ORGANIZATION and
COMPOSITION OF THE PNP
• The PNP shall be headed by a Chief
who shall be assisted by two (2)
deputy chief, one (1) for operations
and one (1) for administration,
both of whom shall be appointed
by the President upon
recommendation of the
Commission from among the most
senior and qualified officers in the
service (sec.25 RA 6975).
Provided, however, That in no case
shall any officer who has retired or is
retirable within six (6) months from
his compulsory retirement age be
appointed as Chief of the PNP (sec.25
RA 6975).
The PNP shall be composed
of a
• national office,
• regional offices,
• provincial offices,
• district offices,
• city or municipal stations.
National office
• Camp Rafael Crame, the national
headquarters of the Philippine
National Police, located in Quezon
City. Houses the offices of the
following:
– Chief, PNP
– two (2) deputy chiefs
– Chief, Directorial Staff
– directorial staff
– administrative support units
– operational support units
Regional Offices
• Regional Police Offices manage
and administer Police Stations
within the various regions of the
Philippines, each of which
include several provinces and
independent cities.
• Each unit exercises independent
control over all police units
within their areas of operation
• attached units of the PNP National
Headquarters are ordered to assist
these Regional Offices.
• Each of these regional offices shall be
headed by a regional director for
peace and order.
• National Capital Region Police
Office (NCRPO)
– National Capital Region
– Metro Manila
– 5 (All District Offices)

• Police Regional Office Cordillera


(PRO COR)
– Cordillera Administrative Region
– (6 Provincials, 1 City)
Provincial Offices
• At the provincial level, there shall
be a PNP office
• each headed by a provincial
director.
• In the case of large provinces,
police districts may be established
by the Commission to be headed
by a district director.
DISTRICT OFFICES
NCRPO is divided into five (5) districts,
each headed by a District Director:
• Manila Police District (MPD) (formerly
Western Police District)- Manila
• Eastern Police District (EPD) – Marikina,
Pasig, San Juan and Mandaluyong,
• Northern Police District (NPD) –
Caloocan, Malabon, Navotas,
Valenzuela
• Central Police District (CPD) –
Quezon City
• Southern Police District (SPD) –
Pasay, Makati, Paranaque, Las Pinas,
Muntinlupa, Taguig and Pateros
City Or Municipal Stations
• At the city or municipal level, there
shall be a PNP station, each headed
by a chief of police.
Maximum tenure of PNP

Directors
•The positions higher than
Provincial Director shall
have the maximum
tenure of six (6) years.
Unless earlier separated,
retired or promoted to a
higher position in
accordance with the PNP
Staffing Pattern (sec 25
RA 8551).
• Police officers holding the
above-mentioned positions
shall be compulsorily retired
at the maximum tenure in
position herein prescribed, or
at age fifty-six (56),
whichever is earlier (sec 25
RA 8551).
• In times of war or other
national emergency declared
by Congress, the President
may extend the PNP Chief's
tour of duty.
• Except for the Chief, PNP, no
PNP member who has less
than one (1) year of service
before reaching the
compulsory retirement age
shall be promoted to a higher
rank or appointed to any
other position.
