As part of the Intensified Internal Security Operations based on PNP Command
Memorandum Circular No. 05/2014, 1 ST SPMFC through effective utilization of its
public safety forces, continues its conduct of combat operations (major and minor
combat operations) as one activities designed to preserve internal security against
insurgents, secessionists and terrorists.
Among others, it includes territorial defense operations, intelligence, military and Activity Scoring 5
police civil relations and psychological operations.

conduct monthly rehearsals on ISO readiness of the maneuver Units. Thus, this Unit
sets monthly Camp Defense Drill to sustain all personnel alertness against

Support Implementation of Special Laws

ACTIVITY DESCRIPTION

This unit diligently and effectively does their best to have a close and strict implementation of Number of Operations

of justice. The implementations of Anti-Illegal possession of firearm (RA8294), Anti-Illegal Fishing
(PD604), Anti-Illegal Logging (PD705), Anti-Illegal Drugs (RA9165), Anti-Illegal Gambling Operation
(RA9287) are the special laws where this unit strictly implements.
The importance of this implemented laws fall in variance; first, the tendency of a crime becoming
very violent is higher when a gun is involved than when a gun isn’t involved. Second, this law is
essential to provide support to the fishery sector, primarily to the municipal fisher folk, including
women and youth sectors, through appropriate technology and research, adequate financial, Operation
production, construction of post-harvest facilities, marketing assistance, and other services. Third,
this law is implemented because there is a need to reassess the multiple uses of forest lands and
resources before allowing any utilization thereof to optimize the benefits that can be derived
therefrom. Fourth, this implemented law serves as a campaign against the trafficking and use of
dangerous drugs and other similar substances through an integrated system of planning,
implementation and enforcement of anti-drug abuse policies, programs, and projects. Lastly, it
condemns the existence of illegal gambling activities such as illegal numbers games as this has Activity Scoring 5
become an influential factor in an individual's disregard for the value of dignified work,
perseverance and thrift since instant monetary gains from it are being equated to success,
thereby becoming a widespread social menace and a source of corruption.

Operation
Every action has consequences. PNP members are very strict in the implementation
of laws and ordinances thus apprehending the offenders for proper disposition for
the commission of a crime. Arrest of wanted person and serving search warrant are
both main duties of the police officers to prevent the re-commission of a crime in
order to attain a safer and peaceful community. Arrest of Wanted Person decreases
the number of Wanted Persons and has a big contribution in Crime Prevention which Operation
is one of the Objective of SPPO through 1 st SPMFC.
The significance of the Search Warrant and Arrest of Wanted Person in crime Activity Scoring 5
prevention as it helps lessen crimes in the community. It also provides public safety
and a comfort living without any fear from this Wanted Criminals and other threats.

The unrelenting campaign against criminality coupled with crime prevention strategy Conducted In Support to 5

The Office of the President issued Executive Order No. 733 which empowered the Peace and conducted
Order Councils in the national and local levels. The said order provides specific Internal Security
Operations (ISO) duties and functions to promote convergence efforts intended to improve peace
and order as well as public safety in their respective areas of responsibility. The Philippine
National Police and the Armed Forces formalized the creation of a Joint Peace and Security Operation /
Coordinating Center to help enhance their partnership in fighting threats posed by the New Intel
People’s Army and other lawless elements and at the same time improve their preparedness in
responding to disaster and other emergencies in the region.
 In the unrelenting efforts to intensify and level up measures in dealing with concerns on peace Activity Scoring 5
and security in the area of responsibility, the Armed Forces of the Philippines and the Philippine
National Police created the Joint Peace and Security Coordinating Center (JPSCC) to better
address security issues circulating in the 1st District of Samar and in the country as well in full
support of the local government unit.
