1 Introduction
1.1 Scope
This document describes the cell frequency scan feature. It covers the functions and algorithms
regarding cell frequency scan (GBFD-112401 Cell Frequency Scan).

2 Overview
Cell frequency scan is a feature through which a specific frequency is scanned by using a certain
channel to obtain the uplink signal levels on the frequency. Cell frequency scan provides references for
engineers to select proper frequencies.
The interference of each frequency is important references for network optimization. The BSC
performance statistics function provides the statistics on the uplink interference, through which one can
understand the interference of the wireless environment of the cell. Analyzing only the uplink
interference statistics, however, has the following limitations:
One can obtain the interference of only the configured frequencies.
One cannot detect the interference sources.
Through cell frequency scan, all the frequencies on a frequency band can be scanned. One can also set
the parameters of specified sites, cells, and frequencies to perform the specific measurements.
Cell frequency scan enables maintenance engineers to test the interference in uplink without the help of
any test devices. This helps maintenance engineers to understand the interference of uplink frequencies
and helps network planning engineers to correctly configure frequencies.
Cell frequency scan enables operators to assess the current electromagnetic environment without the
help of any test devices. It serves as a reference for operators to perform network planning and network
optimization. In this manner, cell frequency scan improves the maintenance efficiency and reduces the
O&M costs.
3 Technical Description
Cell frequency scan is the procedure to obtain the current, minimum, maximum, and mean values of the
main and diversity signal levels by periodically detecting the uplink receive levels of a specified
frequency. The scan is performed on an idle frame of a TCH in the target cell. Generally, when a BSC
assigns a TCH, the TCH on the TRX that carries the BCCH is preferentially used to perform the cell
frequency scan.
The main receive levels and diversity receive levels on the uplink are reported separately. The results of
the uplink frequency scan of each frequency contain multiple measurement values. When the parameter
FREQSCANRLSTTYPE is set to MainDiversity(MainDiversity), the results of the uplink frequency
scan contain the current, minimum, maximum, and mean values of the main signal levels and diversity
signal levels. When the parameter FREQSCANRLSTTYPE is set to
MaximumMeanValue(MaximumMeanValue), the results of the uplink frequency scan contain the
maximum, and mean values of the uplink receive level In practice, scanning 50 frequencies takes about
one minute. In a cell frequency scan task, there are a maximum of 124 frequencies to be scanned.
Therefore, scanning all the frequencies takes about three minutes.
As the uplink frequency scan is performed on an idle frame, the uplink receive levels of synchronous
cells cannot be obtained in practice.
The parameter INTERBANDSTATALGO determines the interference band statistics algorithm used when the
frequency scanning function is enabled To accurately measure and determine interference bands, one can
refer to the BSC counters in BTS Management Measurement and Channel Measurement of
Measurement of GSM Cell Performance in the BSC6900 GSM Performance Counter Reference.
4 Engineering Guidelines
The limitations on cell frequency scan are as follows:
Cell frequency scan requires an idle TCH.
Cell frequency scan cannot be performed when an RF hopping loopback test is being performed.
Cell frequency scan cannot be performed when an empty frame test is being performed.
