LRMDS Resources?
Nature of LRMDS resources
• Web-based catalogue and repository of learning, teaching
and professional development resources
• Clearing house for Learning Resources
• As clearing house of LRs, it provides information about the
location of LRs (hardcopies and softcopies)
• Through this, it allows users access on directly digitized LRs
in the Learning Resource Portal
• A quality assurance system that provides support to
Regional, Division and School in the selection and
acquisition of QUALITY LRs in RESPONSE to the identified
local educational needs

textbooks / storybooks
4. Be part of the quality
assurance team
As a school 5. Be a trainer on the

6. Manage learning
LRMDS? resources in my school

DEPARTMENT OF EDUCATION – CORDILLERA ADMINISTRATIVE REGION

As a school head, how shall I
manage LR in my school?
1. Identify Learning, Teaching and
Professional Development Resource
Needs of your school

- The assessment and evaluation of LR, TR and

PDM need is a responsibility of all levels.
Schools/Clusters will analyse the School Report
Card to develop as part of the SIP and AIP
(LR Plan Template is made available)
DEPARTMENT OF EDUCATION – CORDILLERA ADMINISTRATIVE REGION 40
• This plan identifies areas of school need for LR/TR/PDM,
to support the effective utilization of identified resources
and the requisite teacher training/development in relation
to:
-Underachievement results
-NCBTS Competencies
-Differentiated instruction and requirements
-ADM
-IPEd
-Support facilities for the effective utilization of LR at
the school level

DEPARTMENT OF EDUCATION – CORDILLERA ADMINISTRATIVE REGION 41

Process Overview
• The School LR Committee established at the
school/cluster level conducts, completes and submits the
LR Plan to the Division in conjunction with the AIP, SIP
and SRC process. (Section 4 of LRMDS A & E)

• The Division consolidates the School/Cluster LR Plans

and develops an LR Assistance Plan for Division
Education Development Plan (DEDP). The LR
Assistance Plan identifies areas of need and proposes
sources of support

DEPARTMENT OF EDUCATION – CORDILLERA ADMINISTRATIVE REGION 42

2. Harvest and create an inventory of
existing resources in relation to School
LR plan

- As a result of the process of developing the School LR

Plan and identifying learning, teaching and professional
development needs, the School and Division LRMDS QA
Team will identify and harvest existing resources to be
evaluated using the LRMDS Evaluation instruments.
(A template is provided)

DEPARTMENT OF EDUCATION – CORDILLERA ADMINISTRATIVE REGION 43

Process Overview
• Harvesting refers to the activity of creating an inventory
of learning, teaching and professional development
resources other than textbooks that exist at the school,
division or region levels.
• The activity of harvesting consists of identifying existing
resources and relating them to competencies required by
the curriculum. The activity is undertaken by teams of
subject area specialists and coordinated by the Learning
Resource team.
.

DEPARTMENT OF EDUCATION – CORDILLERA ADMINISTRATIVE REGION 44

Process Overview
• The desired output from the harvest is an
identification of resources that align with the
areas of need and also assists with identifying
the gaps in availability of existing resources.

• In doing the harvest of existing resources, the

teams are advised to prioritize the subject
areas, grade and year levels based on the
Division LR TA Plans or School LR Plan.

DEPARTMENT OF EDUCATION – CORDILLERA ADMINISTRATIVE REGION 45

• The LR team at the school, division and region uses the
information on available resources and relates the titles
of the resources to competencies in the curriculum.
Subject area specialists, by their functions and
experience, are the best persons to do the resource
harvest.
• The Inventory of Harvested Resources may then be used
as a starting point for evaluation of resources to meet the
identified needs of the respective LR plans. Only
resources identified as being relevant to the current
curriculum should be recommended to undergo further
evaluation for access via LRMDS or procurement.

DEPARTMENT OF EDUCATION – CORDILLERA ADMINISTRATIVE REGION 46

Sample activities to be
included in SIP
• Purchase Science Teaching resources (10
sets)
• Develop math LR's for Grade IV.
• Capacity building: ‘how to effectively assess
and evaluate resources’
• School LR Plan: detailed objectives,
strategies, targets, timeframe and costs and
funds
DEPARTMENT OF EDUCATION – CORDILLERA ADMINISTRATIVE REGION 47
Annual Adjustments to the School LR Plan

• The School LR Plan should be monitored as it is

implemented. The monitoring of the implementation
is the responsibility of the School LR Coordinator.
Periodic reporting and review of targets and
timeframes for activity or project completion ensure
more successful outcomes. It will also alert the
School LR Committee to any risks or unforeseen
circumstances that may require the current and
future plans to be adjusted.

DEPARTMENT OF EDUCATION – CORDILLERA ADMINISTRATIVE REGION 48

3. Lead the School Level Quality
Assurance Process of the teacher-made
LR

(See Process Flow)

DEPARTMENT OF EDUCATION – CORDILLERA ADMINISTRATIVE REGION 49

• The LRMDS Quality Assurance Framework describes the
parameters to ensure that all learning, teaching and
professional development resources that are catalogued
and accessed or located via the LRMDS web portal are
of high educational and technical quality.

• Quality assurance is a coordinated process for

deliberately bringing about the attainment of the desired
quality. It is a systematic process of monitoring all
management, organizational, productivity and services of
the LRMD systems against standards of quality in order
to raise performance.
