• Whereas some scholars define inclusive development as a “process that occurs when social and
material benefits are equitably distributed across divides in society” (Hikey, 2015), others focus
on the “voice and power to the concerns and aspirations of otherwise excluded groups ”
(Johnson and Anderson 2012).
• Inclusive development also has an an “integral focus on the achievement of equity and the rights
of citizenship” (Hickey, 2013). This general definition largely represents the meaning of the
concept of inclusive development knowing that the these benefits necessarily comprise not only
economic and material gains but enhanced well-being widely experienced.
