1. SCOPE

This Method Statement has been prepared by AE ARMA-ELEKTROPANC and ID TURKIYE for the MEP
works undertaken by BAKU BOULEVARD HOTEL PROJECT for Test & Commissioning of Induction Loop
System.

Every installation shall, during erection and on completion before being put into service, be inspected and
tested to verify, so far as is reasonably practicable, that the requirements of the Regulations have been
met.

The verification shall include comparison of the results with relevant criteria to confirm that the requirements
of the Regulations have been met.

Precautions shall be taken to avoid danger to persons and to avoid damage to property and installed
equipment during inspection and testing.

This Method Statement has been prepared to establish a uniform and systematic procedure to be
implemented for Test & Commissioning of Induction Loop System.

2. RESPONSIBILITIES

The Contractor’s T&C for Electrical Group has the overall responsibility for the implementation of this
Method Statement.

The Contractor’s T&C MEP Coordinator will ensure that the resources are available to carry out the works
as per approved drawings, method statement, and work as scheduled.

The Contractor’s Site Engineer/Supervisor is responsible to ensure that the work has been carried out as
per approved drawings.

The Contractor’s commissioning technician/s is responsible to ensure that they are abiding the method of
statement to achieve the required data as per equipment schedule and project specification.

The Contractor Safety Officer will assist in all issues related to the HSE.

3. EXECUTION OF WORK

The testing and commissioning of works mainly consist of following steps.

3.1. BACKGROUND NOISE MEASUREMENT

1. Disconnect the Loop Amplifier from mains power

2. Document the dB and dBA value on different locations throughout the
listening area

IEC 60118-4
1. For long time listening it is recommended that the background noise level is below -47dB(A)
2. If the background noise level is higher than -32dB(A), the owner of the premises should be informed and
given some suggestions how to accomplish a lower background noise level
3. For short time announcements, background noise levels of up to -22dBA, can be accepted

3.2. FIELD STRENGTH VARIATION/OVERSPILL

1. Press Start to activate program 2 Coverage

2. Connect the signal source, file 1kHz.wav to the amplifier and adjust the
input level according to the amplifier's manual. Adjust the field strength to
approximately -12dB at a reference measuring point
3. Measure the variation inside the listening area at (1.2m) for sitting and/or (1.7m) for standing height (Field
Strength Variation)
4. If necessary, measure the overspill distribution outside of the loop (as overspill is not regulated in the
IEC 60118-4 standard, the overspill can be defined as magnetic field above -32dB)
5. Press Start again for ¼ of second to advance to next program

IEC 60118-4
Stated field strength variation is ±3dB within the listening volume.

3.3. BASIC FREQUENCY TEST

1. Connect the signal source, file 3_freq.wav

2. Adjust the input level according to the amplifier's instruction manual
3. Make sure that the output does NOT saturate or clip. -12dB field strength
level is a secure level (the -12dB level is normally already set in step 2)
4. Perform the frequency test at 1.2m for sitting and 1.7m for standing listening height. If both sitting and
standing positions are preferred, 1.45m measuring height is used according to IEC.
5. Document the results in the certificate
6. Press Start again for ¼ of a second to advance to the next program

IEC 60118-4
Specified frequency variation is ±3dB for 100Hz and 5kHz relative to 1kHz (0dB)

3.4. ADJUSTMENT OF FIELD STRENGTH LEVEL

1. Connect the signal source, file 1kHz_pulse.wav

2. Adjust the input level according to the amplifier's manual
3. Read the highest value within 2-5 seconds and adjust the output current
until peak values of 0dB (400mA/m) ±3dB are reached. A good reference
measurement point is midway between the center of the loop and the loop perimeter
4. Check the variation at 1.2m for sitting and 1.7m for standing height. Document the result in the certificate.
It is only necessary to document the used height, i.e. if only sitting position is used only that position needs
to be documented.

IEC 60118-4
Accepted variation is ±3dB re 400mA/m (0dB) through the whole listening volume.

3.5. FINAL CONFIRMATION AND COMMISSIONING

Connect the actual signal source/s, preferably speech, and adjust the input level according to the
instructions of the amplifier’s manual.
If a microphone is used, speak normally into the microphone. If the ITU or HA synthesized speech signals
are preferred, use the audio sources available on site (CD player or audio system).
Verify that the highest peak is 400mA/m (0dB). As real signals like speech fluctuate, several measurements
have to be performed, usually for 20-30 seconds. The time it will take before an accurate peak value is
reached, is depending on the evenness of the program signal (crest factor).
Document the highest peak value into the certificate.

4. HEALTH, SAFETY & ENVIRONMENTAL REQUIREMENTS

ARMA will operate a strict safety policy. ARMA recognizes the importance of safety on site and will strictly
adhere to the safety requirements for working in.

A team of experienced and well qualified safety officers will be assigned to implement and control the Health
Safety & Environment Plan on site.

7. STAFFING

T&C Engineer, Service Engineer, Site Engineer/Foreman

8. SAFETY ASPECTS & PERMIT TO WORK REQUIREMENTS

During tests, the personnel involved could be exposed to risks of electrocution or other dangers related
with live working. All personnel will have valid Site Induction and Supervisor signed Permit to Work. Permit
to work or operate the systems will be on place before starting the work.

Foundation/Project Name BAKU BOULEVARD HOTEL PROJECT
Client PASHA CONSTRUCTION
Main Contractor Company AE ARMA-ELEKTROPANC
Electrical Contractor Company AE ARMA-ELEKTROPANC

LOOP LOCATION
A. Background noise measurement Pass/Fail Notes

Disconnect the loop driver and document the background noise levels.

B. Field strength deviation (±3 dB) Pass/Fail Notes

Reconnect the loop driver and apply the signal (1kHz_pulse.wav). Set field strength level to
approximately -12 dB. Confirm acceptable variation (IEC states ±3 dB) within the listening
area at 1.2 m (sitting) and/or 1.7 m (standing) height(s). Document the deviation in an
understandable manner.
C. Basic IEC frequency Pass/Fail Notes
Apply the signal (3_freq.wav). Document the readings at 100 and 5000 Hz (reference value: 1
kHz=0 dB). Confirm acceptable variation (IEC states ±3 dB) within the listening area at 1.2
m/1.7m height(s).
D. Maximum field strength level, 400mA/m Pass/Fail Notes

Apply the signal (1kHz_pulse.wav). Using a pulsed sine wave signal gives a more stable result
without the risk of the driver's AGC reducing the level.

E. Final confirmation and commissioning Pass/Fail Notes

Connect the present main signal source, activate the signal and adjust the input sensivity
according to the driver's manual. Verify that the highest reading will reach 400 mA/m (0 dB
±3 dB).
