1. PROJECT DESCRIPTION

The designer's main intention is to convey the functionality, stability, and solemnity of the

admin building. By investigating the local architectural style, various multi-level roof forms

with the local characteristics have been considered. They are symmetrically arranged and

spatially connected to create a diverse skyline. At the same time, they maximize the

utilization of the rooftop for controlling and monitoring at different heights of the buildings.

Land area: 982m2,Build-up area:2183m2.

Initially, our design concept for the Admin Building was based on the reserved 218MLD

WTP and featured an asymmetrical design to fit the land.

However, in the preliminary design stage, it became clear that the 218MLD WTP would not

be constructed at this location. As a result, we have adjusted the structure of the admin

building to a more rectangular and spacious design.

2. POLICY STATEMENT

It is the Policy of CWE-CCIEE to provide security policies and procedures for the
safety and protection of Company assets and its employees engage in the project.

3. OBJECTIVE
3.1 The purpose of this Plan is to define all the requirements to be adhered with in
order to maintain security at work location(s).
3.2 Security must apply a high standard of security measures in and around the
Project area(s). This Plan is therefore designed to emphasize security as a line
responsibility, allowing for flexibility in maintaining minimum standards for
the protection of life and property.
3.3 The objectives are therefore to provide the Project with basic guidelines on
the best way to manage security.

4. DEFINITION
4.1 Risk
It is a potential and uncertain event, which could have an adverse effect on
profitable operations. Risk is the product of threats; our vulnerability to them;
the probability that they will occur and the critically of the outcome of the
event taking place.
4.2 Threat:
Broad range of forces or conditions which could produce adverse result; or any
attempt or act by individuals or groups to intentionally cause harm, injury or
deliberate damage or otherwise, to damage interests and activities, e.g. traffic
control, theft, etc.
4.3 Theft:
Is the taking of another person's property without that person's permission or
consent with the intent to deprive the rightful owner of it.
4.4 Terrorism:
It is a destruction of people or property by people not acting on behalf of an
established government for the purpose of redressing a real or imaginary injustice
attributed to an established government and aimed directly or indirectly at an
established government.

4.5 Security:
A Preventive Measures taken to guard against espionage or sabotage, crime,
attack, pilferage, or escape.

5. RESPONSIBILITIES
5.1 The CWE-CCIEE Project Manager.
Is responsible for implementing this action plan through the various personnel
he appoints for the Security on the project'.
5.2 The CWE-CCIEE HSE&S Manager/his designee;

Has direct responsibility for ensuring that the requirements of this Project Security
implementation Plan are met and or advising the CWE-CCIEE Project Management
of any non-compliance.

5.3 The Security Supervisor/Manager;


Has the responsibility for the day to day implementation of this procedure. In
addition to line management operating basic security measures, the Security
Supervisor/Head must implement and adhere to the Security Plan for the protection
of personnel, equipment, material, and facilities.
1) Review procedures based on CWE-CCIEE standards and local Authorities.
2) Be involved in Security Planning and assist to security training.
3) Interface with local police and emergency services.
4) Evaluate and advice on information received from internal/external
sources.
5) Ensure that necessary service to assure the security and protection of
building occupants, property, equipment, personnel from injury. Also
ensure against loss or damage from any preventable cause including, but
not limited to fire, theft, trespass, espionage, and sabotage.
6) In the event of emergency or occurrence, summon appropriate assistance and
immediately notify CWE-CCIEE Project management. Report the event-with
complete information, must be properly recorded in the logbook and produce a
final report submitted to the CWE-CCIEE HSE&S Manager.
7) Keep visitor's log noting the name of driver, and passengers, vehicle
number, time in and out and the purpose of visit.

5.4 Security Personnel:

1) Always be in uniform while on duty.
2) Maintain a neat and clean appearance.
3) Submit a daily log to security head and to CWE-CCIEE HSE&S Manager
every week respectively.
4) Control and monitor admittance gates, parking areas, site office, warehouse
and site areas. Conduct the necessary services to ensure the security and
protection of the building occupants, Personnel, damage, loss from any
preventable cause, from injury including but not limited to fire, theft,
trespass, espionage, and sabotage.

6. CONSTRUCTION CRIME PREVENTION STRATEGIES

6.1 Identify Assets and Property;


All assets on a Construction Site should be Identified (marked), Inventoried
(records), and Tracked as closely as practical. Subcontractor identification
numbering system should be developed. Corporate Equipment should have some
type of Logo (sticker) / Advertising prominently displayed. Employees should be
strongly encouraged or even required to have their personal property marked with
identification.

6.2 Signing for Deliveries Requires Serious Attention;


1) A standard procedure for checking material on and off at the job site should
be established and followed.
2) One person should be assigned the responsibility of maintaining tight
inventory control of all materials and tools delivered, and only sign for each
delivery after carefully checking the invoice for shortages.
3) Critical material should not be stored on the job site any longer than
necessary.
4) Contractor provided a Gatepass system control to ensure all deliveries are
controlled and monitor.

Whenever possible, the delivery of high value material or those in critical supply
should be timed on an as needed basis for delivery.

5) Materials and Equipment should be spot checked frequently. Empty cartons
should not be allowed to accumulate as they may be used to carry supplies or
material off the job site.
6) Waste removal should be supervised so Tools and Materials cannot be
hidden in containers and then removed from the job site.

6.3 Supervisory Personnel should have Control Keys


The control of keys is essential on a construction job site. Keys should be issued to as
few people as possible. The company crime prevention coordinator or his representative
should maintain a record of issued keys. Included in this record or log should be a listing
of the type of key issued, to whom, on what date and for what purpose. Unissued keys
should be secured, and extra keys should be kept to a minimum. Keys should not be
hidden on the job site and key control numbers should be removed from padlocks. To
prevent unauthorized duplication, keys can be "plugged' with a rivet through the bow as a
means of preventing alignment needed for machine duplication.

6.4 Gate Control;


1) Gate to the construction job site should be kept to a minimum. Strange or
Unrecognized Vehicles on the job site should be challenged and ask for
required Vehicle Pass. Uniformed guards to utilized during working hours to
check vehicles entering and leaving the job site. Gates at Temporary Office
facility should be closed and locked at night and on weekends. A visitor pass
will be required to all non project resident to have a suitable monitoring
system.
2) Only Site project Personnel, visitors, client, owner involved in construction
activity shall be allowed to access the gate designate by the Project
Management
3) A 2 Way- Radio will be utilized to ensure that communication will be
effective and the construction and safety will be given separately for proper
deliberation.

6.5 Secure Tools and Equipment when not in Use;


1) Storage sheds or fenced areas should be provided on the job site for the
secure storage of tools and Equipment. When Vehicular Equipment is not
in use, their cabs should be locked, and ignition keys removed. Oil and Gas

tank caps should be locked. Machines can be disabled with hidden ignition
cut-out switches.
2) Report the loss of any project tools and equipment to the security
supervisor and HSE&S Personnel immediately.

6.6 Not All Thefts are from the Outside;


Toolboxes and supply sheds should be locked at all times. To avoid losses' the
subcontractor should maintain a good tool "check in and out" system'.

6.7 Encourage Employees/workers to Mark their own Tools;


Using either die stamps or etching tools (made available by the subcontractors)
employees on the job site should be strongly confident or even required marking
with an identification number their personal tools.

7. PERIMETER PROTECTION

7.1 Lighting the Construction Job Site:


1) The effective use of lighting can be an effective deterrent to theft and
vandalism of the construction job site. It is particularly effective in
deterring the casual or impulse offender. Among the points on the job site
that should be highlighted by lighting are the office area(s), equipment
storage(s), material storage yard and CWE-CCIEE Security Post/gate
entrance. These areas should be adequately illuminated; these areas should
be visible from the most heavily dusted road bordering the construction
jobsite.
2) Lighting on the construction site should be periodically checked to insure it
is appropriate and operative.
7.2 Fencing on the Job Site:
1) Fencing is particularly important on the construction job site. Ideally, the
entire job site should be enclosed in sturdy fencing. If it is not practical to
enclose the entire job site, at a minimum the area around temporary facilities
and material storage should be enclosed.
2) There should only be one access or gate through-the job site fencing. This
makes access control easier. Security fencing in-front of main road is
recommended, topped with multiple barred wires along access road is
recommended'.

3) It is recommended that employee's either park their personal vehicles
outside the fence or have a specifically designated parking area within the
fence The objective of this recommendation is to minimize the theft of tools,
material and equipment.
7.3 Security Outpost:
All controlled area will be provided with sufficient number of security guards to
control, inspect and monitor the incoming and outgoing of working personnel,
visitors, authorized vehicles, materials and etc. Security tower and outpost will be
constructed and provided with security personnel to those critical areas where
potentials crimes may occur, hence; preventing this to happen during the
construction phase.

8. PROCEDURES

8.1 Risk Assessment.


1) Establish actual location of area of activity and produce a map of secured
areas.
2) Identify immediate and potential threats.
3) Conduct a security survey (i.e. Physical examination and checks of the
premises or location of activity and all operational systems and procedures),
with a view to:
a) Identifying items to be protected.
b) In identifying threats and vulnerabilities.
c) General Instructions to Security Officers.

8.1.1 COVID-19 Health Declaration


a) Security guard/s (2-3) assigned at access site gate shall
maintain control incoming personnel and vehicles.
b) Check proper PPEs of all incoming personnel specially face
mask (must wear properly)
c) To stop all incoming personnel and vehicles for individual
temperature check using thermal scanner.
d) The individual personnel COVID-19 Health Declaration
form/checklist shall be checked and signed by ALL incoming
employees, visitors, delivery personnel and clients (no
exceptions)
e) Upon

8.2 General;
1) All Security Officers will maintain an alert attitude and observe carefully,
everything taking place in the assigned area. They will report all witnessed or
report violations to the Officer In charge who will enforce all orders, rules and
regulations as required by CWE-CCIEE.
2) Security Officers shall not leave their posts unless properly received or unless
required to do so in performance of other assigned functions or in case of an
emergency. In such cases they shall be promptly replaced.

8.3 Security Officers Instructions.


1) In the event of an emergency not covered by instructions, the Security Guard
shall call the Officer in Charge, CWE-CCIEE HSE&S Manager and Project
Manager immediately.
2) Instructions in direct contradiction to general or special orders shall not be
followed unless approved by the Officer in Charge, CWE-CCIEE HSE&S
Manager and Project Manager.

8.4 False Information;


A Security Officer, who will fully issue false information or mistakes false
statements regarding assignments and or responsibilities to fellow Security Officer,
Supervision, or CWE-CCIEE personnel, will be subject to disciplinary action.

8.5 Gratuities;

All security personnel are prohibited from accepting gratuities from anyone for any
purpose. Any officer of gratuities is to be reported promptly to the Officer in Charge,
Head of Administration, and the CWE-CCIEE HSE&S Manager.

8.6 Statement to News Media;


1) All Security is prohibited from making any statement to the press or News
Media.
2) All such queries are to be referred to the CWE-CCIEE Project Manager/HSE&S
Manager.
3) Public/Personnel Relations.
4) The Security Officer shall use discretion and care in the questioning of project
employees and implementation contractor personnel and in the handling of
possible irregularities or violations.
5) Under no circumstances shall a Security Officer question a person for possible
irregularities or violations except in the presence of a reliable witness.
6) Under no circumstances shall a Security Officer threaten, or assault (except in
self defense), or coerce in any way, any person.
7) Every effort must be made by Security Officer to positively identify people who
refuse to comply with normal Security instructions. All Such instances shall be
reported immediately to the Officer in charge, Head of Administration and the
CWE-CCIEE HSE&S Site Manager.
8) The Security Officers, at all time, shall be helpful in their approach to the project
workforce and in their dealings with the general public. They are instructed at
their work places shall be clean and tidy at all times, i.e. Main Guard Gate,
Offices, etc.

8.7 Photography.
Photography on site will only be allowed if prior written permission is obtained from
and CWE-CCIEE HSE&S, Construction Manager and in accordance with the site
regulations.

8.8 Security Standards for Temporary Offices and Construction Site,


(Materials, Equipment, Buildings and Personnel);

1) The Construction site, temporary offices, Mess hall, Toilets and guard post
areas will be surrounded by a fence and light poles will be installed to

illuminate the area at night. Security Main gate for truck and vehicles access
with personnel walk in gate will be provided and manage by the security guards
at all times.
2) Properly written Security and Safety notices are essential for construction site,
and offices. They should include:
a) Visitors: Indicating to whom and to where visitor should report.
b) Car parking area.
c) Storage area and who to report to.
d) Fire and Emergency Procedures.
e) Personal valuables: indicating that valuables should be kept secured
under lock and that the CWE-CCIEE cannot be held responsible for
their loss;
f) Temporary facility, offices and site’s locations and signs.
g) Warning signs that the site is potentially dangerous, and that
unauthorized person are forbidden to Enter.
h) Warning security patrols.

3) For security and safety reasons control of personnel and visitors should be firm
and tactful. It is therefore an advantage for security personnel to be easily
identifiable.
4) Uniforms with a name badge are the preferred method as it encourages
authority and helpfulness.
5) Identification cards will be issued.
a) CWE-CCIEE Employees ID Card
b) Numbered Site Vehicle Pass/card
c) Numbered Visitors Pass/card with owner’s sticker.

6) A person who cannot produce his card should not be allowed to enter
construction site, office or working site until his identity has been verified.
7) No one, including security personnel, has an automatic right to search
individuals. However, it may be a condition of employment to employees to
undergo a search of their belongings like bags, lockers, etc.
8) Security for hand - tools, etc. needs a degree of dedication as the constant
pilfering of small easily hidden, items can be a massive drain on long term
projects.

9) A register of tools allocation, signed for by the receiver shall be formulated,
and a safe lock up provided for the tool bags/boxes etc. Tools shall only be
provided with the authorization of the workers Supervisor.
10) The controller or storekeeper must set up a system of the checking incoming
materials, ensure their delivery documents are correct and reflect the quantity
delivered as per attachments. Short Delivery is a common fraud in the
construction industry. Random spot checks by site security and HSE&S staff
on deliveries, etc, can prove to be an effective against theft.
11) The store and storage areas as to be clearly marked as out of bounds to all
except properly Authorized personnel.
12) Materials for construction purposes will be placed in the storage lay down yard
with an uncovered Area for bulk materials and a covered shelter or warehouse
for consumable, spare parts and high-risk materials. Access doors to warehouse
must be fitted with locks to restrict access to authorized Personnel only.
13) Shops, personnel rest, and change rooms will be separated from the store yards
and no cooking or open flames are permitted in the vicinity of the warehouse,
offices or rooms.
14) The procuring and receiving of construction tools, materials, by means of
formal CWE-CCIEE documents.
15) Any scrap or surplus material is correctly calculated and stored in a secure area.
16) Where a gate control is provided then a record of vehicle movement on and off
site, is to be established and maintained.
17) Identification of project equipment and materials is a big help in preventive
theft.
18) Subcontractors employed in the project will be contractually responsible for
their own security. However, regular inspections and audits will be made by the
CWE-CCIEE HSE&S Personnel or their designee to ensure the effectiveness of
their security arrangements, and require improvement where necessary.
19) Construction Site Security after working hours and holidays is mainly
dependent upon:
a) A secure Perimeter
b) Adequate lightning
c) Good surveillance in all areas of the project by foot and road
d) 24 hours duty by security personnel

20) For the temporary offices/facility the following security issues will be taken in
due consideration:
a) Smoking inside the room
b) Drinking liquor inside the accommodation
c) Gambling
d) Overloaded electrical points.
e) Failure of last man to lock up.
f) Late arrivals (curfew)
g) Cooking in rooms
21) Client representative shall also be informed of the latest site working hours.
22) It is everyone's responsibility to maintain the highest standard of housekeeping.

9. TERRORISM PREVENTION
The provision of high security arrangements for the WTP Project present and
projected future operations in the project is a priority. In order to minimize the
possibility of occurrence of any terrorist act, the following should be concerned to be
implemented:
1) All employees background shall be diligently checked, for security
purposes, before being admitted to the Project.
2) Sufficient number of security personnel shall be appointed to the project.
3) Continuous guard patrols shall be organized. The project perimeter shall be
constantly monitored.
4) All security personnel shall be formally trained to handle adverse security
situations. All personnel shall receive training on the project's security
procedures and made knowledgeable regarding the agreed upon alarm
sounds in case of the civil disturbance or terrorist attack.
5) Sufficient personnel shall be trained for First Aid provision.
6) Access control shall be established on the project. This control shall be
maintained through Gate Passes for personnel and vehicle entering the
project.
7) The Project area shall be securely fenced.
8) Vehicles shall only be allowed to park in specifically designated parking
areas.
9) Emergency contact information’s, connecting the project to the nearest
police station, shall be available.

11. VEHICLES ENTRANCE AND PERSONNEL IDENTIFICATION


1) Trucks / Heavy Equipment entering or working on site will have displayed
on the doors, stickers high lighting Company Logo. (CWE-CCIEE only)
2) Light vehicles and cars entering or working on site will have displayed on
the wind screen, sticker Highlighting Company Logo and issued valid gate
pass (CWE-CCIEE only)
3) Visitor’s vehicles entering construction site must display Visitor’s Pass
with sticker on windscreen.
4) All project personnel after completing safety induction will receive I.D.
card with the company name, job title and photo, this must be displayed on
the individual (s) person while on the project.

12. MATERIAL GATE PASS


1) To provide a standard method for controlling the removal or return of
material and equipment.
2) Removing CWE-CCIEE and or subcontractor material. Authorized
Signatory Completes a Material gate Pass.
3) Check load/equipment and sign any attached list.
4) Have the person who is removing the material, counter sign the Material
gate pass.

5) Retains a copy of the material gate pass and give a copy to the subcontractor
or carrier.
6) Service Provider / Subcontractor / Carrier / Driver has approved gate pass in
their possession when leaving the Project.

6.1 Security;
a) During routine searches, inspects the load and compares it to the gate pass.
b) Conduct spots check on subcontractor provided inventory list prior to entry
and exit.
c) During routine searches, inspects the load and compares it to the Material
gate Pass.
d) If there are any discrepancies with the gate pass, A security incident report
will be submitted at the Main gate and the Authorized Signatory contacted
for further action.
e) Retains a copy of material gate pass for tracking / audit purposes.

6.2 Employee;
a) Presents the gate pass along with the material to the authorizer.
b) Returns material to appropriate project location.

6.3 Authorizer:
a) Match copies and retain on file.
b) Follow up on any outstanding returnable material.

6.4 Service Provider / Subcontractor:


a) As additional contractor - owned material/ equipment is brought on site,
ensures that their Manifest are updated as required and verified by security.
b) Inform CWE-CCIEE Supervisor of all movement of material/equipment
from one job to another within the confines of the project.
c) Upon departure, arranges with CWE-CCIEE Supervisor for an inspection
of all materials/equipment.
d) Request a Material Gate Pass "to remove the materials/ equipment from
project.

e) Has an authorized Material Gate Pass in their possession when leaving the
project site with The Driver Signature.

6.5 EPC Supervisor:


a) Coordinates the movement of all subcontractors owned materials /
equipment within the confines of the project.
b) Prior to the leaving the project inspects all the material / equipment being
removed by the subcontractor as compared to the inventory list.
c) When satisfied that all is in order, issues a Material Gate pass to authorize
the materials/equipment to leave the project site and signs attached list(s).
d) If the load is sealed, record the seal numbers on the Material Gate Pass.

13. IMPLEMENTATION
Security Operations coordinator and CWE-CCIEE HSE&S, Engineers / and
Manager shall ensure compliance to this Procedure.

14. STAFF/WORKERS AWARENESS


a) All staff/workers need to be made aware that worksite theft is a serious
matter and have a good working knowledge of CWE-CCIEE security
procedures.
b) Encourage staff to report anything suspicious to their supervisors.
c) Security Procedure will be included in the HSE&S Induction and
Orientation to enhance the workers awareness of crime prevention.

15. REPORTING METHOD


1) Security Officer in Charge shall prepare security reports and submit to CWE-
CCIEE HSE&S Manager every morning on the following day using the
standard form.
2) Security Officer in Charge/Manager shall be prepare the final Security report
and submit to CWE-CCIEE Project Management Team.

16. GENERAL SECURITY CONSTRUCTION REQUIREMENTS

1.) Design Concerns

1.1 Building infrastructure to support security systems must be included within the project
budget. Provide clear border definition of controlled spaces to clearly identify public,
private, and semi-private spaces. Design shall accommodate compartmentalization of public
and private spaces so that layers of security are created which can be secured and maintained
independently.

1.2 Site development and building design must maximize natural surveillance and minimize
concealment opportunities. Fencing, service areas, landscaping, and site furnishings are
particular areas of concern.
1.3 The quantity and location of openings penetrating a security perimeter (fence, Facility
building envelope and other welfare facility) must be kept to the minimum count. Less access
points is preferred.
1.4 Contractor must be consulted during the design phase of any project construction in order
to maximize security posture and minimize cost due to rework especially on CCTV and alarm
locations.

2. Doors and Windows

2.2 Doors

Quality locks and bolts are only as strong as the door and the frame to which they are fitted.
Check that the frame is well fixed, and if weak or rotten replace it.
Glass panels on or around doors are especially vulnerable, so it’s worth replacing them with
laminated glass.
Remember to fit all security devices with strong screws or bolts.

2.3 Windows

Windows are a popular point of entry for burglars through breaking glass or just being left
open.
Consider using laminated glass on the ground-floor and accessible windows such as those
above a flat roof. Laminated glass holds together when shattered or when someone attempts
to break it. Ground floor easy to reach windows, above a flat roof or near a drainpipe, should
have locks UNLESS used as a fire escape. In this case laminated glass still provides security.
Small windows such as skylights or bathroom fanlights need locks or are covered with metal
grills.

3. Lighting

All Emergency exit lights are to be atleast LED type and shall be powered by batteries.
Unless the building emergency exits lighting is supported by generator power.

Design Standards for Pedestrian Areas - walkways and activity areas within facilities and
other welfare including parking and other pedestrian areas shall be 2.5 foot-candles,
uniformity of not more than 4:1 and no area less than 1 foot- candle.

Design Standards for Streets average light levels shall be 3 foot- candles, uniformity of not
more than 3 foot-candles and no area less than 1 foot-candle.

Design Standards for Parking Lots average light levels shall be 2 foot-candles, uniformity
of not more than 3:1 and no area less than 1 foot-candle.

4. Perimeter

4.1 Board Up board fencing is constructed with an overlapping pattern of vertical pickets
where every other board is attached to the opposite side of the fence rails, creating a gap in
the fence.

4.2 A Clear Zone of 20 ft. or more should exist between the


perimeter barrier and exterior structures, parking areas and
natural or man-made features. A Clear Zone of 50 ft. or more
should exist between the perimeter barrier and structures within
the protected areas except when a building wall constitutes part
of the perimeter area.

5. Electronic Systems

5.1 Alarms

All emergency exit doors must be equipped with visual and audible alarms.

Motion Detectors which emits audible and visible alarms are also highly recommended in
areas where work activity is very minimal. These alarms are placed to cover “clear zones” and
may reduce the number of security personnel required to secure the place.

5.2 CCTV

Location must be coordinated to the Security Agency. Generally, CCTV must be located in
areas where maximum coverage can be achieved. Ample illumination is required especially
during night time. Obstructions like trees, branches, signage or equipment should be avoided.
Height must be sufficient to avoid tampering. Recommended minimum height for external
cameras must be 10 feet. While the recommended minimum height for internal cameras must
be 9 feet. Power supply should be concealed.

All CCTV footage must be stored in at least 1TB hard disk located in a secured room like data
center/computer room or security office/security guard house.
See “Attachment A” for the CCTV specifications.

5.3 Access Control

Main entrance of each facility, except for Toilet Areas, must be equipped with an access
control. Proximity ID Cards must be utilized, and data logging capability must also be
installed.

See “Example Table ” for the access control specifications.
