PREPARATORY GUIDELINES FOR THE TEST MATERIALS (TMs) FOR THE CONDUCT OF THE EARLY

LANGUAGE, LITERACY, AND NUMERACY ASSESSMENT

Participating Learners

• All currently enrolled Grade 3 learners in PUBLIC SCHOOLS shall take the Early Language, Literacy,
and Numeracy Assessment (ELLNA)

Participating Schools

• Newly established public schools that are not included in the list of test materials allocation may
opt to utilize the test materials of public schools with excess Test Materials (TMs). The non-
classified test materials (e.g., Forms 1 to 7, CETRE, and ETRE) and the school header can be
photocopied.
• In cases where private schools are given an allocation, this may be reallocated and can be utilized
for public schools with a lack of TMs.

Test Booklets (TBs)

• The TBs are reusable and may be reallocated within the Schools Division Offices (SDOs) should
there be any insufficiency. This means that a school may borrow TBs from another school within
the SDO.
• After the test, the borrowed TBs must be returned to the original school.
• Photocopying of the TBs is strictly NOT allowed.
• Maintain the integrity of the test before, during, and after the test administration.

Answer Sheets (AS)

If ASs is insufficient, the following strategies may be applied within the Region:

1. Pool the ASs from the public school with excess ASs and distribute these to schools with
insufficient ASs.
2. Photocopying of ASs is NOT encouraged because it is not guaranteed that these will be processed
in time. The ASs is scanned by scanning machines or optical mark readers. Photocopied ASs cannot
be read by scanning machines.
3. Borrowed Answer Sheets shall remain in the schools with insufficient TMs. (note: Test Booklets
must be returned to the original school)

Incorrect Municipalities and School ID

• Due to technical and administrative challenges, some SDOs may receive boxes containing
incorrect municipalities and school IDs in TB2 (Mother Tongue). A copy of the allocation with the
correct municipality and school IDs will be provided.
• A copy of the allocation per school will be provided to guide SDOs that have incorrect
municipalities and school IDs and to assist those who have not yet received their test materials.
• This information will help the SDOs strategize the reallocation of test materials among schools
within their division while waiting for the test materials to be delivered.

Reallocating the TMs.

• The DTCs are allowed to open the boxes for reallocating the test materials within their respective
schools.
• Other SDOs are encouraged to utilize the test materials within their respective schools should
there be minimal insufficiencies of the test materials within the division.
