FAQs on RMPS

SY 2020-2021
1. ARE NEWLY-HIRED EMPLOYEES TO BE
RATED?
Yes, as long as they have rendered the minimum rating period of 90 days
before the end of the school year. The same is true to those who are on
leave of absence, on study leave or scholarship grant. (Item 56, DO No. 2,
s. 2015)

2. ARE RESIGNED/RETIRED/SEPARATED
PERSONNEL TO BE RATED?

Yes, as long as they have rendered the minimum rating period of 90 days
within the school year. The rating period shall cover only until the last
day of actual service rendered. The Performance Rating shall also be
used as basis for PBB.

3. KAILANGAN PO TALAGA NA MAY PICTURES LAHAT NG GANAP
NG GURO? PAANO PO KUNG HINDI NAMAN NAKAPAG PICTURE?
No. There are two (2) types of means of verification (MOV):
Main MOV
This refers to the non-negotiable MOV needed to demonstrate the attainment of the
Objective;
Supporting MOV
This refers to the list of MOV ratees can choose from to support the Main MOV in the
attainment of the Objective.
These MOVs may be used repeatedly in other objectives as long as applicable.
Pictures may be considered as supporting MOV

4. IS IT POSSIBLE TO LESSEN THE OBJECTIVES PER KRA DURING
THIS PANDEMIC? I THINK IT IS NOT DOABLE.

The development of RPMS in the context of COVID-19 has been carefully reviewed through
various meetings, FGDs, and consultation with various stakeholders and validation of tools, to
ensure its possible implementation. It is anchored on the Philippine Professional Standards for
Teachers, specifically priority indicators: 7 Classroom observable (Alternative method), 4- Non
classroom observable and 1- Plus Factor.

Results of its implementation subject for review.

5. WHY IS THERE A NEED FOR A PORTFOLIO? I THINK IT
IS BURDENSOME.
It is necessary for each teacher to prepare their own
RPMS Portfolio as it is a compilation of
evidences/MOVs of his/her accomplishments
throughout the school year. Organization of
portfolio begins during the opening of the school
year and is being assessed during the Mid-Year
review. These evidences are rated as basis for
Performance Evaluation.

For SY 2020-2021, LDM output/artifacts are accepted as MOVs to


RPMS to lessen the burden of teachers.

6. WHAT IF THERE ARE NO PLUS FACTORS? WILL
KRA 12 BE REMOVED?

No, it shall not be removed as part of the automatic computation. The


Principal may decide which MOV to be accepted for Plus Factor:

*May include MOVs for Home Visitation, re: Project AKAP, etc.

7. COULD IT BE POSSIBLE THAT THE IPCRF RATING OF
TEACHER OR STAFF BE HIGHER THAN THE OPCRF RATING?

YES, as each IPCRF is contributory to the


OPCRF. OPCRF is the average of all the ratings on the
employees in the school.

8. IS E-SIGNATURE TO BE ALLOWED IN IPCRF?

No, as Performance Evaluation is one of the official document in


employee’s 201 File.

9. HOW MAY THE SDO HELP THE NOT-SO ICT INCLINED/
RETIRING TEACHERS COLLECT MOVS/ ONLINE PRESENTATION?

Principals are enjoined to exercise leniency in evaluation considering the


current situation.
For the next school year, Orientation on RPMS and the simultaneous
Performance Planning will be conducted through the Division PMT

10. WHAT TEMPLATE SHALL BE USED FOR THE
PRESENTATION OF SCHOOL HEADS?

The OPCRF Template shall be used, 1 slide per objective.


Each school head shall submit in advance a copy of OPCRF to
the assigned PMT, preferably in google drive

INSTRUCTIONS ON THE SUBMISSION OF
IPCRF/OPCRF FOR REVIEW AND
APPROVAL

For HTs, MTs, School Heads and NTP


 Only one copy of printed OPCRF/IPCRF shall be submitted compiled by
position, by school, by level, and by sub-office;
 Submission is through the Sub-Office only;
 The endorsement letter shall contain the link to the folder for MOVs or Portfolio.
This link shall be indicated across the name of each MT/HT/School Head for
immediate access. The same shall be applicable to Non-teaching personnel;
 Printed MOVs/Portfolio shall not be accepted;
 Endorsement letter shall be addressed to appropriate signatories.
SUBMISSION OF SUMMARIZED
RATING
 Instructions on the submission of summarized rating by
position shall be issued by the HRMO aligned to the
guidelines of PRIME-HRM in the first week of September;
 The summarized rating by position shall be the basis for
identifying the upper 5% Top Performers as basis for grant
of Step Increment due to meritorious performance (Phase 4-
Performance Rewarding)

 Teachers are reminded to accomplish the eS after


completing their IPCRF;
 The ICT/Department Heads may start generating the data;
 School heads may schedule the collection of summarized
results
 The SDO will announce the deadline for submission

 Consultative-Workshop on the alignment of
School Heads’ KRA and objectives to the
PPSSH;
 Alignment of NTPs IPCRF to the school’s
