Pancasila as the basis of the state was born and
developed through a long process. In the beginning,
customs and religions became the forces that shaped a
way of life. After Soekarno re-explored the noble
values of Indonesian culture, on June 1, 1945,
Pancasila was voiced to become the basis of the state
which was inaugurated on August 18, 1945 with the
inclusion of Pancasila principles in the Preamble of the
1945 Constitution of the Republic of Indonesia.

EFFORT

seriously and responsibly in order to strengthen the values of
Pancasila as a guiding principle for every citizen, both for
those who take part in the community sector and in
government.
• It is hoped that national integration will be stronger and

Mahfud M.D. states that from the Pancasila the foundation of the state, at least 4 guiding principles are born in the
making of legal politics or other state policies, namely as follows:

▪ General policies and legal politics must maintain the integration or


integrity of the nation, both ideologically and territorially.
▪ General policies and legal politics must be based on efforts to build both
democracy (people's sovereignty) and nomocracy (rule of law).
▪ General policies and legal politics must be based on efforts to build social
justice for all Indonesian people.

civilized religious tolerance.

Pancasila is Weltanschauung, a basic philosophy, Pancasila
is a unifying tool for the nation which is also essentially a
tool to unite in the struggle to eliminate all diseases that
have been fought for decades, namely especially imperialism.

The implementation of Pancasila in the


formulation of policies in the political field can
be transformed through a political system that

based on the constitution, referring to Article 1
paragraph (2) of the 1945 Constitution.

The following are Mubyarto's views in Oesman and Alfian (1993: 240--
241) regarding the 5 principles of economic development that refer to
the values ​of Pancasila, namely as follows:

▪ Just and Civilized Humanity, there is a strong will from all of society to
realize social equality (egalitarian), according to humanitarian
principles;
▪ Unity of Indonesia, the priority of economic policy is the creation of a
strong national economy. This means that nationalism animates every
economic policy;
▪ Community led by Wisdom Wisdom in Deliberation / Representation,
cooperatives are the backbone of the economy and are a concrete
form of mutual effort;
▪ Social Justice for All Indonesians, a clear and firm balance between
planning at the national level and decentralization in the

All socio-cultural policies that must be developed in the


life of the community, nation and state in Indonesia
must emphasize a sense of togetherness and the spirit
of mutual cooperation because gotong royong is the
personality of the Indonesian nation which is
constructive so that culture must be developed in the
contemporary context.

The principles which constitute the instrumental value of


Pancasila in the defense and security sector as contained in
Article 30 of the 1945 Constitution can be stated as
follows:
