According to Mink, 2010). Fingers are physical manipulatives and are part of
human body. Different counting strategies could be developed using fingers,
and finger-counting has close neural connections in the brain. It has, therefore,
attracted attention and become the subject of numerous studies in many areas
such as education, educational psychology and educational neuroscience in
recent years.

Recent research on brain imaging technologies shows that finger


and number representations are found in proximal neural
networks in the brain (Piazza et al., 2002; Kaufmann et al., 2008),
indicating that the same or adjacent regions are active in the
brain when fingers are used in general or when they are used to
count (Butterworth, 1999). This explains why children intuitively
use their fingers when counting.

counting method used to perform basic

Basic Education Research Fund
- to provide guidance in managing
research initiatives in the national,
regional, schools division, and school
levels. The also improves support
mechanisms for research such as funding,
partnerships, and capacity building.
August 26, 2021 – To further strengthen the Basic Education-Learning
Continuity Plan (BE-LCP), the Department of Education (DepEd) has
announced a call for research proposals in line with the theme Supporting
and Assessing Learning Continuity and Mother Tongue-Based Multilingual
Education Materials and Development.
“As we are nearing the opening of our School Year 2021-2022, we need to
reinforce and strengthen our current BE-LCP. Research is vital for us to keep
moving forward and evolving. This initiative will help DepEd address
pressing issues that we are encountering, especially in relation to the
delivery of quality of education,” Education Secretary Leonor Magtolis-
Briones said.
• DepEd, through the Policy Research and Development Division
(PRDD) under Planning Service (PS), has opened its submission of
research proposals to reinforce the link of research to education
processes through utilization, dissemination, and advocacies.
• The chosen proposal will be given a grant of up to P500,000, which
will be distributed in three (3) tranches, under the Basic Education
Research Fund (BERF). The initiative aims to improve the policies,
programs, and activities relevant to the implementation of the BE-
LCP.
In support of the BE-LCP, there are seven areas of priority
identified for the research; (1) Most Essential Learning
Competencies; (2) Implementation of multiple learning
delivery modalities/ improved learning environment; (3)
Preparing teachers and school leaders/ teacher upskilling and
reskilling; (4) Health standards in school and workplace; (5)
Reconfiguration of annual opening activities and partnerships;
(6) Finance, procurement, and delivery; and (7) Monitoring,
evaluation, and adjustments.
To be eligible for the grant, applicants, whether
teaching or non-teaching personnel, should hold a
regular job position in the Department, should not
have any pending administrative cases, and should
not have yet availed the grant for the current year.
Each team can only have a maximum of three (3)
members.
PRRD encouraged personnel from different field
offices and DepEd Central Office to cultivate
more inclusive research, drawing from the
grassroots of the Department to improve the
quality of education in all corners of the country.

2022 Cycle
The Policy, Planning, and Research Division
shall release the Regional Memorandum for the
reconstitution of Regional Research Committee
(RRC) and call for BERF 2022 research
proposals aligned with DepEd-NCR 2022
Regional Research Priorities.
The Schools Division Research Committee (SDRC) headed by
the Assistant Schools Division Superintendent shall lead in the
submission of the directory of the SDRC through this link

l2NN and spearhead the dissemination and provide the proper
direction among research proponents on the submission of the
research proposals.
Interested researchers must
prepare a maximum of l0 to 12
pages of research proposals
and submit it to your DRC.

forms to be utilized in the initial screening of
submitted proposals and criteria checklist to be
communicated to SDRC research evaluators:

The DRC or SEPS P&R shall consolidate
the results of the evaluation and fill out the
master list of researchers who achieved o
minimum score of 70% for endorsement to
the PPRD secretariat.
The RRIDC TWG together with the
PPRD secretariat will re-evaluate the
endorsed research proposals using
the following criteria:
a. alignment to Region Basic Education Continuity Plan, PRIME NCR
directions, and research priorities;

b. eligibility of research expenses and ethical considerations;

c. completeness and accuracy of the submitted requirements using the


prescribed forms (eligible expenses, declaration of plagiarism,
informed consent, etc.);
d. detailed and clear discussion of the bockgroundckground of the study,
framework. methodology. deliverables and plans for dissemination and
utilization;
e. compliant with the IATF health and safety protocols and Alternative
Work Arrangement; and
f. budget consideration for BERF 2022 Research Cycle.
Note to the BERF grantees for the final report The
BERF 2022 completers shall submit their revised final
output with the liquidation report to the SDRC in soft
copy (Word and PDF Format). ln addition, three hard
copies of the revised final output (school, division,
region).
The PPRD secretariat and SGOD secretariat shall track the
progress of all approved research based on the approved
work plan. The DRC shall monitor the implementation of
the work plan of each researcher and update the template
this will be given by the PPRD secretariat. They should
provide technical assistance as needed for the progress
monitoring of each researcher.
The proponent/s will be given a maximum of six (6) months
for action research (March to August 2022) and one year for
basic research (March 2022 to February 2023) to conduct the
study based on the approved work plan/timeline of activities.
Provision on changes and extensions shall be communicated
to the PPRD secretariat for the approval of RRIDC.
