THW increase investments in public transportation systems to reduce traffic congestion and

improve urban mobility

1st Speaker

Ladies and gentlemen our motion today is this house would increase investment in public
transportation system to reduce traffic congestion and improve Urban Mobility. so we are as a
position team we totally disagree about this motion. ladies and gentlemen the government team
failed to prove to us the urgency to invest in public transportation system to reduce the traffic
conjunction. We believe they fail in very beginning to explain the root cause of the traffic
conjunctions ladies and gentlemen. we believe that to encourage Society to move to public
transportation it's quite hard so even we invest much in public transportation I don't believe the
society will move sincerely to the public transportation. for example look at in Jakarta the
government has already increased the investment of the public transportation. There are
several public transportation in Jakarta like MRT, LRT, bus, commuter line and jetlinco, but
the fact that Jakarta is still the most conjunction City not only in Indonesia but also in the world
ladies and gentlemen. Jakarta as the example of the city who has already increase the
investment of the public transportation but in the in the s status quo, Jakarta still the city that
has a very big traffic jam so as opposition team I believe the idea of increasing the investment
of public transportation is not an effective way to reduce the traffic jam and improve Urban
Mobility.

ladies and gentlemen so as opposition team we are going to give some alternatives rather that
we just invest in the Public Transportation ladies and gentlemen. and we believe that our
Alternatives from the opposition side can reduce the traffic congestion and also will improve
urban Mobility. ladies and gentlemen we are going to offer some alternative such as we are
going to implement and enforce traffic laws and regulation in order to reduce the traffic
conjunction, the second one is decentralization system, the third one is about we are going to
prepare to invest in infrastructure rather than to invest in the public transportation and the last
one we are going to improve the traffic management ladies and gentlemen.

ladies and gentlemen so I'm a first speaker I'm going to bring the idea about how to improve the
traffic management and coordination in order we can reduce the traffic conjunction and improve
the urban Mobility. and I also will bring the idea of how the government can do decentralization
in order to reduce traffic jam and improve urban mobility.and my second speaker is going to
bring the idea about how to implement and enforce strict traffic laws and regulation in order to
reduce the traffic conjunction and also my second speaker will talk about how actually we need
to invest in infrastructure rather than to invest in the public transportation ladies and gentlemen.

so let's let's up come up to my first argument improving traffic management and coordination
we believe that when we improve the traffic management and we coordinate with all the
stakeholder we can decrease the traffic conjunction ladies and gentlemen we can invest in this
kind of traffic management rather than we invest to the public transportation itself because we
believe that one of because of the traffic conjunction itself is the best of the traffic Management
in the big city like in Jakarta makasar Bali, bandung and other big cities in Indonesia ladies and
gentlemen. we can implement the way the developed country like USA Singapore England and
any developed country by using technology to Monitor and manage the traffic flow ladies and
gentlemen for example we use like Intelligent Traffic system and traffic management centers
that really can help to reduce the conjunction ladies and gentlemen and we also can like use
like a sensor or camera to monitor the traffic flow in real time to use this information to give the
traffic signals and Roads to improve the traffic flow ladies and gentlemen. in nowadays the
technology is really helpful in many areas moreover for the traffic management itself is in
gentleman and we believe that it will be more and more effective rather than we need to invest
in public transportation to reduce the conjunction ladies and gentlemen as I said before that
investment in public transportation we still hesitate about the willingness of the society to move
from their private vehicles to the public transportation even we have already investment
because based on the data for example like in Jakarta they have already invest for the public
transportation like MRT like connecting public transportation but still the traffic jam still happen
in Jakarta so we believe investment in public transportation is not a really good idea to reduce
the conjunction and improve the urban Mobility listening we need such a new solution we need
such a new Improvement and we believe that the management of the traffic is one of the
effective way ladies and gentlemen and we must invest the technology to manage the traffic
ladies and gentlemen by using the technology we believe that the government can manage the
traffic flow that will be like such a real-time information the driver to the passengers in which way
that will be no any conjunctions to or from their office ladies and gentlemen so we believe that
we prepare to invest technology in the traffic management rather than to increase the
investment in public transportation system to reduce the traffic conjunction ladies and
gentlemen.
my second argument is about how actually we can reduce the traffic conjunction and improve
the urban Mobility by decentralization system. so the government actually can decentralize the
business point the school and other public facility in order they are not place in the main city
that can cause the traffic jam the public space are centralized all the people all the society will
come up to the same point but if the government decentralized some business point we believe
that the society will have a different roads will have a different place to come that's why it will
reduce the conjunction itself ladies and gentlemen and we believe that the urban Mobility also
improve because some some areas that was not really crowded the people will come up to the
area or to The District in the city because the government improved the business not only in one
place but also in several places. so we believe that this idea of decentralization can reduce the
conjunction and can improve the urban Mobility so the first Speaker from the opposition team I
have already explained about how we have some alternatives to reduce the traffic conjunction
and to improve the urban Mobility by invest the traffic management by using the technology and
by decentralization of the public space ladies and gentlemen because we believe that in Jakarta
as an example, increasing the investment of public transportation do not solve the traffic
conjunction so we are supposed opposition team we are going to oppose.

ladies and gentlemen We believe that the idea to increase the investment of the traffic jam
actually is very bad proposal and it will not be effective at all in order to the traffic conjunction
and also to improve the urban Mobility because we believe that to reduce the traffic jam we are
better to invest to the traffic infrastructure better than to invest in public transportation.
so my first argument is we need to invest in infrastructure rather than invest in the public
transportation ladies and gentlemen. for example we need to building New Roads ladies and
gentleman in order to reduce the traffic conjunction and improve the urban Mobility because we
believe more roads we can break the traffic jam itself and then like we need to open a highways
for example like tall or we can put like the bridge that can help to accommodate more traffic and
to reduce the conjunction ladies and gentlemen. and it also like including adding new Lanes or
roads to existing roads ladies and gentlemen like constructing like Bay passes around areas
that really traffic jam and building new Bridges and tunnels to connect some areas lng.so ladies
and gentlemen if we invest to infrastructure we believe that it really more effective to reduce the
traffic jam itself is because we believe that comparing investment to the public transportation we
think that the society actually is not really to move from the private vehicles to the public
transportation itself comparing in Jakarta nowadays they have like jaklingko,transjakarta
program that connect multiple transportation we think it's a good idea right, but the fact that the
people still prefer to use the private vehicles that's why we believe that in very beginning we
need to invest more in infrastructure rather than in public transportation because we need to
accommodate the private vehicles users that they have already paid for the tax. yes it's a
government we have responsibility to develop the traffic infrastructure for the taxpayers who
are the private Vehicles user itself ladies and gentlemen. we believe that after we develop the
infrastructure we can reduce the traffic jam.

so ladies and gentleman my second argument about the strict regulations of the traffic itself
ladies and gentlemen. for example to reduce the traffic jams we need to control the user of cars
for example like for the cars driver one car actually need to be at least three passengers in one
car we are going to forbid like one car for one passenger only because we believe that they
are better using like motorbike if only one passenger in their Mobility right? by this kind of
Regulation we believe that we can reduce the amount of cars on the roads because if they
want to use the car the passenger should be three ladies and gentlemen. also the government
should focus too close the illegal parking that contribute to the conjunction ladies and
gentlemen. we see in the big cities the main problem on the roads is there are many illegal
parking that Park in the long side of the road this actually increase the traffic jam let me send
you to me so the government should stretch the traffic laws to close this kind of illegal. so we
believe that by restrict the traffic law and regulation the traffic flows will be more smoothly and
efficiently ladies and gentlemen and we don't need to to invest to the public transportation only
to reduce the conjunction because we can make it by restrict the traffic laws and regulation.
3rd Speaker

ladies and gentlemen increasing the investment of the public transportation will not effectively
to reduce the traffic congestion and to improve the urban Mobility ,we believe that as opposition
team we have some alternatives that way better and more effective to reduce the traffic
congestion ladies and gentlemen rather than to increasing the investment of the public
transportation . my first and my second speaker has already explained that we have to focus on
four arguments that related to reduce the traffic congestion and to improve the urban Mobility.
the first argument is rather than we invest to the public transportation it's better to have a good
traffic management because we believe that the main root cause of the traffic congestion that
cannot improve the urban Mobility is because the very bad of the traffic management itself
ladies and gentlemen. for example the government can use like a technology to control the
flow of the traffic to give much information in real time to the passenger in order we can avoid
the traffic jam happened in their way from home to the office and ladies and gentlemen, the
second one we talk about investing to infrastructure better than investing to the public
transportation because we believe that the character of the people in our society Indonesia,
especially in the big city they’re actually quite hard to move into the public transportation so if we
invest to the public transportation we believe that they will tend not able to move into the public
transportation, so it much better if we invest to infrastructure of the traffic like my first and
second speaker has already told you that we need to add more routes, building more Bridge
and Highway to support the traffic management so we believe that by investing to infrastructure
of the roads we can reduce the traffic congestion because we need more inspection to
accommodate the number of cars, the number of vehicles in one city ladies and gentlemen. so
we believe that when the infrastructure is good we can improve the mobility for urban also
because we believe that the needs to Mobility in this area is very high so we need to increase
the infrastructure of the roads in order the society can have Mobility with no any traffic
congestion at all.

beside that the government also should strict the regulations for the traffic and coordination with
every stakeholder to reduce the congestion ladies and gentlemen ,because we notice that there
are many congestion case because of the bad habit and the reckless behaviour of the road user
of the drivers during the trip. for example they break the regulation of the traffic rules, they
Parking on the road , taking over the sidewalk to avoid the traffic jam. this kind of bad habit isn’t
only can cause the traffic congestion but also it's really dangerous for the pedestrians and
facility on the roads ladies and gentlemen. and the last one is about decentralization system
what did we mean by decentralization is that one city should have listen of the public space like
we need to set up the public space in order they are not focused on one place because if they
focus in one place or area the society will have Mobility to one place together and it will create
the traffic congestion.ladies and gentlemen imagine if we decentralization for example we
spread out some business point we spread out some facilities like Hospital,bank and so far so
on ,so the people of the society can just the nearest facility or public space from their house so
they don't need to move take longer Mobility because the access of public space near to their
resident.

so we believe that the government who proposed to increase the investment of the public
transportation is worthless solution at the end of the day ladies and gentlemen instead we shall
increase the investment in infrastructure of roads and if we invest to infrastructure strict the
traffic regulation make a very good traffic management, decentralize the public facility so if we
do this alternatives it will be more more effective and efficient it will be much much better rather
than we should increase the investment to public transportation because we believe that it's not
effective and waste cost of the budget in meantime we can see in the big city such us Jakarta
has spent much budget for public transportation, but the fact that in Jakarta we can see that
there are still much traffic congestion until this moment. so as an opposition team we believe
that investing in public transportation it's not a best option and considered less effective and we
prefer to invest in infrastructure of the traffic and roads instead, Thank you
