowledge learnt from the class session into real practical way of life undertaken by

governmental leaders.

1.2.2 Specific objectives

i. Increasing peace and security to the whole community with properties

ii. Protecting the environment and natural resources

iii. Improving quality of social services provided in the society.

1.2.1 Objectives of FPT

i. The objectives of field attachment focus in linking knowledge and skills acquired

in session with reality in the field.

ii. The aim is to enter relate the theories perspectives and what is happening in real

sense in the working environment.

iii. To learn work with people of different origin and characters

iv. Improving communicational skills.

v. Learning practically from experienced professional on how to develop the career

on community development officer.

CHAPTER TWO

DESCRIPTION OF THE STUDY AREA

2.1.1 Background

Ngarenaro Street established in 2004 and it located at Babati Town.

2.1.2 Geographical location

Geographically Ngarenaro has the total area of 30 km2 and located nearly Ngarenaro

secondary West Street at the south side by fire extinguisher headquarters at north side

Roman Catholic Church and western Babati Mountain. Physical features found at Babati

Town Council is Babati Kwara Mountain.

2.1.3 Organization structure

Ngarenaro street follows the local government administration organization structure

which starts with Street Executive Officer who is the head of the street, Village Executive

Officer, Chairperson of street council, Street executive officer, Livestock and agriculture,

Social workers officer and end up with Health workers office.

2.1.4 Boundaries

Ngarenaro Street is bordered with Lake Manyara in western part, road in Eastern part,

white Rose hotel (Babati region) on south and North by Roman Catholic Church.

2.1.5 Size of an area

Babati is the one of seven Councils in Manyara region, the Council covers an areas of

40Km2, the Council has one of 5 division of 32 street the social economic activities in

Babati Council include livestock, keeping, agriculture.

2.1.6 Climate and physical features

Despite the climate variation though short year the weather is attractive because of the

high and low altitude of Manyara include Ngarenaro street experience average daily

temperature of 220c with the daily range of 230c.maximum. Also, it has mountain namely

Kwara mountain and water body that is Lake Manyara.

2.1.7 Mission

The Village has the mission of water project and six (6) constructing of buildings as one

building for expanding health care, constructing super market, constructing one building

for primary school, repairmen of constructed building as offices for street executive and

village executive and two building being constructed as Aldasget High secondary school

before attaining 2024.

2.1.8 Vision

Ngarenaro street have some vision which represents development status the street is

aspiring to achieve same vision for the future, those visions are keys to elements

considered one’s high standard of living, absence of hunger by keeping food and

collection of dust and sustainable social, economic development availability of good

infrastructure Ngarenaro street is targeting to have a community with quality services

and a sound living to its people while having good social services by 2025 and

competitive market economy.

2.1 Social services

2.1.1 Health services

In Ngarenaro Street there is one private health facilities such as Zaki Hospital. These

Hospital help citizens in the Ngarenaro Street, health service in this street is very hard

because of the population. Though it has one governmental hospital namely

ZakihHospital. Apart from this it has a regional hospital which is not far away from the

organization.

2.1.2 Education services

Ngarenaro Street has provided the primary known as Aldasgate high school in which

students accomplished from Haambe Primary School, Babati day Primary school and

Oster bay Primary school went to study over there.

2.1.3 Transportation

Not only agriculture and livestock keeping but also there is transportation activities due

Manyara to Singida road which contributed in increasing economy in our county though

provision of taxes also doing business to near to the road by selling juice biscuit a and

done small business.

2.2 Economic activities

2.2.1 Agriculture activities

Ngarenaro there is agriculture activities taking place such as paddy, tomatoes, maize,

beans, due to have availability of Lake Manyara are support in irrigation. They have a

cash crop like sorghum and sunflower

2.2.2 Livestock keeping

Ngarenaro street there are majority of people which are engaged in livestock keeping is

done under zero grazing and immigration. the types of livestock are cattle, goats, ducks’

chicken, pig and sheep.

2.2.4 Trade

In Ngarenaro street we have small traders who own shops for retail business to render

services to the people leaving in street.

2.2.5 Fishing activities

Fishing activities in Ngarenaro street is done in both small and large scale at Lake

Manyara. Due to the climatic changes lake Manyara is the one among of the great Rift

valley in Tanzania. Kind of fish found in this lake are Perege, Kambare and Vitoga as

well. Fishing activities improve the street’s income and national income at large.

2.2.6 Lumbering activities

The presence of Kwara Mountain facilitates lumbering activities at Ngarenaro street. This

mountain has different types of trees with the large number of undergrowth. Trees are the

raw material for timber production at Ngarenaro street. Figure below shows limbering

activities at Ngarenaro street.

2.3 Population characteristics

According to the population and housing census of 2012 the population of the 380

settlement and 320 men 360 women. also, the street comprises sex groups such as old

which were 280 and young 490 which makes a total of 1,450 as shown in the following

table.

CHAPTER THREE

ACTIVITIES UNDERTAKEN AND FINDINGS

3.1 Activities undertaken

3.1.1 Attending meeting in Bagara Street

The student attended the street development committee and applied various skills in

preparation of meeting Minutes and Agendas, learning practically how the street council

make various decision also the councilor who is a political member is connected to the

wad development council and in implementation of development policy.

3.1.2 Solving family conflicts

During the FPT the student learnt on how to solve various conflicts through her

administrative knowledge solving the cases that were minor and easy to solve were

solved by the trainee under the watch guide of the station supervisor and hence getting

experience on such issues.

3.1.3 Participating in environmental cleanliness

The environment assessment of different streets of Ngarenaro street was done by the

trainee including visiting people in the street educating them on various issues like

cleanliness to avoid the eruption of communicable diseases like cholera.

3.1.4 Distributing NIDA cards

People who qualified to get their National Identity card was supposed to come into the

office in order to get their national IDs. These cards were brought in the office so as an

applicant came to take them by cross-checking their names and other details.

3.1.5 Educate people about community health funds (HCF)

The street management unit is responsible to educate people in the street about the

community development funds. People around the street were encouraged to open

financial account so as to preserve money and getting into contribution on the community

development funds. The street health encourages each family to open the HCF card so as

attain health services easily.

3.1.6 Filling NIDA forms

During the field practical training I used to fill and sign and stamping NIDA forms.

Applicant who requested National Identity Card Number was supposed to fill a

registration form and submit them to the WEO’s office.

3.2 Observations

3.2.1 Lesson learnt

The Trainee observed on how an organization is operated, how people participate

effectively in development issues and on how different schemes are introduced to

community members and its effects also technique of collecting information had a

challenge in the study as the understanding of most observed staff at the street was

difficult sometimes their behavior abruptly had changed but they are cooperative and

provide support where needed.

3.3 Challenges encountered

The challenges the trainee encountered in the field station thus also face the local

government.

3.3.1 Poor office infrastructure

Insufficient office furniture at the village such as table and chairs used by staff, these can

be affecting the trainee during the field practical.

3.3.2 Poor working condition

Office work requires more mental than physical work because it requires greater

concentration of mind, thus unsuitable location office building may result in waste of

effort, loss of time, annoyance and inconvenience to the office personnel and the person

dealing with the office

3.4 Solutions

Poor infrastructure was a problem to officers. I managed to solve this problem by

borrowing tables and chairs from nearby village offices during the meeting or village

conferences.

Working conditions around Ngarenaro Street was not conducive. To solve this problem, I

used to conduct meeting on another nearby private hall and houses. Such as churches and

private schools.

CONCLUSION AND RECOMMENDATIONS

4.1 Conclusion

Generally during the field practical training, the trainee got the opportunity to learn, know

and understand how an employee is supposed his/her duties, regarding their professional

and careers.

The employee is supposed to be committed to work hard and perform well on hi/her

duties and help in the implementation of works in different development projects which

were planned by the government to the people.

4.2 Recommendations

The local government should ensure that the employee perform their duties in good

environment.

Provision of promotions and privileges to the employees who have performed better in

improving services and implementation of development in the societies.

Improvement of the working facilities such as modern computers the office furniture and

facilities.

Due to that the salary seems to be not enough to the employee the government should

improve the salary to avoid the employees from finding other extra jobs.
