GENERAL INSTRUCTIONS FOR THE CENTRALIZED DRUG SALE LICENCE-PUBLIC

PORTAL (CDSL-PP) APPLICANT

Prior to entering and uploading the online information and data of a CDSL-PP applicant, the applicant must
ensure that the following requirements (based on the type of CDSL-PP application) are met:

A. CDSL-PP Login Registration

1. An applicant (proprietor) must register using his/her correct name and CNIC as shown on his/her valid
CNIC. Use active email address and active mobile phone number (don’t use portable or converted mobile
phone numbers) to register your details on the CDSL-PP. To log in to the CDSL-PP, use the same
credentials that you used to register with the CDSL-PP.
2. Keep your login information confidential and don't share them with anybody because all official
correspondence will be sent to you via your mobile number and active email address that is registered with
CDSL-PP. The department and affiliated offices shall not be held liable if your DSL/CDSL is cancelled or
any CDSL-PP application is processed due to the misuse of your login details.

B. Public Services Messages

3. All CDSL-PP Public Services Messages will be communicated exclusively to Proprietor(s) and Qualified
Person(s) who have registered with the CDSL-PP using their contact information (active cellphone number
and active email address etc.).
4. Make sure your contact information is up to date and current. Using your friend's, associate's, colleague's,
or agent's contact information in the CDSL-PP may not only impede your communication with CDSL-PP
but also increase the chance of your sensitive information being misused.

C. Quality and accuracy of data entry in the CDSL-PP
5. When entering information and data into the CDSL-PP application online, be sure it's accurate and up to
date.
6. Only upload documents that are correct, accurate, and authentic for the subject request. Uploading a rent
deed instead of a refrigerator receipt, for example, would result in an application being reverted.
7. Do not upload the information if the QP and/or proprietor(s)' CNIC have expired. Use the proprietor(s) and
QP(s) names exactly as they appear on their valid CNIC. In all pertinent documents, the same must be used
(s).
8. Mention the complete and clear address of the premises, godowns (if any), as well as the proprietor(s) and
QP's current and permanent addresses (s). To avoid CDSL-PP application reversion, use the same addresses
on the rent deed, police verification of the rent deed, and other relevant legal documents.

D. Fee challan
9. CDSL-PP generates a Fee Challan automatically for its applicant. CDSL-PP fee challans automatically
retrieve all CDSL-PP application details and apply the appropriate application fees and unique application
ID. For all sorts of applications, including renewals of old CDSLs, the system accepts only CDSL-PP
generated fee challans. A fee challan issued for one type of CDSL-PP application cannot be utilized for
another type of CDSL-PP application.

E. Verification of Qualified Person Registration Certificate

10. CDSL-PP facilitates the applicant for online verification of qualified person registration certificate (QP-
RC) by their relevant Provincial Pharmacy Council (PPC). To do this, upload the original and clear color
scan of the QP-RC, as well as the updated and renewed renewal of QP-RC and deposit slip of the
verification fee.
11. Don’t apply online for a CDSL-PP application, if QP-RC has to be renewed, in such case, contact the
relevant Provincial Pharmacy Council directly.

‫‪12. In the case of a BOGUS QP-RC declared by the respective PPC, the system will reject the application and‬‬
‫‪block the CNIC of the perpetrator(s) in the CDSL-PP until the investigation/legal proceeding is completed.‬‬
‫‪13. In the case of registration certificate verification by the Punjab Pharmacy Council, Lahore: Download‬‬
‫‪system generated QP-RC verification challan form and pay a fee of Rs. 750/- in the name of the Secretary,‬‬
‫‪Punjab Pharmacy Council, in the National Bank of Pakistan account no. 3011264944.‬‬
‫‪14. In the case of registration certificate verification by the Balochistan Pharmacy Council, Quetta, Balochistan:‬‬
‫‪Pay a fee of Rs. 1000/- in the name of the Secretary, Balochistan Pharmacy Council, in the National Bank‬‬
‫‪of Pakistan Civil Secretariat Branch account no. 9024-9 Pharmacy Council.‬‬
‫‪15. In the case of registration certificate verification by the Khyber Pakhtunkhwa Pharmacy Council, Peshawar,‬‬
‫‪KPK: Pay a fee of Rs. 1000/- in the name of the Secretary, KPK Pharmacy Council, in the Bank of Khyber‬‬
‫‪Branch account no. 00162000744606 and Branch code 0016.‬‬
‫‪16. In the case of registration certificate verification by the Pharmacy Council of Sindh, Karachi: Pay a fee of‬‬
‫‪Rs.1000/- in the name of the Secretary, Pharmacy Council of Sindh, in the National Bank of Pakistan‬‬
‫‪account no. PK53NBPA0085004100002413 and Branch code 0085.‬‬

18. Verify/attest documents form a Judicial Magistrate, such as proprietor’s and QP’s affidavits or other

I. Scan
22. If a document contains multiple pages, scan them all in a logical and organized sequence and upload as a
single PDF file. Only colour scan of a document is acceptable. Scan all sections of a document, including

23. Before uploading CDSL-PP application documents, scan them in a high-resolution PDF, PNG, JPG, or
JPEG format (PDF format is preferable). The maximum file size that can be uploaded is 50MB. Make sure
your document's view is straight and clear.

J. Documents safety and possession
24. The CDSL-PP applicant shall keep all documents save in his possession for any official correspondence or
inspection in the future.

K. Rent deed and/or proof of possession of the premises

25. Upload the rent deed and applicable document(s) to prove the status and/or existence of ownership of a
premises and/or godown. Rent deed must be in the name of proprietor(s), mentioning his correct CNIC
number. Complete and clear address of the premises and/or godown must be mentioned in the rent deed as
well as the duration of rent deed. Rent deed must be revised and updated in case of renewal of CDSL. The
rent deed and other relevant documents must be verified by a Local Police Station.
26. If the premises and/or godown are owned by a hospital, attach an authority letter from the Medical
Superintendent/Management/Owner of the hospital. If the property/godown is owned by the proprietor's
kin, enclose a permission/consent letter on attested Judicial stamp paper from the owner of the premises, as
well as a copy of the registry.

association and memorandum, (b) Form 29 duly verified by the Securities and Exchange Commission of
Pakistan (SECP), and (c) a CDSL resolution from the company’s Board of Directors/Management for the

M. Letter of Authorization
28. The applicant for a distributor or whole seller CDSL must provide (a) letter(s) of authorization from the
manufacturer(s)/importer(s), explicitly stating the authorized distribution area, town, tehsil, and district, as
well as the authorization letter's validity/expiry date and (b) a list of drugs/products for which the premises
has distribution authorization on the original letterhead of the Pharmaceutical/manufacturer must be given
and signed by the company's owner/Chief Executive Officer/Managing Director/Director/General
Manager.

29. Make sure your CDSL-PP application documents are complete in every aspect before submitting them
online. Provide a sign/signature, thumb impression of QP(s), Proprietor(s), and others as required in the
legal document (s). Failure to do so will result in the CDSL-PP application being reverted.

O. Resubmission of an application
30. The CDSL-PP will return an incomplete application to the applicant, who will be able to resubmit it once
the objections have been resolved. If the applicant fails to resolve the objection within a month, the CDSL-
PP will automatically reject his application from the system and no further action will be taken on it.

P. Download and Print your CDSL

31. The status of the CDSL-PP application changed to 'Completed' once the CDSL is approved by the Licensing
Authority, and only registered applicants/proprietor(s) can download/print it from their dashboard. CDSL-
PP sends a link to download/print the CDSL exclusively to the proprietor's registered phone numbers (s).
An applicant/proprietor(s) can connect to the CDSL-PP using his/her registered details, verify the profile
by entering a 6-digit code, and download/print the CDSL displayed on his dashboard by clicking on the
shared link.

Q. Cancellation of CDSL
32. A proprietor(s) must apply for a 'Cancellation of Existing DSL' if they want to discontinue the Drug Sale
Business for any reason, such as ‘Withdrawal/Release of QP’, QP or one of the proprietor’s death, or other
reasons. If there are multiple proprietors of a CDSL, all proprietors must sign a request for 'Cancellation of
Existing DSL.'

R. Withdrawal/Release of QP
33. QP must give one-month’s advance notice to the proprietor(s) in a resignation letter before submitting a
CDSL-PP application for 'Withdrawal/Release of QP. Meanwhile, the proprietor(s) must apply for a
‘Change of QP’ OR ‘Cancellation of Existing DSL’. The relevant CDSL shall stands CANCELLED after
completion of one month of a CDSL-PP application for 'Withdrawal/Release of QP'. The proprietor(s) must
receive and endorse the QP resignation letter, and the QP must upload the (1) resignation letter after
submitting it to the proprietor(s), (2) the CDSL-PP generated Withdrawal/Release of QP(s) application after
SDQCB's remarks and signature, and (3) the proprietor(s) intimation letter after SDQCB's signature. Non-
compliance with the aforementioned requirements will result in a delay in the processing of your
application.

S. Self-withdrawal of CDSL-PP Application

34. The 'Self-withdrawal of CDSL-PP Application' option is also available on the proprietor's dashboard. Use
this option ONLY if you want to terminate the processing of your application. You can self-withdraw it at
any level during the process, before the Licensing Authority completes your application. In this instance,
QP will be automatically removed from the relevant application, and a separate CDSL-PP application for
the Withdrawal/Release of QP will not be required. Fee challans provided as part of a 'Self-Withdrawal of
CDSL-PP Application' cannot be used to apply for another CDSL-PP', so use caution while using this
option.

Note:
Forgery, cheating, fraudulently or dishonestly using as genuine any document, or delivering, or making,
altering, or destroying the whole or any part of any document signed or sealed are serious offences
according to sections 420, 468, and 471 of the Pakistan Penal Code (PPC). Likewise, perjury is committed
when a person(s) knowingly and voluntarily files a false affidavit, fabricates false evidence, corruptly uses
or tries to use any false or fabricated evidence as real or genuine, or uses any false certificate as a true
certificate, or makes or subscribes any false declaration or statement according to sections 191, 193, 195,
196, 198, 199 and other of PPC.
