Review: The geometric definition relies on a cone and a plane
intersecting it

Algebraic definition: a set of points in the plane that are

equidistant from a fixed point on the plane (the center).
Definition:
A circle is a set of all coplanar points such that the distance from a fixed
point. The fixed point is called the center of the circle and the constant
distance from the center is called a radius of the circle.
