Mr. Md. Reaz Uddin with in-depth experience in development of power generation
business and oOperation of power projects is working as Chief Executive Officer in
Summit Meghnaghat II Power Company Ltd and Chief Operating Officer, Turbine
Division, Summit Meghnaghat II Power Company Ltd, Summit Meghnaghat Power
Company Limited and Summit Bibiyana-II Power Company Limited - all are being joint
venture companies incorporated to develop on BOO basis a 589 MW dual fuel combined
cycle power plant and a 337MW dual fuel combined cycle power plant at Meghnaghat,
and a 344MW CCPP pProject in Bibiyana respectively. In his career, he has been
involved in the developmented, financinged and/or operatione over of power plants with
aggregate capacity of around 1,270MW, and has been involved in financings of
approximately US$ 1.1billion.

Position Served: Chief Executive Officer, Summit Meghnaghat II Company Ltd.
Chief Operating Officer & Director, Summit Turbine Division

For 589MW dual fuel CCPP Project and 337MW dual fuel CCPP Project at Meghnaghat,
and 344MW CCPP Project at Bibiyana,- Bangladesh, Mr. Reaz leads (i) the EPC works
with EPC Contractors, (ii) project discussions with GE as consortium member, (iii)
project development team for projects financing works and other related works . He
spearheaded the whole gamut of the EPC bids of these three projects leading to
conclusion of the EPC packages worth of US$805 million. EPC packages include among
others Supply Contract, IEC Contract, Guarantee and Coordination Contract and Gas
Turbines Ssale Ccontract.

In Bboth Meghnaghat Projects and Bibiyana-II Project, Mr. Reaz had led the Owner’s
design and construction review team (including Owner’s consultant) for successful
completion of the detailed design and construction works..

Responsible to for managinge the overall Operation and Maintenance (O&M) business of
Summit Turbine Division which includes Summit-Bibiyana 341MW CCPP, Summit-
Meghnaghat 337 MW CCPP, Summit Meghnaghat II 589 MW CCPP and other future
Turbine Power projects. Also responsible for employee recruiting, selection and training
through O&M Contractor. Serves as community liaison and is responsible for all
interfaces with regulatory agencies and lenders. Ensures that all reporting requirements of
the permits, lenders, agreements and corporate are met in a timely manner.

Involved in the Ddrafting and negotiation of Implementation Agreement (IA), Power


Purchase Agreement (PPA), Gas Supply Agreement (GSA), and Land Lease Agreement
(LLA) and administers of all of these Project Agreements

Responsible for Rreview of Financial Model, Feasibility Study report and Environmental
Impact Assessment (EIA) report, and preparation of Request for Proposal (RFP) and
Design Specifications for international bidding for selection of an Engineering,
Procurement and Construction (EPC) contractor.

Involveding in construction management of all new combined cycle power plants


including site management, design review, supervision of commissioning and testing,
plant acceptance from EPC contractor.

Responsible for Mmaintaining relationship with EPC Contractors, conducting


international bidding, attending clarification meetings with EPC contractors, and
evaluation of EPC bid proposals for selection of EPC contractor.

Position Served: Plant Manager & Director, Meghnaghat Power Limited

Worked for development, construction and operation of AES Meghnaghat 450 MW


combined cycle power plants in Bangladesh. Was responsible for all O&M of this
business including safe and efficient day-to-day plant performance including all operation,
engineering, maintenance, and environmental activities. Administered all facility
agreements. Ensured all reporting requirements of the permits, lenders, agreements and
corporate are were met in a timely manner. Established plant revenue and expense budgets.
Was Rresponsible for line item budget administration. Defined capital projects and
developed authorizations for capital expenditures. Served as community liaison and was
responsible for all interfaces with regulatory agencies as delegated by tThe Board.
Proactively participated in and established ISO 14001 and OHSAS 18001 programs.
Provided safe working environment and through formal programs promoted attitude of
safety awareness. Established and maintained plant operating procedures within company
guidelines.

CDC Globeleq, UK
Position Served: Plant Manager & Director, Haripur Power Limited

Worked for development, construction and operation of AES Haripur 360MW combined
cycle power plants in Bangladesh.

Major experiences are included environmental and social impact assessments,


environmental and other permitting, assisting Sargent & Lundy, USA who worked as
Lenders’ Independent Engineer (IE) for Haripur and Meghnaghat projects in conducting
due diligence on the projects, review of IE Reports, arrangement of construction
insurance and loan draw down, etc.

Was Rresponsible for all O&M of this business including safe and efficient day-to-day
plant performance including all operation, engineering, maintenance, and environmental
activities. Major responsibilities were enforcement of safety rules and regulations,
monitoring of plant operation, availability and heat rate, liaising with the power off taker,
Bangladesh Power development Board (BPDB) and gas supplier, Titas Gas Transmission
& Distribution Co. Ltd., outage planning and management, procurement of spare parts,
consumables and chemicals, preparation of annual operating budget and operating plan,
development of operating procedures, development of qualification document for plant
operation engineers, etc.

AES Corporation, USA
Position Served: Operation Manager, HSE Manager, Asst Commissioning Manager
& Operation Engineer

Worked for development, construction and operation of AES Haripur 360MW and AES
Meghnaghat 450 MW combined cycle power plants in Bangladesh.

Supervised operation of Haripur and Meghnaghat power plant for three and half years.
Major responsibilities were enforcement of safety rules and regulations, monitoring of
plant operation, availability and heat rate, liaising with the power off taker. In both the
projects, was involved from Construction and Commissioning phase. Commissioned both
the Combined Cycle Power Plants including Commissioning of Gas Turbines (Mitsubishi
M701F and Siemens V94.2), Fuji Steam turbine.

In preparation of commissioning and long term commercial operation, developed the


mobilization and operating budgets, recruited and trained the plant staff, implemented the
Materials and Maintenance Management system (MP7i), developeding all plant policies
and procedures including operating procedures and all plant programs such as safety,
environmental, training, emergency response, maintenance and procurement. During
commissioning period, was also involved in plant reliability run, and performance test
including emission and noise pPerformance test.

August 1993- July 2000


Karnaphuli Fertilizer Company Ltd. (KAFCO).
Position Served: Operation Engineer

Worked in the Operation Department at KAFCO (a multinational, joint venture company),


with the responsibility of an Operation engineer in 1600 MT per day Ammonia and 2000
MT per day granular Urea fertilizer plant. Role profile was to operate the plant from DCS.
The rResponsibilitiesy included operation, pProduction planning, dDistribution co-
ordination and first line maintenance of the plant. Experienced in eErection, Ppre-
commissioning, Ccommissioning and Pperformance test of Utility plant under the
supervision of CHIOYODA Corporation, Japan. Its major shareholders are Bangladesh
Chemical Industries Corporation, and Marubeni Corporation and Chiyoda Corporation of
Japan.
