Ano nga ba ang ‘Demokrasya?’

that democracy means inclusive, collective (or at least collectively
accepted) will formation and decision making, aiming at political
responsiveness—in the sense of effective transformation of
citizens’ preferences into policies and outcomes—while ensuring
political rights and liberties via constraints of the will of the
people (Warren 2017).”
