Pancasila as the basis of the state was born and
developed through a long process. In the beginning,
customs and religions became the forces that shaped a
way of life. After Soekarno re-explored the noble
values of Indonesian culture, on June 1, 1945,
Pancasila was voiced to become the basis of the state
which was inaugurated on August 18, 1945 with the
inclusion of Pancasila principles in the Preamble of the
1945 Constitution of the Republic of Indonesia.

Challenge
• The swift flow of ideas that rely on material authority, such as liberalism, capitalism,
communism, secularism, pragmatism, and hedonism
• Judging from the life of the people, the uncertainty in state life in this reformation
era is due to the rapid changes in the government system, including the rollout of
extensive regional autonomy, on the one hand, and on the other hand, people feel
free without demands for values and norms in state life.
• In the government sector, many appear in the public domain of government
officials, both civilian and military, which do not reflect the spirit of statesmanship

EFFORT
Mahfud M.D. states that from the Pancasila the foundation of the state, at least 4 guiding principles are born in the
making of legal politics or other state policies, namely as follows:

Pancasila is Weltanschauung, a basic philosophy, Pancasila
is a unifying tool for the nation which is also essentially a
tool to unite in the struggle to eliminate all diseases that
have been fought for decades, namely especially imperialism.
The struggle of a nation, the struggle against imperialism,
the struggle for independence, the struggle for a nation that
carries its own characteristics. No two nations fight the same
way. Each nation has its own way of struggle, has its own
characteristics. Therefore, in essence the nation as an
individual has its own personality. The personality manifests
in various things, in reality, in his economy, in his character,
and so on.

The following are Mubyarto's views in Oesman and Alfian (1993: 240--
241) regarding the 5 principles of economic development that refer to
the values of Pancasila, namely as follows:
▪ The Godhead in One God, the wheels of the economy are driven by
economic, social and moral stimuli;
▪ Just and Civilized Humanity, there is a strong will from all of society to
realize social equality (egalitarian), according to humanitarian
principles;
▪ Unity of Indonesia, the priority of economic policy is the creation of a
strong national economy. This means that nationalism animates every
economic policy;
▪ Community led by Wisdom Wisdom in Deliberation / Representation,
cooperatives are the backbone of the economy and are a concrete
form of mutual effort;
▪ Social Justice for All Indonesians, a clear and firm balance between
planning at the national level and decentralization in the
implementation of economic policies to achieve economic justice and 20
social justice.
