Business Case(Problem Statement)
Business Case:
• Fauji Fertilizer Bin Qasim Ltd. has a modern Granular Urea and Di-Ammonium
Phosphate (DAP) fertilizers manufacturing complex, FFBL has its own Gas turbine to
generate electricity for FFBL and in case of more power demand, FFBL purchase
Electricity from K-Electric. In 2013 to 2014 Pakistan was facing huge Natural Gas
shortage and government have started gas load shedding to industrial sector as well,
due to which FFBL Gas turbines (GTs) were not able to complete the power demand of
company, and they needed to buy electricity from K-Electric which causes huge loss.
• In 2015 FFBL management have decided to build power plant named FPCL to complete
the load demand of FFBL, and to sell electricity to K-Electric to get more profit.
Information Gathering(Methodology)
• By reviewing our company project history we found that our company have
completed 2 Power plant DCS projects in Pakistan successfully.
• Customer initial requirements, assumptions, constraints and agreements.
• Customer type, culture , working style ,procedures , existing system and
historical information.
• Customer requirements ,review initial agreements and determine / analyze
risks.
• Enterprise environmental factors of the company.
• Organizational process assets of the company.
• Determine Interpersonal and Team skills required for the Project.
Statement of work
To achieve project object following work need to completed.
1. Prepare drawing for New Panels, Prepare System architecture, functional design
specification document.
2. Panels development and its IO configuration for Boiler 1&2, BOP & Electrical.
3. Networking laying and configuration, Server & Client systems installation and
configuration.
4. Electrical network configuration and testing.
5. Logic development of Boiler 1&2, BOP & Electrical.
6. Graphics development as per process and indication of instruments on graphics.
7. Web server configuration to monitor data for higher management.
Project Charter
Project Title and Description:
• Installation of Distributed control system (DCS) in Fauji Power Company Limited (FPCL). Total capacity of
plant will be118 MW, half of its power will be used for FFBL, and rest electricity will be sold to K-Electric.
Project Manager Assigned and Authority Level
• Mubeen Jamal from projects department will be the project manager and he will have the authority to
selected team, finalize project schedule and budget.
Business Case:

5 Automation engineers will be the part of Designing and commissioning team and 5 technician will be
part of commissioning to assist automation engineers.

• Dollar price will change during project execution.
• FPCL will provide finalize FDS doc: in initial stage of project.
• Resources will be available throughout project execution.
• FAT will be conducted after 3 month of PO.
• Newly hire engineers will not be familiar with XYZ company’s DCS system
Project Exit Criteria:
Site Acceptance Test will be performed by both FPCL and XYZ company .A final report will include a description of the

Scope management plan
• The Distributed Control System (DCS) for Coal Power Plant (CPP) Project.
• DCS System will provide overall process and power plant control and
monitoring at a single level through controllers.
• Overall plant visualization will be available on Operator workstation for
plant parameters and operators to control.

Lesson learned

• Handle Unrealistic expectation of customer in beginning of project.
• Incomplete customer requirements caused delay in project milestones.
• Administrative support from organization.
