CONDITIONS FOR RELOCATION
 Eviction or demolition shall be discouraged, however,
 Eviction or demolition maybe allowed:
1. Danger Areas – refer to areas which when occupied for
residential purposes actually pose danger to the life, safety
and property of either the concerned residents or of the
general community. The danger is due to an unavoidable
source of probable harm to human life or well-being.

riverbanks, shorelines, waterways
b) public places, e.g., sidewalks, roads, parks and
playgrounds

2. Government (Funded) Infrastructure Site/Projects – refers
to a government-initiated project for purposes of enhancing,
introducing or adding to the local or national infrastructure,
such as the interrelated web of roads highways, public
buildings, socialized housing projects, public utilities, flood
control projects and the like for the common good.
a) transport sector – road or rail alignment, airports, seaports,
terminal bridges
b) power and energy – power generation plants, transmission
alignment, hydroelectric power reservoir
c) water supply and and sanitation – pumping stations,
reservoir
d) government facilities – hospitals, schools

the demolition

demolition

d. Exemptions: when affected ISFs consent otherwise

6. Heavy Equipment is prohibited, except for structures
that are permanent and concrete
7. PNP must be in proper uniform to:
a. Occupy the first line of law enforcement
b. Ensure observance of proper disturbance control
procedures per its operational protocol on
dismantling and eviction.
8. Adequate Relocation/Resettlement
a. Type
- Temporary – area where ISFs are transferred for a maximum of one
(1) year, otherwise, the temporary relocation becomes a socialized
housing area
- Permanent

STAKEHOLDERS’ PARTNERSHIP &
PARTICIPATION
Inter-agency coordination and participation of various stakeholders,
including CSOs in project implementation shall be encouraged and
institutionalized

 National Inter-Agency Committee (NIAC)


 Local Inter-Agency Committee (LIAC-City/Municipality or
Province)/Local Housing Board
 Project-Inter-Agency Committee (PIAC), whichever is applicable

QUALIFICATION OF BENEFICIARIES

 The Tagging and Census Operation (TCO) or appropriate social mapping

methodology conducted by NHA in coordination with the LGU or other mandated

implementing agencies shall be the initial basis for the selection program

beneficiaries.

 In addition to the eligibility criteria per UDHA, other qualification procedures to be

undertaken by NHA (i.e. TCV/Pre-Qualification) shall be the final basis for

determining eligibility of qualified families for resettlement.

ELIGIBILITY CRITERIA

a) Must be a Filipino citizen

b) Must be underprivileged and homeless


b.1 Residing in urban and urbanizable areas
b.2 Combined household income falls within poverty threshold
(Php 10,481/mo)
b.3 Does not own housing facilities, live in makeshift dwelling
unit and do not enjoy security of tenure

c. Must not own property whether in rural or urban areas


d. Must not be a professional squatter or member of squatting syndicate

RESETTLEMENT SCHEME
● To the extent possible, the in-city resettlement approach
shall be adopted to minimize the social, economic, cultural
and political impacts of dislocation.
● Off-city resettlement is resorted to when all means to
implement the former has been exhausted. The following
spectrum of alternative site locations should be considered:
 On-site/land sharing
 Near site/in-barangay
 In-city (densified housing)
 Near-city
 Off-city

ELIGIBILITY CRITERIA
HOUSING PACKAGES/OPTIONS

The qualified families shall be entitled to a basic housing assistance package


consisting of a developed lot and/or core or multi-level housing including
community facilities and utilities in the resettlement areas
