The DSR methodology employed by this study helped to achieve for the artefact rigor, usefulness, clarity and completeness. The framework starts with the initial design that was based on the literature reviews and preliminary findings on knowledge audit process. At this point, the initial framework design did not incorporate the inter-agencies collaboration elements and the only output is the initial framework.
