1. INTRODUCTION
1.1. PURPOSE AND SCOPE
This document provides detailed information to facilitate usage of “WAIS Operator Control and
Monitoring SW” application (hereinafter referred to as 'HMI SW’ .

1.2. SYSTEM OVERVIEW


The WAIS System that will be delivered within the scope of NTSP is a system developed by adding
STANAG 4668 Ed.2 and STANAG 4669 Ed.2 requirements to a Class-A type AIS Transponder
compatible with IMO, ITU ve IEC standards.

i-ais-W WAIS System, in addition to its Class-A features, has the capability for encrypted
communication on a secure channel and fake transmission that can be used when needed. Also, in
addition to the WAIS features defined in STANAG 4668 and 4669, i-ais-W WAIS system has the
capability for commercial communication on a third channel other than standard commercial
channels AIS-1 (161.975 MHz) and AIS-2 (162.025 MHz) (by the 3rd receiver channel which can be
active simultaneously). The third channel that will be used for secure communication can be defined
within 155 162.025 MHz and with intervals of 25 kHz.

HMI SW provides different functionalities, as listed below:


Displaying Own Vessel Data (Static/Dynamic/Voyage).
Displaying Received AIS Track Data (Static/Dynamic/Voyage) in Track List.
Monitoring Own Vessel and other AIS Tracks on Radar/Map (ENC) view.
Sending Text/SRM Messages (Addressed/Broadcast).
Sending TOI Reports (Addressed/Broadcast).
Generating SAR Overlay messages and monitoring received/sent lists.
Monitoring Received/Sent Messages and Long Range Interrogations.
Interrogation of AIS Tracks.
Management of WAIS Transponder Operating Modes (Active/Passive/Protected/Off).
Monitoring Alarms and Status Indications.
Configuration of WAIS Transponder (Static/Voyage/VHF Radio/Sensors).

2. USER INTERFACE
2.1. LOGIN
The HMI SW will start automatically after the user interface computer is started. If the serial port
settings are set correctly, the HMI SW immediately communicates with the WAIS Transponder and
automatically initiates the initial queries that request the current setting and status information from
the WAIS Transponder.

2.2. MAIN MENU


The user interface is built upon a number of modules, organized in different option buttons in main
menu (see Figure 1: Main Menu).

In order to protect WAIS Transponder data from unauthorised modification; some modules are
available only to the users with administration rights. So, the content of the application will be
different for users with “Administrator” and “User” rights.

2.3. INDICATORS
Indicators provide functions for monitoring of current system status, and inform operators in case
of any status change. Indicator display is always available on screen, which enables operator to
observe any status change, message reception, mode switching or etc., while there is another
process being done (seeFigure 2: Indicators).

2.3.1. WAIS Status


WAIS Status indicator is used for displaying WAIS Transponder status, whether it is available (alive
and connected over serial port) or not (see Figure 3: WAIS Status Indicator).

If the periodic status message of WAIS Transponder is received by HMI SW; this indicator is displayed
with a check mark in Green color; which means WAIS Transponder is operational and the
communication between HMI SW and WAIS Transponder is available.
If this periodic status message is not received by HMI SW; the indicatorwill be shown with grey
background; which means WAIS Transponder is not operational and/or the communication between
HMI SW and WAIS Transponder is not available.

2.3.2. Navigational Status


Navigational Status indicator is used for displaying the current Navigational Status value of WAIS
Transponder. Figure 4: Navigational Status Indicator shows available indicator icons and related
values, including text and IDs defined in ITU-R M.1371-5 standard document.

2.3.3. 1W
1W indicator is activated, whenever it switches to Low Power (1W) and stays in this mode until
Power Setting is changed again to High Power (12.5W) (see Figure 5).

2.3.4. GPS
GPS indicator is used for displaying the status of GNSS usage by indicating resource (see Figure 6:
GPS Indicator).

2.3.5. Mast Status (Optional)


Mast Status indicator is used for displaying current VHF antenna mast status (see Figure 7: Mast
Status Indicator).

When the indicator colour switches to Red, a warning message is displayed for the operator,
indicating that WAIS Transponder will not be able to transmit any message until the antenna is
available again.

2.3.6. AIS Message


AIS Message indicator is activated, whenever an AIS Text (Message 6/8/25/26) or SRM (Message
12/14) message is received by WAIS Transponder and stays in this mode until all received messages
are seen and marked as “Read”. (see Figure 8: AIS Message Indicator)

If the indicator is clicked on, “AIS MESSAGES/Received Messages” list is displayed automatically, in
order to enable monitoring all received messages.

2.3.7. LR (Long Range) Message


LR indicator is activated, whenever a Long Range Interrogation message is received by WAIS
Transponder. It stays in this mode until all interrogation messages are replied automatically or
manually and related confirmation message from WAIS Transponder is received by HMI SW (see
Figure 9: Long Range Message Indicator).

If the indicator is clicked on, “AIS MESSAGES/Long Range Messages” list is displayed automatically,
in order to enable monitoring all LR messages.

2.3.8. Message Transmission (TX)


TX indicator blinks for a short time, whenever a message transmission is done by WAIS Transponder
(see Figure 10: TX Indicator).

2.3.9. Message Reception (RX)


RX indicator blinks for a short time, whenever an AIS track message is received by WAIS Transponder
(see Figure 11: RX Indicator).

2.3.10. Alarm
Alarm indicator is activated, whenever an alarm condition occurs.
Icon turns to yellow when an alarm is initiated and stays in yellow until all active alarms are
acknowledged by the operator.
When all active alarms are acknowledged, the indicator turn grey but still stays in red colour display,
indicating that there is still some active alarms in the list (see Figure 12: Alarm Indicator).

If the indicator is clicked on, “ALARMS INDICATIONS/Alarm List” menu is displayed automatically,
in order to enable monitoring all active alarms.

2.3.11. Operating Mode


WAIS System supports 4 operating modes:
Active (Standard AIS Mode)
WAIS Transponder operates as a standard civilian AIS that complies with ITU 1371-5
standard; which means to transmit and receive information.
Passive (Receive Only Mode)
WAIS Transponder receives AIS information without any transmission.
Protected (Secure Encrypted Mode)
WAIS Transponder receives and transmits AIS information protected by commercial grade
encryption in order to hide it for other vessels than using Blue Force units. Additionally, it
receives all unencrypted transmissions from commercial AIS equipped ships within range.

WAIS Transponder is switched off (not energized).

Operating Mode indicator is used for displaying current WAIS Operating mode. Additionally, it
enables authorized operators (Administrator) to change this mode by clicking on the indicator. Figure
13: WAIS Operating Mode Indicator shows available operating mode options with related indicator
icons.

When an authorized operator clicks on the indicator, a new menu is displayed (see Figure 14: WAIS
Operating Mode Settings Menu). The operator should select any mode to switch and press related
button to complete process.

Note: Setting operating mode to “OFF” does not mean switching off WAIS Transponder remotely.
This mode should be used only when WAIS Transponder is already switched off.
Otherwise, if there is still communication between WAIS Transponder and HMI SW, and the
operating mode is switched to OFF by HMI SW; a warning message will be displayed and the operator
will be forced to change operating mode again to another one.

2.3.12. Spoofing
Spoofing indicator is used for displaying whether there is an activated spoofing scenario or not.
Additionally, it enables authorized operators to activate/deactivate a pre-defined spoofing scenario
by clicking on this indicator. Figure 15: Spoofing Indicator shows available options with related
indicator icons.

Note: Spoofing indicator is usable when it is configured to have “ENC Map View” option. Otherwise,
if there is only “Radar View” option available, it will not be possible to activate a scenario.
When an authorized operator (administrator) clicks on the indicator, a new menu is displayed for
choosing related action:
- Load: It enables operator to select any pre-defined scenario file. Whenever a scenario file is
loaded, total time of the scenario is displayed on “Remaining Time” field (see Figure 16:
Spoofing Scenario, Loaded).

- Prepare: This button is enabled after a scenario is loaded successfully. When it is pressed,
scenario related configuration parameters are set and WAIS Transponder is prepared for
running operation (see Figure 17: Spoofing Scenario, Preparing).

- Run: This button is enabled after all preparation steps are completed successfully and WAIS
Transponder is ready for scenario activation. When it is pressed, loaded scenario starts
running and “Remaining Time” field is updated accordingly (see Figure 18: Spoofing
Scenario, Running).

- Stop: This button is enabled only when there is an activated (running) scenario. When it is
pressed, a confirmation message is displayed, indicating that the running scenario will be
stopped. The operator may select to stop or cancel this process by pressing related buttons.

2.3.13. Silent
SILENT button is used for changing operating mode to “Passive” immediately, in order to stop active
AIS operation for emergency situations (see Figure 19: SILENT Button).

2.4. GRAPHICAL DISPLAY


This module enables to view own vessel, all received AIS tracks and pre-defined regions on a
graphical display; which uses the symbology of IEC 62288 standard document.
Different from the others, this module is always displayed as a background of the application and it
is not allowed operators to close.
There are three options for graphical display:
- Radar View
- ENC Map Day Palette
- ENC Map Night Palette
If ENC Map view is disabled, only the radar view will be available for the operator and no button is
provided for switching to other mode.
If ENC Map view is enabled, these two options are available for the operators (the default mode is
ENC Map . In this case, “Radar/Map” switching button will be available and each press of this button
will switch to the other mode (see Figure 20: Radar/Map Switching Button).

2.4.1. ENC Map View


This mode enables operator to view all AIS objects on ENC map, which is a vector interchange format
used for maritime charts and conform to standards stated in the International Hydrographic
Organization (IHO) Publication (see Figure 21: ENC Map View).

Note (*): This button is available only when there is a selected AIS track.

The main functions provided in this view are:


All vessels and the other AIS systems are displayed on the actual position and the movement
is simulated according to the real behaviour.
Zoom in-out options are available using map zoom control, mouse scroller or mouse right
click option. Additionally, panning option is also available.
Map scale enables to present the ratio between distance on the map and the corresponding
distance on the ground.
Own Vessel Data is displayed on the right side of Map View, which indicates some main
properties of WAIS Transponder, as shown in Figure 22: Map View - Own Vessel Information.

Selection of any AIS track is possible by clicking on its map symbol and when it is selected,
some main properties are displayed on the right side of Map View, as in Figure 23: AIS Track
- Detailed Information Menu.

Ruler option enables measurement of distance between two selected points. After the ruler
mode is activated by pressing the “Ruler” button ; every left-click on the map will draw a new
point and every right-click will delete the latest one. It is possible to draw more than two
points and measure total distance of a path as shown in the example below (see Figure 24:
Map View - Ruler Mode).

Drawing a region is possible by pressing “Draw Region” button and marking points NE -
NorthEast, SW - SouthWest) on the map. If the same button is pressed again, a new menu is
displayed for entering detailed information for the region and save it as a new region
(seeFigure 25: Map View - Drawing a Region).

If “Show Regions” button is pressed, all pre-defined regions are displayed on the map view;
otherwise, although there are some regions defined, they will not be displayed.

Enable/Disable AIS Track label display and selecting the label type (MMSI and/or Name) are

It is possible to locate and track own vessel using “Lock Own Vessel” button. It locates own
vessel at the center of the screen and additionally keeps this position when the vessel moves.
It continues to be monitored in the center point and the map is slided accordingly.
“Track Line” button enables operator to view the moving direction of AIS tracks in the last
selected time of period.
By default, this line shows the movement in last 15 minutes, and this period of time can be
changed by the operator using Settings / Limits sub-menu (see Figure 28).

It is possible to send a Text / SRM message to any AIS Track. After selecting a track from the
map, if “Send Message” button is pressed, “AIS Messages/Send Message” menu is displayed,
including the selected track information.
It is possible to send TOI Report for any AIS Track. After selecting an AIS track from the map,
if “Send TOI Report” button is pressed; “Send TOI Report” menu is displayed automatically,
including the selected track information (MMSI).
By filling in the other options (Description, Transmission Type and Receiver information), the
detailed information of this selected track can be reported to any receiver (addressed /
broadcast).
Note: TOI Report transmission is available only when the operating mode is set as
“Protected” and the link type is set as “STEDS”.
Category assignment is possible with selecting any AIS Track from the map and pressing “Set
Category” button. A new menu is displayed including available category lists and category
assignment can be done easily for selected AIS Track (See Figure 29: Set Category Menu).

Track Type (Affiliation Type / Battle Dimension / Fake) assignment is possible with selecting
any AIS track from the map and pressing “Set Track Type” button. A new menu is displayed
including available type assignment options and track type assignment can be done easily for
selected AIS Track (see Figure 30).

The timeout value for AIS Track display, other than AIS-SART devices (AIS-SART, MOB, EPIRB)
is 7 min. So if there is no more message received within that time, related track information
will be automatically removed from Map View. For AIS-SART devices, this timeout value is 18
min.

2.4.2. Radar View


This mode enables operator to view all AIS tracks on radar display (see Figure 31).
Own vessel icon is always displayed at the center point and all other AIS tracks are located
considering their position with reference to own vessel (distance and angle).

The main functions provided in this view are same with ENC map view, except these items below:
Map sliding option is not available, as own vessel icon should always be displayed in the center.
“Lock Own Vessel” button is not available since own vessel icon is always displayed at the center
of the screen and so there is no need to have additional button press to locate. All other buttons
are available as described in ENC map view.
Radar view provides 4 zoom levels with these supported scales (circle distances) below:

Here are some features provided:


It is possible to monitor all available tracks together in the list and have some sorting options
by choosing any column by default, it is sorted according to “Range” .
In addition to the list content, all detailed information of selected track is displayed on the
right sided menu.
If there is any AIS-SART device (AIS-SART, MOB, EPIRB) in Track List, it is displayed on the top
of the list, without considering its range value.
All active AIS-SART devices are expected to be displayed in the list, but if there is any AIS-
SART device in testing mode (including approval test), it will not be listed.

In addition to that, it has the capability of listing own vessel’s AIS-SART, also while it is in
periodical testing mode.

“SEND MESSAGE” button enables operator to send a Text (Message #6/#25/#26) or SRM

this button is pressed, AIS Messages module is opened automatically, including selected track
data.
“QUERY” button enables operator to send interrogation message to any selected AIS Track.
When it is pressed, it initiates a request for specific messages, defined according to ITU-R
M.1371-5 standard, as listed in below table.

“TOI REPORT” button enables operator to send selected AIS Track information to any receiver
(Friend) over secure channel. When the button is pressed, “Send TOI Report” menu is
displayed automatically, including the selected track information (MMSI). By filling in the
other options (Description, Transmission Type and Receiver information), the detailed
information of this selected track can be reported to any receiver (addressed / broadcast).
Note: TOI Report transmission is available only when the operating mode is set as
“Protected” and the link type is set as “STEDS”.
“EXPORT TO FILE” button enables operator to save Track List content into a .txt file. It is
possible to save the whole list content or the list containing only the filtered tracks.

parameters are set as “Enabled”; WAIS Transponder starts message transmission, alternating on
two designated channels (Channel 75: 156.775 MHz , Channel 76: 156.825 MHz), once every 6min.

Here are the rules for regional area settings:


It is allowed WAIS Transponder to store up to 8 regional area settings, and this HMI SW
module displays only these stored ones.
If there is 8 regional area settings stored and no free memory location in WAIS Transponder;
the most distant regional operating setting will be replaced by the newly added one.
If the nearest boundary of a regional operating area of any stored regional operating setting
is more than 500 NM away from the current position of own vessel, or if any stored regional
operating setting is older than 24 hours; this regional operating setting will be automatically
erased from WAIS Transponder memory and so from the list of “Regional Areas” module.
If the regional operating area of a newly added regional operating setting overlaps in part or
in total of one or more older regional operating areas; the older ones will be erased. If the
new one is manually added by the operator, a warning message will be displayed and the
process will be completed after operator confirmation.
If the operator has administrator authorization, it is possible to update manually created
regional settings by double-clicking on the list item. It is allowed to change Channel A/B
numbers, Transition Zone, Tx Mode and Tx Power settings, using the update menu (see Figure
47).

It is possible to add new channel definition with entering a frequency value (between 155.000
163.000 Mhz and at 0.025 Mhz intervals) and assignment text for identification. Adding any channel
definition in forbidden channel list means its frequency value can not be set as a “VHF-P Channel”
anymore.
Addionally, REMOVE and REMOVE ALL buttons are available to delete any previously defined
channels, one by one or all at once.

2.9.3. Link Settings


“Link Settings” sub-menu enables operator to define link settings of Protected Mode, such as link
type, encryption type, etc. (see Figure 50).

“Secure Channel Frequency” enables operator to select frequency value for secure
communication, while Protected mode is activated. The options are;

selected “Encryption Type” option, the set of values for “Key Lenght” parameter changes:

“BFT DAC” value may be selected between 0 ; while “BFT FI” is between 63.
“STEDS Asset Type” enables operator to enter asset type, indicating the nationality of WAIS
Transponder, based on MID assigned by ITU to each nation. The value may be selected
between 0 1023.
“STEDS Asset Name” enables operator to assign an asset name for own vessel; which will be
used as name information while in Protected Mode and STEDS type is selected.
“Power Setting” enables operator to select transmission power while in Protected mode.

2.9.4. Encryption Key


“Encryption Key” sub-menu enables operator to set the key for encrypted communication in
Protected mode (see Figure 51).

It is possible to see all details of selected received message on the right side of the menu.
Additionally, it is possible to choose whether to show selected TOI on the map or not, by “Show on
Map” option.

“Sent TOI Messages” sub-menu enables operator to list all TOI messages sent (see Figure 65).

Here are some features provided:


All “Unacknowledged” alarms are displayed with Red background color, which enables
operator to distinguish them easily.
If the operator puts a checkmark in “ACK” field, this means that the alarm is seen and
reported as “Acknowledged”.
If any active alarm is fixed, it is removed from this list and stored in “Alarm Log” list instead.

In case of an alarm occurance, a pop-up menu is displayed on screen, which includes new alarm
definition and enables operator to acknowledge this alarm. In addition to that, an audible alarm is
also initiated.

2.13.2. Status Indication List


“Status Indication List” sub-menu enables operator to list all status change indications with report
time (the time of occurence) information (see Figure 77).

2.14. TRACK HISTORY
“Track History” module provides an interface for generating AIS track messages report. It is required
to select MMSI number from the list and enter “Start” / “End” dates within the last 7 days and all
static, dynamic and voyage related data will be listed afterwards (see Figure 78).

The “Other” submenu allows the operator to set a time for the Track Line view, periodically set a
range for the HBT (heartbeat) message transmitted by the HMI SW, indicating that there is a link
between the HMI SW and the WAIS Tranponder, “Graphing the AIS-SART Tracks in Test Mode.
Enables you to choose whether to process in the Display and Trace List and determine the maximum
number of records to be displayed in the list. (See Figure 84)

packet number of the file, will be displayed at the bottom
Note: If the process does not start, please apply all steps again, from the beginning.
If the process is completed successfully, a new message is displayed. WAIS Transponder shall be
restarted again by plug off/on the power, and it will be opened with the new, updated SW
afterwards.

2.15.7. Map Server


The "Map Server" sub-menu allows the operator to view existing map layouts loaded in the
application and upload new layouts to the system. (See Figure 89)

The HMI map server decodes S-63 format encrypted maps in portable media and saves them as
marine maps in S-57 format. Registered sheets are loaded into the application memory to create
384x384 parcel images according to the geographical location displayed. If the user wishes to load
more up-to-date maps, they can delete preloaded layouts on the Map Server tab in the Application
Settings window.

2.15.7.1. Requesting an Encrypted Map


The user should request an encrypted map from the Map provider with the "User Permit" key on the
"Map Server / Map Server" tab in the "Application Settings / Application Settings" window of the
HMI software.

2.15.7.2. Loading the Encrypted Maps


1. S-63 format maps provided by the map provider should be uploaded to portable media.
2. The user should open the Map Server tab in the Application Settings window.
3. Portable media with S-63 maps must be plugged into the hardware that HMI software is
running.
4. If the portable media is encrypted, the password should be entered and the files in it should
be seen to be accessible.
5. HMI software automatically scans portable media. When portable media containing encrypted
layouts and credentials are detected, identity check is done automatically, encrypted layouts are
resolved and recorded in the system by obtaining approval from the operator with the relevant
window when appropriate content is found. The process can be monitored from the Main
Window alert area or the Map Server Management Window alert area.

In the map server management window, it is seen that the encrypted layouts are decoded in
the lower left corner warning area. After the process is completed, the loading process will
start and the map information will be recorded.
In the map server management window, while loading the saved layouts, the total number
of loaded layouts and the number of layouts being loaded and the sequence number are
displayed in the lower left corner warning area. When the map loading is completed, the
maps will be updated automatically and the parcels will be completed.

2.15.7.3. Map Manager Screen Settings


The map selected in the server management window is displayed in the center with a blue border
and at the current zoom level. Border edges of other layouts are shown in red. In order to make the
layout borders visible, "Show Layout Borders" should be marked in the upper right corner. Layout
records can be deleted individually or with the interaction buttons. Sheet deletion does not require
operator approval. Therefore, attention should be paid.

“Own Vessel” sub-menu enables operator to choose which identity (True / Fake) and Route (True /
Fake) options will be used for own vessel, when it is included in scenario.
If “Fake Identity” is selected, a previously defined fake ship file may be assigned to own vessel, by
pressing “Open” button and select related “.std” file.
If “Fake Route” is selected, a previously defined route file may be assigned to own vessel, by pressing
“Open” button and select related “.rou” file (see Figure 96).

2.16.3. Fake Ships


“Fake Ships” sub-menu enables operator to define new fake ships or edit previously saved ones. The
operator may enter different static or voyage related properties using this sub-menu and define
various fake ships for using later in a scenario.
When “Save”/”SaveAs” button is pressed, fake ship definition will be saved in a “.std” file and this
file can be used in different scenario definitions later on (see Figure 867).

“Routes” sub-menu enables operator to define routes by drawing waypoints and create route lines
between them (see Figure 878).

Mouse/keyboard key combinations for different drawing options are listed below:
Draw WayPoint: Left Click “Ctrl” button
Delete WayPoint: Right Click “Ctrl” button shall be applied on selected WayPoint
Draw Route Line: Left Click “Shift” button (shall be applied first on WP1 then on WP2)
Delete Route Line: Right Click “Shift” button shall be applied on route line number)

For each WP definition, Name, Latitude, Longitude and SOG values are listed and can be changed by
the operator manually. In addition to that, various colors can be assigned to routes and in this way,
monitoring and comparison of different routes on the same map view becomes easier.
When “Save”/”SaveAs” button is pressed, route definition will be saved in a “.rou” file and this file
can be used in different scenario definitions later on.

2.16.5. Definition of a Scenario


When there are some pre-defined fake ship and route files, it is possible to create a scenario by
handling fake ship / route assignment. Here are the steps:
- Firstly, a new scenario file shall be created by opening “Scenario” sub-menu and pressing
“New” button.
- Then, a fake ship file (.std) shall be selected by clicking on “ Select Fake Ship ” labeled text
box.
- Similarly, a route file .rou shall be selected by clicking on “ Select Route ” labeled text box.
When “Assign” button is pressed, selected route is assigned to selected fake ship definition
and this assignment is viewed in below list.

- In order to include own vessel definition, “Use Own Vessel” checkbox should be marked and
a new assignment for own vessel will be added to the same list afterwards (see Figure 889).

- It is possible to set different startup time to each fake ship by setting “Start Time Offset”
value. By default, it is set to zero for all; which means, fake ships start movement at the same
time, whenever the scenario starts running. If it is set to any value different from zero, this
fake ship is included in this scenario after waiting for that entered time.
- After completing all definitions, integrity check should be done by pressing Check button. In
this way, all inconsistencies are listed, if exist.
- If integrity check result is OK, it is possible to preview scenario data on the map, using Preview
control buttons (see Figure 89100).
- All data should be saved in a scenario file (.sce) using Save/SaveAs button and in this way this
file can be activated, whenever it is needed.

2.17. OTH GOLD CONVERSION


“OTH Gold Conversion” module enables operator to select a set of AIS Tracks from a list and convert
their AIS data to OTH GOLD format automatically (see Figure 10190101).

It is easy to select any AIS Track by putting a tick on its checkbox and “Add Remark” fields and “Create
File” button will be enabled afterwards.
When “Create File” button is pressed; message convertion is done automatically for all selected AIS
Tracks and created OTH GOLD messages are copied in a predefined text file.
Additionally, it is possible to add remarks to the messages of any selected AIS Track before OTH
GOLD message conversion is done. If the operator selects an AIS Track from the list; “Add Remark”
fields will be enabled to enter any remark. After entering any text and press Save button, this remark
will be added automatically to the created messages of this selected AIS Track.

2.18. MESSAGE VIEWER


“Message Viewer” module contains a set of sub-menus, each of which enables operator to monitor
and parse different type of messages:
