Implementation of O/O 81 dt 12.06. 2006 By CIL
Provisions in the above office order
Henceforth the benefit of promotion on passing 1st class should be given to those 2 nd class Managers only who pass 1st class while working in E2 grade as was prevalent before 1-4-
1993 and provided in the common coal cadre from the effective date of passing as indicated in the 1st class certificate provided that it is submitted within one month from the date of
issue otherwise the date of submission.

This is beyond imagination that under which direction/ Policy/ office order, CIL has merged the promotion of Officers passed FMCC from 2004 to 2007 and including effective date of
promotion given on same date to all Officers. This is a serious lapse on account of concerned deptt of CIL and intentionally ignored the provision of O/o 81 dated 2006. This approach
clearly proves that CIL had wilfully & with biased approach stopped the career growth of promoted Officers joined in 2006 as E2. So suitable penal action to be taken against those
officers who had not complied the direction of CIL and created anamolies after promotion.
Solution-Deemed date of promotion shall be changed immediately to the promoted officer in 2006 having 1st class.

Despite MTs joined 03 months later to promoted Officer in 2006 & do not have SMCC/FMCC, they were promoted to E3 in 2007 i.e. on successful completion of probation period of 01
year. But at the same time promoted officer having SMCC/FMCC on the date of joining had been promoted to E3 very later to MTs and made promoted officers in 2006 junior to MTs
joined in 2006 on later date. However the same benefit was extended to promoted officer joined in 2007 & afterward.
2007-Pay revision
As per CIL, this was effective wef 01.01.2007. All officers were upgraded to next higher grade as on 01.01.2007. Surprisingly, MTs who joined in 2006 were relaxed for the timeline of
01.01.2007 and benefited for the same. But promoted officer in 2006 were kept out of the box. This had created serious anomalies but then even CIL had not considered the promoted
Officer in 2006. This clearly shows the poor vision of the officers of the concerned department.
Solution- Deemed date & notional seniority of all promoted officers in 2006 shall be done at par with the benefits given to the MTs joined in 2006.
