DURGESH KURMI INTRODUCTION • Smart City Mission – ▪ Smart City is a city equipped with basic infrastructure to give a decent quality of life through application of smart solutions ▪ Focus: Sustainable and inclusive development ▪ Basic Infrastructure: Adequate water supply, electricity supply, sanitation and solid waste management, efficient urban mobility, affordable housing, robust IT connectivity and e-governance. ▪ Implemented under the Ministry Of Urban Affairs by formulation of a Special Purpose Vehicle [SPV] ▪ Centrally Sponsored Scheme ▪ Four Modes Of Development: ➢ Greenfield Development ➢ Retrofitting ➢ Redevelopment ➢ Pan–City Development METHODOLOGY • Quantitative and Qualitative analysis of data was undertaken • Conduction of a public survey through digital questionnaire method and physical interview scheduling • Categories Of People: Vendors, Shopkeepers, Government Employees, Private Employees, Residents, Others [Students, Home makers etc.] • Organized a physical visit to State Pollution Control Board [SPCB] to collect data on Air Quality Index [AQI] • Adhered to all ethical guidelines and ensured confidentiality of information STUDY AREA – KOLAR AREA, BHOPAL • Also known as Dr. Shyama Prasad Mukherjee Nagar • Located 8-9 Km from the main city area • The area is named after Kolar Dam • It falls under the Bhopal Municipal Council • Nearby Villages: Suhagpur, Gehun Kheda, Daam Kheda, Akbarpur, Nayapura, Chichli, Bairagarh, Inayatpur, Thua Kheda, Kajli Kheda, Golgaon • Single Community Health Centre and Three Private Medical Colleges and Hospitals KOLAR SIX-LANE PROJECT • Proposed as an elevated six lane road and a metro linkage on 29th October 2022 • Connecting Areas: Kolar Guest House to Bairagarh Chichli • Dimensions: Length 15.1 Km and Width 32 M • Project Cost: 222 Crores • Construction Material: Cement-Concrete [CC] road • Timeline: 12 Months • Construction Agency: Bansal Construction Company • Monitoring Agency: Public Works Department ANALYSIS • The problems that emerged were due to unplanned, wholesome, delayed and slow speed of the construction project • The common problems identified through the public survey were ❖Increase In travel time ❖Changes in travel routes forcing people to take up longer routes ❖Suspensions, delays of public transportation means ❖Health concerns like allergies, respiratory issues, mental stress, frustration etc ❖Impacts on professional and academic life ❖Excessive noise pollution ❖Road accidents and causalities ❖Financial stress ❖Heat Island Effect • Sustainable Urban Planning is the solution like working on effective urban design concepts, stakeholder engagement and proper governance structure FINDINGS • About 87.9% people reported increase in travel time • Possible Causes: Re-routing [20.7%], Traffic Congestion [32.8%], Changes in road layout [13.8%] • About 55.2% people reported Allergies as dominant health concern • According to a Times Of India report, “a 30 year old bike-borne marketing professional fell up in a dug up pit kept unmonitored without barricading and died after 5 days of treatment” • MANIT professor questions the existence of a 6 lane project within city limits in an area not so dense with traffic • Project led to removal of about 100 shops and cutting down of 500 trees FINDINGS • Residents face problems related to damage of water pipelines, sewer lines and power cables • Delays in project tender due to imposition of model code of conduct for urban body elections • Difficulties in land acquisition on 10% of the land • The Air Quality Index Data of Kolar Thana, Kolar Road, Bhopal is generally Moderate despite the construction project because the instrument doesn’t cover major parts of the under construction areas • Kolar Area is monitored by Manual Testing Mechanism according to the Madhya Pradesh Pollution Control Board POSSIBLE SUGGESTIONS AND RECOMMENDATIONS • Phased construction of the road project • Availability of alternate road systems and publicizing them • Water sprinkling in dusty areas • Targeted monitoring services by formation of a project monitoring committee consisting of stakeholders, BMC official, PWD officials and engineers • Taking necessary public health precautions like wearing masks, face covers, eye protective glasses • Monthly reporting mechanism for the project • Ensuring responsible construction through barricading, signposts, guidelines etc. REFERENCES Analyzing the impact of recent constructions under the Smart City Mission on the day to day life of people in Kolar, Bhopal
