1 INTRODUCTION
The following Recommendation Report is structured in such a manner to include
comparisons for Manpower Supply to be hired for the Parts to be executed by
Arkad, the manpower shall cover two welding spreads/crews for Part A9 and
Substage B.
Offers was received for Turkish and Romanian Labour manpower. In addition to
Ukranian and Greek staff manpower.
The offers and deployments in this document does not include Drivers, Helpers
and other Un-skilled labour as it was assumed that these are available in
Bulgaria for direct hiring.
The conclusion shall take into consideration time, cost and other obstacles to
finally ensure a smooth and planned mobilization of the manpower.

2 SCOPE OF WORK
The scope of work includes supply of Skilled Labour manpower with suitable
pipeline construction experience to cover the demand required to run two
welding spreads/crews for Part A9 and Substage B. This does not include
Drivers, Helpers and other un-skilled labour that can be covered from Bulgarian
market.

7 CONSLUSION
It is recommended to supply the skilled manpower from Turkey as the majority
of them has just completed the work on the Turkish stream and Tanap pipeline
projects. The lowest bidder is MERC Global Group (Ali).
An option of deploying staff from Ukrania and Greece is also recommended.
Price comparison is available in Attachment-3. MERC Global is also the only,
Turkish Manpower Supplier, who has all skilled labour available as requested
by Arkad.
