1 INT RO D UCT IO N

COMPANY’s competency expectations for different project functions in


CONTRACTOR’s/SUBCONTRACTOR’s organisation have been defined. CONTRACTOR shall
nominate, assess and maintain the required competency of personnel in their respective job functions
to ensure the requisite competencies exist in personnel employed on the project.

CONTRACTOR’s Competency Assessment and Technical Authority assessment will underpin


proposed candidates for Key Personnel and TAs that shall be APPROVED by COMPANY.

The purpose of the Technical Authority (TA) system is to assign project personnel with the requisite
qualifications and experience for the approval of project technical documentation within their
discipline. This requirement are applicable for all Piping bulk and E&I bulk procured items.

3 CO M PET E NCY

COMPANY’s minimum expectations with respect to education and experience for each function in
CONTRACTOR and SUBCONTRACTOR’s organisation are detailed in the generic table in Appendix
1 and 2 respectively. The competency matrix is generic and certain job functions in CONTRACTOR’s
organisation may be combined e.g. Electrical Engineer and Instrument Lead, however,
CONTRACTOR shall ensure and demonstrate it has sufficient depth in numbers to effectively carry
out the review and approval CSDRL tasks presented in the matrix attached in Appendix 3.

COMPANY will verify compliance to the stated qualifications during a prequalification audit of
CONTRACTOR/SUBCONTRACTOR.

COMPANY’s ITPs indicate the authority levels for witnessing of tests, inspections, surveillances, and
mechanical completion walk-downs. CONTRACTOR and SUBCONTRACTOR shall ensure all
functions mentioned in the ITPs are present during inspections and approve the resultant Verification
Record e.g. fabrication procedures, checklist, ITRs, and records, prior to submitting to COMPANY for
APPROVAL.

CONTRACTOR relevant authority shall review, approve and digitally sign (using a protected pdf) the
cover sheet of all documents in accordance with the matrix in Appendix 3.

COMPANY will verify the correct engagement of CONTRACTOR’s authorities and documents that do
not follow this procedure will be rejected.

In order of priority, CONTRACTOR’s personnel listed in the matrix shall review:

1. Compliance to the COMPANY SPECIFICATION (i.e. technical/procedural content)


2. Compliance to definitions in the SUPPLIER DOCUMENT NUMBERING SPECIFICATION

5. Good engineering practice.
