ELIGIBILITY CRITERIA: THE BIDDER MAY BE A SINGLE ENTITY (“BIDDING COMPANY”) OR A GROUP OF ENTITIES
(“CONSORTIUM”)
TECHNICAL  THE BIDDER SHOULD HAVE DEVELOPMENT AND/OR HAVE CONSTRUCTION EXPERIENCE IN
PARAMETERS 0.5 MILLION SQ FT OF INTEGRATED RESIDENTIAL TOWNSHIP /COMMERCIAL SPACE IN A
SINGLE PROJECT DURING THE LAST FIVE YEARS (1ST APRIL 2013 – 31 MARCH 2018),
OR
 1 MILLION SQ FT OF INTEGRATED RESIDENTIAL TOWNSHIP /COMMERCIAL SPACE IN AN
AGGREGATE OF 3 PROJECTS DURING THE LAST FIVE YEARS (1ST APRIL 2013 – 31 MARCH
2018)
FINANCIAL PARAMETERS MINIMUM ANNUAL TURN-OVER FOR EACH OF THE LAST THREE FINANCIAL YEAR, Rs. 1700
CRORES ONLY. IN CASE OF CONSORTIUM THE AGGREGATE TURN-OVER OF ALL THE MEMBERS
ON THE SAME DATE
ROLE OF DEVELOPER
 DEVELOPER TO UNDERTAKE PLANNING, DESIGN, FINANCE, CONSTRUCTION,
COMMISSIONING, MARKETING, OPERATION, MAINTENANCE AND TRANSFER OF THE
PROJECT FACILITIES INCLUDING THE MINIMUM DEVELOPMENT OBLIGATIONS.

 WITHIN 2 MONTHS AFTER ISSUING THE LOI DEVELOPER WILL PREPARE MASTER PLAN
OF THE WHOLE KUNJABAN TOWNSHIP PROJECT (ATLEAST THREE OPTIONS) FOR
APPROVAL OF THE STATE GOVERNMENT. ON FINALIZATION OF MASTER PLAN, THE
DEVELOPER SHALL BE RESPONSIBLE TO TAKE ALL THE PERMITS AND APPROVAL OF
DRAWING FROM THE DEPARTMENT.

 THE DEVELOPER WOULD BE ENCOURAGED TO USE ENVIRONMENTAL- FRIENDLY


TECHNOLOGY AND DESIGN FOR CREATION AND EXPANSION OF THE PROJECT
FACILITIES. BUILDING IS TO BE DESIGNED AS PER GREEN BUILDING NORMS.
ROLE OF DEVELOPER
 THE DEVELOPER WILL CONSTRUCT/DEVELOP DIFFERENT TYPE QUARTERS AT THE
PROPOSED KUNJABAN TOWNSHIP AREA WITH ANCILLARY FACILITIES AND HAND OVER
TO GOVERNMENT OF TRIPURA. IN RETURN GOVERNMENT WILL LEASED SOME LAND TO
THE DEVELOPER AS PER THE LOWEST LEASED AREA FOR DEVELOPMENT OF
COMMERCIAL AND RESIDENTIAL COMPLEX FOR GENERATING REVENUE BY SUB-LEASING
THE COMMERCIAL ASSETS AND PROJECT FACILITIES AFTER EXECUTING THE LEASE DEED.
THE PROJECT FACILITIES WILL BE MAINTAINED BY THE DEVELOPER FOR A PERIOD OF 5
YEARS

 CONSTRUCTION PERIOD: 3 YEARS FROM SIGNING OF LEASE DEED

 INSTITUTIONAL STRUCTURE: THE PROJECT WOULD BE IMPLEMENTED THROUGH A


SPECIAL PURPOSE VEHICLE (SPV). THE SPV WOULD BE ESTABLISHED BY THE SELECTED
PRIVATE DEVELOPER/CONSORTIUM, WHEREIN DEVELOPER/CONSORTIUM WOULD HOLD
MINIMUM OF 51% OF THE EQUITY CAPITAL OF THE SPV.
